IHOPU IndoorSoccer Rules 2013:
A. Properequipment
1. Official indoorsoccershoesare encouragedbutnotrequiredforuse
2. Turf shoes,shoeswithstuds,andshoeswithmetal fixturesare illegal
3. All shoesmustnotbe put on until alreadyinthe gym. Thispreventsdirt,snowand
waterfrom enteringthe court.
4. Shinguardsare not requiredinthisleague
5. It isthe jobof the officialstoinspectthe gearof the players.
6. Anyplayerthat doesnot have the appropriate equipmentwillbe dismissedfrom
play
B. Goalie andteamplay:
1. 4 playersonfieldperteamincludingthe goalie
2. Goaliesmaynot switchpositionswithateammate while the ball isinplay
3. In orderfor a goalie toswitchpositionshe canonlydoso if there isa stoppage of
playand he is requiredtonotifythe referee forapproval of the switch
4. The goalie maynot pickup the ball if it hasbeenpassedtohimby a teammate off
the foot. However,if the ball isnotkickedfromthe footbut volleyedback(suchas
a headball) the goalie maypickit upwithhishands.
5. Also,a goal cannot be scoredfrombehindthe half line. If thistakesplace,the team
that scoresdoesnot receive the pointandthe opposingteamgetsthe ball asa goal
kick.
C. Substitutions
1. Unlimited: there isnolimittohow manysubstitutionscanbe made perteam
2. On the fly: substitutionscanbe takenatany momentof the game
3. Evenexchange: foreachsubstitution,the playeronthe fieldmustfullyleavethe
court before the nextplayercomeson.
D. Time keeping
1. Each game isone hour longaccordingto schedule
2. There will be two25 minute halves
3. 5 minutesforpractice before start(eachgame starts5 minutesafterthe hour)
4. 5 minute halftime (from30minutesafterthe hourto 35 minutesafter)
5. Each game shouldendpromptlyonthe hourinkeepingwithleagueschedule
(refereesare responsibleforthis)
6. There will be noovertimesinregularseasonplay.
E. Tap-Off
1. To determine the startof a game,a coin tosswill be used(lessofficial,rockpaper
scissors).
2. Winnergetsto choose whethertopickside orball first
3. Afterthishasbeendetermined,forthe secondhalf the sidesare switchedandthe
kick-off giventothe otherteam
4. The kickingteam,aftereverygoal andfor the start of bothhalves,will kickthe ball
fromthe middle of the courtafterthe ball has beenplacedthere bythe referee.
5. The kickeris notto kickthe ball until the refereesignalsthathe may.
6. For the tap-ff,the ball mayeithergoforwardsor backwards.
7. No goalsmaybe scoreddirectlyfromthe tap-off
F. Boundaries
All wallsare includedaspartof the play,withthe followingexceptions:
1. Heightlimit: The ball cannotbe kickedabove the white line,the white pipe behind
the goal facingthe parkinglot,andabove the firstseat onthe bleachers. Itmaybe
playedoff the orange chairs,as longas itdoesnot getstuck or roll underneath
them.
2. Crevices: If the ball getsstuckunderneaththe bleachers, orange chairs,orunder
floormat carrier,it isto be consideredoutof bounds.The resultof the ball going
out of playis a free kickat the locationonthe court where the ball wentoutof play.
3. Doorway: The ball cannotbe kickedintothe doorwaybehindthe goal onthe side
nextto the parkinglot.
4. Behindthe goal: If the ball getsstuckin the netbehindthe goal itis eitheracorner
kick,or a goal kick,dependingonwhichteamlasttouchedthe ball. Ball maynot be
dribbledorpassedbehindthe net. Onlyexceptionisinthe case where the ball gets
accidently“stranded”behindthe goal anda playergoesto retrieve the ball.
5. Ceiling: If the ball hitsthe ceiling,itisconsideredout. A free kickistaken
underneaththe place where the ball hit the ceiling.
