EXECUTIVE SUMMARY
The technical report spans on activities and major undertakings performed by the Ghana Alliance
for Clean Cook stoves and fuels (GHACCO) from June 2015 to April 2016.
During this period, the National Coordinator and Program Officer was recruited to coordinate
the day to day and fund raising activities at the Secretariat. GHACOO undertaken awareness
creation campaigns in reaching out to stakeholders, organized and participated in training
workshops. Capacity training was undertaken on accounting and financial management skills,
marketing and planning, and business registration processes. GHACCO has also increased
membership dues by over 100% in order to meet financial targets set for the alliance. A set of
strategies have been deployed to improve membership drive to ensure payment of dues.
Furthermore, GHACCO formed committees on preparations and subsequent hosting of Global
Cook Clean Forum, participated in StovePlus Academy event, election of regional steering
committee members for Ashanti Region, Greater Accra and Volta Region. The steering committee
election formed part of decentralization and coordination of GHACCO cookstoves programs to
other regions of the country. The GHACCO Annual General Meeting was also organized during
this period. GHACCO participated in the national and international workshops and made valuable
contributions. Also as a key technical member NAMA committee helped in formulation of National
Policy to focus on the entire charcoal/ fuel supply chain from feedstock production, carbonization
to distribution to empower and incentivize the existing charcoal/ fuel industry, to adopt modern
practices for responsible production and distribution of charcoal. Also international collaboration
with The Gambia for formation of their national alliance is also captured.
GACC and GHACCO undertook other initiatives in the sector; Ghana Girls Guide on empowering
girls as agents of change for Clean Cooking Solutions. Secondly, GHACCO supported with
information and technical knowledge to World Education Inc to develop Clean Cookstove school
curriculum; Integrated School Project on Clean Cook Energy (INSPOCCE).
Finally, despite the reduction of budgetary support from Global Alliance, GHACCO remained
resolute in the delivery of key project activities highlighted in the action plan (budget 2015/2016
US$75K as against actual US$50K)

1.0 INTRODUCTION.
The nexus of cooking practices, household economics, health, forest/ biodiversity resource
management, and Global Greenhouse Gas (GHG) emissions has re-emerged as a transformative
opportunity to improve individual lives, livelihoods, impacts on climate change and the global
environment. Globally, there is ample evidence that burning of biomass inefficiently contributes to
climate change at regional and global levels, suggesting that the climate change debates needs to take
household energy issues into consideration.
In developing countries, about 730 million tons of biomass are burned each year, amounting to more
than 1 billion tons of carbon dioxide (CO2) emitted into the atmosphere. Other products of
incomplete combustion and climate forcers further exacerbate the problem. With better fuels and
more efficient cookstoves, such emissions could be reduced. Under conditions of sustainable
production and more efficient fuel use, biomass energy is renewable.
In Ghana and elsewhere, major difficulty is that household energy cuts across multiple sectors,
including energy, forestry, gender, health, and climate change. Within such sectors as health, possible
interventions are spread across a variety of diseases and populations, making it more difficult to
interest policy makers, who are reluctant to assume responsibility for issues not squarely in their
domain. Also, past programs to address biomass energy problems, climate change and Household Air
Pollution (HAP), arguably did not perform as well as they had hoped. The sector too is less known
with little commitment of the financial sector to inject necessary resources
This technical report covered milestones of specific GHACCO initiatives and programs achieved
quarterly. These milestones computed into the broader strategy framework for enhancing capacity
development of members and promoting best practices in the clean cook stove sector, mobilizing
resources for actors in the sector to upscale the production and distribution of clean cook stoves.
The deliverables milestones captured formed part of efforts to support development of a thriving
national market for clean cook stoves, strengthening coordination and information sharing among
members (state and non-state actors).
2.0 RECRUITMENT OF STAFF
During the period, GHACCO has recruited a National
Coordinator Mr. William Horsu and Mr. Raymond Kusorgbor
in charge of Administration and Programs to coordinate
activities of the Alliance among others. They officially
commenced work on Tuesday 1st September 2015. In
outcome, they have helped with the responsibility of
supporting and developing a well-coordinated

