Directed a portfolio of related IT programs, contracts and staff, the largest was Support and Advisory
services for National Geospatial-Intelligence Agency’s Enterprise, a 5 year $129M contract producing
software tools, data, and processing techniques within a service-oriented architecture (SOA). 15
subcontracts complemented organic staff to provide about 100 staff positions in various work packages,
some within sensitive and/or classified work environment. Various work packages ranged across the
project lifecycle, including market surveillance for directions and trends in IT policy, evolving data
transmission standards, storage solutions, mobility, and security.
• ITT ADVANCED ENGINEERING & SCIENCES (2000-2009)

Managed tech transition of selected development projects into software and hardware products

business units of Raytheon, SAIC and Northrop Grumman. Established a lean Program Management
Office (PMO) to manage 42 separate projects across the project lifecycle, from initiation to
development, testing, transition to operations, maintenance and sustainment, to retirement and
closure. Championed the use of quantitative management techniques, including Earned Value
Management (EVM), into normal project administration.

Retired from active duty from the Office of the Assistant Secretary of the Army for Research,
Development, and Acquisition, the Pentagon, as the strategic military planner for the Army Acquisition