6. Goalie Box: The boundariesforthe goalie box consistsof the tanline thatextends
to the widthof a few yardsinfrontof the goal. The leftandright sidesof the goalie
box extendfromthe endsof that line tothe back wall. The goalie maygo behind
the front of the goal to pickup the ball.
G. General rulesof play:
1. No offsides
2. No slidetaklingwiththe exceptionof the goalie (whenaplayer,otherthana goalie,
slidetakelsinthe court,itcouldresultinthe removal fromthe game. Indirectfree
kickwill alwaysapplytoa slidetakling)
3. Onlygoalscan be scored beyondthe half-line (if thisdoesoccur,the opposite team
receivesafree kickfromhalf-court)
H. Foulsdeservingof Indirectkicks
1. Slide tacklingisafoul.
2. Pushing:usingelbows,armsorshoulderstogainan unfairadvantage. “Leaning”
shouldertoshoulderisallowed.
3. Using the wall asleverage. Refereeswillgive repeatedwarningstothose whouse
the wall inthisway. It isup to theirowndiscretionatwhattime to call ita foul or it
beingusedasan unfairadvantage.
4. Tripping/clippingotherplayers
5. Highkickingabove the waistor at waistlevel withinfive feetof anotherplayer
6. Playingthe ball fromthe positionof beingonthe ground
7. Language
I. Foulsdeservingof directfree kicks
1. Anyfoul that isviolentorabusive fromthe above list(the refereedeterminesthis)
2. Handballs. Itisat the discretionof the refereestonotcall a hand-ball if itistothe
advantage of the otherteam notto do so. But if thisis notthe case, all hand-balls
are to be calledbythe referee.
3. Abusive play: If there isanyfoul thatis violentorabusive tothe rules,the referee is
permittedtoremove thatplayerfromthe game (aswell asgivinga directfree kick).
4. Language: For strong language,the referee alsohasthe optionof removingthat
playerfromthe game (as well asgivingadirectfree kick).
J. Free Kicks(General)
1. The ball must be stationarybefore beingkicked
2. There mustbe at least three paces(determinedbyreferee) of space betweenthe
playerkickingthe ball andhisopponent.
K. DirectFree kickswithin the Goalie Box:
1. Theyare rewardedwithaPenaltyKick.
2. The PK istakenfrom the foul line
L. IndirectFree kickswithinthe three pointcircle:
1. All of the rulesfor free kicksapply
2. If a foul occursinside the three pointcircle bya defender,the offence of the
opposite teammusttake the penaltykickator behindthe three pointcircle
M. Goal andcorner kicks
1. Goal kicks will be kickedfromeitherof the twobasketball “squares”
2. Cornerkicksmustbe takenfromthe corner of the basketball court
3. All the rulesforfree kicksapply
4. Note: A goal kickor cornerkickonlyoccurs if the ball eithergetscaughtbehindthe
net,someone iscaughtdribblingbehindthe net,or aball is kickedtohighon the
wall behindthe goal anddeclaredoutof bounds.
N. LackingPlayers
1. If a teamis lackingeithermale orfemale players,he maydraft,withthe permission
of the otherteam,enoughof eachgenderto have upto one sub but no more.
2. If the Captainof the other teamdoesnotaccept, the teammust eitherforfeitor
playshort of players.
3. In the case of a team whobringsplayersfromoutside the leagueontotheirteam,it
isan automaticforfeit.
4. In the case where the teamlacking playerschoosestoreschedulethe game withthe
otherteamcaptain,as longas bothteamsagree and the gym andreferee are
available theymayplay. Otherwise,the wingoestothe teamnot lackingplayers.
5. In the case where bothteamsare lackingplayers (meaning,neitherof themare able
to have a full teamon the field) itwillbe consideredatie.
O. Sidelines
1. Sidelinesmustbe clearforplay.
2. No standingonthe court duringplay.
3. No placingfeetonthe courtwhile sittingdown.
4. All these rulesare to be reinforcedbythe referee

1. There mustalwaysbe at leastone girl onthe court per team
2. Teamsmust consistof at leasttwogirls
