My name is Maya Spannari- Statewide Manager Community Services and Health Industry Liaison unit based at North Coast Institute of TAFE
TAFE NSW has 10 Institutes – 4 metro – 6 regional
Over 130 metropolitan and regional campuses, which are grouped by geographic area
TAFE NSW now sit under a the Department of Industry, Skills and Regional Development
- created to help increase employment opportunities for the citizens of NSW, strengthening the links between skills development, industry and communities.
About ILU’s
Goal : Industry engagement
Institutes host one ILU. - has state-wide responsibility for one or more industry sector/s.
primary point of contact between TAFE NSW – ISC, ITAB Industry
IRG industry Reference Group (IRG) focussed on an industry area – EN HT external partners
Each ILU will have multiple industry stakeholders
improving connectivity within and beyond TAFE NSW through effective stakeholder engagement and communication,
enhancing organisational capability by coordinating industry-specific expertise and advice and
supporting Institutes to realise opportunities through collaboration and innovation.
IMPORTANT TO NOTE THAT - Institutes already have very good partnership arrangements at their local level.
Support and facilitation around industry trends, emerging issues and partnerships at a Statewide level.

80% projected growth in population aged over 65 between 2012-2031 (an increase of 2.6 million to 5.8 million)

New business models – new ways of working - ie: NDIS, aged care reform, changes to workforce composition within health based services (eg: AHA , HSA, EN) , changes to industry standards and regulations
Workforce that is majority female, over the age of 45 and generally casual or part time – so we have an ageing workforce working with an ageing population

GOAL – WORKFORCE DEVELOPMENT AND INDUSTRY SKILLS - common goals
Long standing partnership NSW and local
Purpose scholarship - to deliver workforce needs as identified by NSW Health workforce plan and in line with LHD workforce needs .
Provide clear links between student study and clinical placements where there are workforce needs
Provide employment outcomes for students
Scholarship covers all compulsory course fee’s - -total combined (TAFE and Health) investment of over $10 million over the 3 years -
18 month course - 400 hours
Compliance with ANMAC
It is a highly contestable application process.

Assessment - Moh Cull. TAFE (EL requirements) and further assessment
Interview are held between the TAFE institute and the LHD to select the most suitable applicants.
Announcement of outcome, program commenced April/May for 18 months - Delivery is via a mix of face to face, online and clinical placements
The LHD’s provide clinical placements (400 hours), supervision and support and at the end successful students are invited to an interview - with the objective of an employment offering at the relevant LHD
Institute staff provide supervision, delivery and assessment of the students in line with the ANMAC accreditation and AHPRA registration requirements
Process review is undertaken - and improvements made
Monitoring and outcome reporting is undertaken by TAFE institutes into the NaMO database at commencement, midway and completion.
STUDENT PROGRAM - 26 UoC
18 months - 400 clinical placement hours in health facilities
Macro level- - Statewide initiative focussed on a specific industry sector in partnership with NSW Health - Nursing and Midwifery Office
(Policy, funding , high level decision making and relationships, process development )

IMPORTANT - the two are not isolated, each level informs and influences the other regarding decision making - for example feedback from staff to inform the application process and timeframes for following year.

Partnerships - there are clearly 4 key partners in the process - NSW health, TAFE NSW, LHD’s and Institutes. ANMAC, AHPRA and the Industry Skills Council (training packages ) are core stakeholders.
Employee nominations - through the IRG and the EN HT meetings industry representatives attend and inform program content and delivery
Staff embedded in organisations : TAFE teachers are required to maintain industry currency (RN) to deliver the Diploma of nursing. Teachers provide ongoing student support, supervision and assessment in clinical placements within the LHD’s
Networking - Local and Statewide networks that support this partnership include : CTAG (Clinical training Advisory groups), LHD network committee’s, AC meetings as well as engagement with Industry Skills Councils, ITAB, ANMAC and AHPRA.
Assessment validation - Health staff are involved in the TAFE NSW EN Assessment Committee meeting to inform the development of course delivery, clinical placements and assessment validation.
Exchange : through the process there is an ongoing exchange of ideas and knowledge staff, resources and access to facilities ongoing conversations regarding WFD needs, student enrolment projects and opportunities for local level initiatives are discussed and developed.

Effective industry engagement has it challenges - in this instance challenges arose
Scale of network - communication flows to ensure that all staff (TAFE NSW , NSW HEALTH, LHD’s and INSTITUTES ) are on the same page with the program and the processes
AND to ensure applicants are receiving excellent accurate customer service in making an application and understanding requirements and expectations.
Diversity of the network – matching local level realities with Statewide priorities and the need for flexibility.
(eg: reallocation of places where relevant, negotiation on particular campuses for delivery)
Time and resources - the process overall has taken approx. 9 months all up – conversations with MoH are ongoing for improvement and reporting. Staff resources have had to be allocated by all partners to ensure effective implementation. Funding from each partner was required,
Institutes have had to allocate significant staff resources to support the project.
