6. OPERATIONAL PLAN
RATIONALE
To improve the quality of education and achieve a high
academic performance is one of the ultimate aims of every
school or institutions. Mandaue City Comprehensive National
High School is one example. It visualizes the total
development of students, equipped with knowledge, the right
feelings, attitudes and skills, guided by a strong faith in God,
love of country and respect of man’s dignity as stipulated in
the school vision. Through this vision the school is task to
fulfill this dream towards molding young students to become
self-reliant and productive individual when they become an
active member to the society.
7. In order to carry this task given by the school, each
department that constitutes to the framework of the school
has a responsibility to comply with this task. The MAPEH
department as one of its member aims to provide/prescribe
improvements in order to come up with the expectations.
Objectives are given to serves as guide towards achieving
this vision. Activities are sets to master and improve the
skills in delivering the teaching and non-teaching
obligations in the department.
Based on the findings and observations done by the
writer, two key results areas are given focus; (a) staff
developments and (b) physical facilities that objectively
cause low delivery of the intended outcomes. Hence, there
is a need to improve/enhance/update these areas some
recommendations are formulated.

11. Problem Analysis
Staff Development
Problem
Based on the management project plan it is observed that
the following problems and gaps are present in the staff
development area of the MAPEH department in Mandaue
City Comprehensive National High School namely:
a. Non-compliance and other personal priorities during
INSET results to poor attendance.
b. Lacks of encouragement from the D.H. that’s why some
MAPEH teachers has no extra-
curricular assignments related to the subject.
c. Lacks of leadership and mediation aspects from the D.H.
d. No action plan prepared for the monthly meeting
12. Chosen Solution
With this identified problems that’s mention, part of the
output is to come up with a possible solutions to this
situations such as:
a. There should at least a pre-INSET meeting or
conference of what to do during the INSET and so
also an opportunity to get some suggestions on how to
get about the training.
b. Proper motivation to its members if there are possible
opportunities to be a coach/coordinator of an
organization.
c. The D.H. should encourage open communications in
its organizations so that misunderstanding in its
members should be lessened and
d. During INSET time, department should already made
an annual action plan with a monthly based meeting
with consonance with the annual based plan.
13. Physical Facilities
Problem
Another problem identified on the MAPEH department is
in the physical facilities area. Here, it is seen the urgency
of the problems that needs to be accomplish or comply by
the department and the school. In order to promote, if not,
improve the quality of learning outcomes for the students
respectively. To mention the identified problems are the
following:
a. Lacks of classroom for MAPEH room/conference
room/equipment room.
b. Lack of funds that’s why no computer unit for records
submissions and other departmental functions/tacks.
c. No project proposal made or presented.
d. Lack of recommendations coming from the D.H.
14. Chosen Solution
As suggested the following possible solutions are
derived namely:
a. If no classroom available at least one of the
MAPEH teachers room can be utilize as the P.E.
office.
b. The MAPEH department through its head and
members make a income generating activity
example fund raising to acquire a PC unit in the
department.
c. Writes a requisition for these items to be purchased
by the school/ department.
d. Utilizes the school stage as the dance hall and
likewise just made a demountable mirror if
practices are done
15. Plan of Operation
In the plan of operations the management project plan
are categorizes into sub-contents such as Objectives,
Activities, Time Frame, Resource Equipments, Person
Responsible, and Expected Outcome/Output (refers to the
worksheet no. 4 in the appendices) Here the set of actions
including the purposes and aims of the operations are
detailed and explains in order to be guided on the
implementation and solutions of the identified problems.
The set of operations in this part are in matrix form so
that it can have a better understanding and outlines on
what to do about the actions and who are the person(s)
responsible for these specific tasks.
16. Potential Problem Analysis
This part of the management project plan is the area
wherein potential problems are given importance so that the
smooth implementations are achieved in the course of the
actions in the operations. It is also in the matrix form
wherein the sub-components are Activities, Potential
Problems, Preventive Measures, Person Responsible, and
the Contingency Actions
Here, problems are known and identified and given
priorities in doing a preventive actions or contingency plans
just incase this identified problems occurs during the time of
the implementation of the plan. In the potential problem
analysis we can prevent and anticipates possible hazards
and downfall our set objective/plans for the betterment of
the department or organization.