GHACCO with an effective and efficient day to day administration and management systems.
3.0 THE ELECTION OF REGIONAL STEERING COMMITTEE.
The regional decentralization and coordination of cookstoves sector initiatives is specified in the
GHACCO constitution; article 10 clause 59. It is imperative, organizing and electing Regional Steering
Committee Members in the Ashanti Region, Greater Accra and Volta Region, into office was deemed
essential.
3.1 ASHANTI REGION STEERING COMMITTEE ELECTION
GHACCO has also successfully organized election to select Ashanti Regional steering committee to
help strengthen its governance structures. The names of the Executives elected in Kumasi are:

3.2 GREATER ACCRA STEERING COMMITTEE ELECTION.
The Greater Accra regional steering committee election took place on Thursday March 3, 2016 at
GNAT Hall, Accra.

The newly elected members had first meeting to determine their way forward. It came with initiatives
to: make GHACCO visible during all national exhibitions with its products, enhance gender
mainstreaming of Cookstove initiatives, helped partner with stakeholders in the major industry players
and conduct more funds raising activities in support of the Alliance.
3.2 VOLTA REGION STEERING COMMITTEE ELECTION.
The event took place on Thursday March 31, 2016 at Woezor Hotel, Ho with about 70 participants
in attendance. A welcome address on the behalf of the
National Coordinator emphasized on impacts of
Indoor Air Pollution reduction in achieving some level
of sustainable development.
Also the speech from the National Executive Board
of GHACCO enumerated the exemplary impact of
cookstove model on climate change adaptation and
mitigation. A brief presentation on cookstove sector
policies, GHACCO vision/mission statement,
national program activities, and initiatives generated a
lot of questions and contributions.

During the election, the vetted nominees made a brief presentation to the participants prior to
electoral commission outlining the rules for the voting. After voting, the results were declared and the
newly elected committee members were sworn into office.

The outcome of these election activities helped to create regional GHACCO administrative body
representing and promoting GHACCO in their respective regions and working to implement the
short-term plans and long-term strategies of the Alliance. Also to support the stakeholders in the
region in planning and implementing regional outreach activities for awareness raising and
promotion cookstoves and fuels among others.

4.0 GLOBAL CLEAN COOK FORUM 2015 PREPARATIONS AND HOSTING
As part of preparations and subsequent hosting of the Clean Cooking Forum, GHACCO and Global
Alliance worked actively at various committee levels – planning, events, entertainments, exhibitions,
logistics, site visits, décor, protocols and hotels etc. and coordinated activities effectively
4.1 GLOBAL FORUM 2015.
The Ghana Alliance for Clean Cookstoves (GHACCO) hosted the Global Clean Cooking Forum
2015 in Accra at Alisa Hotel from 10th to 13th of November for the first time in Africa. The theme
of the event was on: “accelerating markets. Scaling Solutions” which was part of a global effort to
create a thriving global market for clean and efficient cookstoves and fuels. The four days forum that
brought together over 500 participants from
more than 50 countries.
The event highlighted the opening plenary
section, panel discussions, and breakout sections..
The second day plenary focused on investment
and financial outlook of the sector with panel
discussions centered on the pressing issues
essential to drive investment in the cookstoves
and fuels sector. Global improved cookstove
initiatives at governmental levels in some
countries were shared during the panel discussion
on the third day.

Also the event captured the field trip to cookstove manufacturing sites which provided first-hand
information to attendees and opportunities to appreciate developments happening in the Ghanaian
cookstove sector. During the closing plenary, speakers offered their perspectives on the entire forum
activities and offered ideas and insights on how to put into use core issues addressed at forum. The
concluding remarks tasked global community to reinforce their clear stand in support of the clean
cooking sector, and implementing countries to renew their determination to tackle the issue of
household air pollution in a way that yields tangible results.

5.0 GHACCO CAPACITY TRAINING WORKSHOPS.
As part of its strategies, GHACCO aims to help
producers upscale their production to meet the
overall goals of the alliance and also educate them on
the ICS.
Also individuals, retailers, artisans, and owner of
business in the sector are targeted to be educated on
processes and procedures of registering their business
along the clean cooking value chain. In line with this
vision, the alliance organized two capacity building

workshops for members in Greater Accra and
Ashanti Regions on Friday, 11th September 2015
and 18th September 2015 respectively. The
resource persons touched on important topics
including; marketing and planning, basic
bookkeeping, financial management skills and
Business registration.

