De instroom vanuit opleidingsaanbieders en de arbeidsmarkt zelf (via arbeidsbemiddeling en spontane mobiliteit van werknemers) moet erop gericht zijn de uitstroom te compenseren door een instroom. Het kan zijn dat de behoefte aan instroom gelijk, groter dan of kleiner is dan de uitstroom; dit hangt af van evoluties in de sector en de conjunctuur.

Continueren van bestaand opleidingsaanbod Kwalitatief: zelfde einddoelstellingen (te bereiken competenties na opleiding) aanhouden, aansturen van vakgroepen, advies bij personeelswissels Kwantitatief: aantal centra, cursistencapaciteit, opstellen van een meerjaren investeringsplan, monitoren van de werkingsmiddelen, uitbestedingsprojecten evalueren/ concipiëren.
