Southern California is still reeling from the effects of 4 year’s drought. Not only has Southern California been deprived of rain, what has fallen has come at times of record high temperatures. Cold air is needed to turn moisture to snow and save it. Lack of freezing temperatures above 10,000 feet has added to snow melt, not snow buildup.
