In order for local governments to be prepared to respond to the Bay Area’s 2M+ increase in population over the next 30 years, local governments must become more agile in their understanding and response to the housing crisis and the market forces at large. Using Lean Startup and Design Thinking principles as a framework, local government can transition into an agile public policy development process that is data-driven, outcomes-based and customer-focused.
