In this presentation we will present National Archives of Finland’s planned auditing and ERMS certification framework to support development of transparent long-term preservation permission process. National Archives of Finland (NARC) launched new digital archiving solution (VAPA) in march 2011 which gives organizations possibility to deliver their digital records to National Archives custody. According the Finnish archives act National Archives of Finland has right to present requirements for electronic records management systems (ERMS) and processes which use those. In order to preserve records only in digital format organization in public administration must request permission for this from National Archives. To have this permission, organization must fulfill SÄHKE2-requirements, which are national requirements for records management systems and processes. Organization must also show sufficient level of information security and ability to transfer digital records to National Archives. Records management in governmental agencies in Finland is rapidly moving towards digital archiving. It is estimated that majority of agencies would transform their processes and ERMS-systems to new SÄHKE2-compliant systems by year 2015. This would lead to huge demand of new kind of technical inspection expertise in archives. To avoid this gap between expectations and possibilities National Archives of Finland has developed two procedures to ensure SÄHKE2-compliance for ERMS: certification and auditing. Both ERMS auditing and certification frameworks are based on SÄHKE2-requirements. Certification process is focusing to ERMS vendors which could apply for certificate. Organization which is using certified system then can be convinced of SÄHKE2-compliance and present the certificate to national archives in application for long-term preservation permission. Organization must pass also external auditing for record management process against SÄHKE2-requirements and also The Government IT Shared Service Centre’s security auditing. Duration 30min
