1. Main Activities, Responsibilities and Experiences
Manage, for the GO Group, the whole spectrum of the wholesale international and local voice
and data business and relationships:
Product management of wholesale international voice interconnects and data services
including carrier and international roaming services, international private leased circuits,
IP transit and DDoS protection and SRI Lookups and SMS Traffic Aggregator services;
Product management of the wholesale local data services including IP Exchange,
bitstream access (WBA), local loop unbundling (LLU), virtual unbundling of the local
access (VULA), Ethernet and SDH leased lines;
Product management of the wholesale local voice services including Interconnection,
Wholesale Line Rental and Carrier Select/Preselect;
Design, plan and lead the expansion and upgrade of local and international networks to satisfy
forecasted demand;
Establish new business units and preparation of five year business plan;
Lead cross functional teams to identify opportunities and threats resulting from market
developments and recommend and in some cases lead the implementation of the mitigating
activities. Appraisal of new business opportunities;
Represent the Group in annual vendor and other international venues such as the Telecom Italia
Sparkle, Interoute and Comfone Customers’ Events, International Telecommunications Week
(ITW), Billing and Roaming Group (BARG) and Wholesale Agreements and Services (WAS);
Instrumental in a number of agreements with foreign telecommunications operators and
international organisations;
Group strategy setting and implementation across fully owned subsidiaries;
Drafted, published and updated GO Reference Offers as mandated by the Malta Communications
Authority such as the Wholesale Roaming Direct Access, Wholesale Roaming Resale Alternative
Roaming Provider, Local Loop Unbundling, Virtual Unbundling of the Local Access,
Interconnection for GO Fixed and Go mobile and Wholesale Line Rental;
As part of a team implement regulatory obligations including the building of cost models to
establish cost based prices for wholesale voice termination and International Private Leased
Circuits;
Led and coordinated the activities for the full privatisation of GO;
Responsible for all the information published in the IPO related to the Maltacom Access Network;
Technology due diligence of Guernsey Telecoms in the context of a potential acquisition;
Lead negotiations and setting up of a number of local voice interconnects, and launching of
Carrier Select/Pre-Select and Wholesale Line Rental services;
Led to the building of GO’s first Activity based cost model;
Negotiate and project manage a number of big projects including the National Digital Terrestrial
TV network, the GO Valletta Network Rehabilitation Project, the first Fibre Optic Cable Nationwide
Wide Area Network in Malta for internal consumption and to deliver data services to corporate
2. customers, launching of the first WiFi service in public areas in Malta and the replacement of the
Payphone System with a prepaid calling platform;
Participating in the bidding, negotiations, drafting of agreements with major customers and the
eventual project management for the provision of several bespoke voice and data services.
These include the GEANT network for the current international data connectivity for the University
of Malta, an exclusive twelve year agreement (in a partnership with Melita Cable) for the provision
of managed high speed data services to Government entities in Valletta and Floriana area, a
managed network for handling of calls to the 112 Emergency Number; a fibre optic local area
network for the University of Malta Campus and Air Malta Head Office;
Drafting of technical specifications and Commercial and Financial Terms and Conditions for the
issue and evaluation of several Request for Proposals;
Responsible for the provisioning of Group Telecommunications Services for special events (such
as the CHOGM, Euromed Conference and the General Elections);
Restructured the Access Network Division to make it more customer oriented. Improvement of
key performance indicators for the access networks through business process re-engineering
and the introduction of scientific analysis of the main causes of faults and deploying mitigating
solutions. Successfully championed and project managed significant headcount reduction by the
introduction of singleton working (where field technicians work on their own instead of in teams
of three employees) and through the deployment of automatic tests equipment;
For several years organised and carried out theoretical and practical training on various
telecommunications related subjects;
Running a number of telecommunication switching centres;
For five years acted as the deputy chairman of the GO Training Committee which was responsible
for all training to Company employees. Carried out written examinations for students participating
in technical training schemes (such as the ESTS), which examinations led to the confirmation or
otherwise of the employment with the Company;
For twelve years taught, on part-time basis, at the Paola Technical Institute teaching
mathematics, electronics, technology, computer architecture and telecommunications;
Regular attendance to several theoretical and on-the-job training courses both locally and abroad.