5.1 STOVEPLUS ACADEMY CAPACITY BUILDING.
The StovePlus accepted more than twenty (20) participants into the academy for the event in Accra.
The trainers and presenters were composed of international stove experts and local stove businesses.
It has been recognized through the training that, many manufacturing enterprises in the cookstove
sector, were yet.
They also have limited distribution systems and non-existent appropriate marketing systems.
StovePlus trained stakeholders on marketing and distribution skills. Businesses and retailers gained
understanding on how to create a recognized brand.
The event outcome provided basic training for retailers and distributors in marketing, customer
service, accounting and basic bookkeeping skills. Information on this event is also captured via web

6.0 GHACCO ANNUAL GENERAL ASSEMBLY
GHACCO Annual General Meeting (AGM) was held on Thursday January 28, 2016 at Ghana Girls
Guide in Accra. The meeting was chaired by Vice Chairperson of GHACCO, Mrs. Sarah Dede Agbey.
She renewed the commitment of the board to
champion GHACCO objectives within the
context of good governance system. A brief
message from partners such as Global Alliance for
Clean Cookstoves (GACC), US Embassy and
SNV enumerated their respective policy positions
and packages they have for the cookstove sector.
Members of GHACCO were updated on Clean
Cookstoves and fuel Projects such as; Women
Awareness campaign, the Ghana Girls Guide
project and World

Education Clean cooking solution project Also the financial position of GHACCO was presented to
the members by the National Co-ordinator. The board formally introduced and inducted into office,
the National Co-ordinator and Program
Officer and Ashanti Regional Steering
Committee.
Feedback and inputs were received from
members on issues like; impacts of taxation
on raw materials, standardized pricing of
cook stoves, research collaborations,
cookstove sector investment initiatives, up-
scaling production and extension of
GHACCO activities to

Northern Region among others. The AGM was used to take stocks and evaluate the success and
short falls of the GHACCO activities in 2015. Recommendations were outlined to help determine
the way forward. A proposed plan to addressed major issues raised from the AGM was written
submitted to the board for adoption. The closing remarks acknowledged the contributions of
members for organizing a successful AGM. The members were challenged to intensify their hard
work to make GHACCO achieve greater heights.

7.0 COOKSTOVES STANDARDS, LABELLINGS AND TESTING.
GHACCO made commitments to value propositions on standards and testing for the clean cooking
community among the stakeholders. In view of that, GHACCO was part of the technical committee
that helped in developing standards which is essential to drive health and environmental gains in the
sector.
Also, the first ISO conference was held in the
country with Global Alliance and GHACCO to
ensure standardizations of cookstoves and testing.
The conference came on; Thursday 22nd October
to Wednesday 28th October 2015.
The outcome of this program helped GHACCO
made valuable contributions at developing
strategies to implement cookstove standards in the
country. Manufacturer are now more concern on
thermal efficiency, less emission and safety nature
of their stoves. They are also ready to make their
stoves available for testing.

8.0 GHANA RENEWABLE ENERGY FAIR- CONFERENCE AND
EXHIBITION.
GHACCO participated in the three day Ghana
Renewable Energy Fair was held at the Accra
International Conference Centre from November
3rd – 5th 2015. The theme was: Renewable Energy
Technologies for Sustainable Development.
The outcome of the fair impacted on stimulating
local content within the sector. It also fostered
marketing and
networking with major industry players. Members of
GHACCO were exposed to trends, issues and
developments happening in the sector.
Furthermore, the fair impacted on providing

delineated strategy and viable solutions critical for businesses to succeed.

GHACCO had an excellent opportunity to showcase products and services in the clean cookstove
sector, meet potential financiers, and network
with major players in the sector.
Green Energy and Bio Fuel, SNV, Abellon,
Environfit, and Global Bamboo Products
Limited. During the fair, investment
communities and industry stakeholders better
understood the value proposition of the
various Renewable Energy business segments
including that of the cookstove sector.

The Minister of Power and Energy Dr. Kwabena Donkor and many other dignitaries also had
encounters with GHACCO at their booths to acquit themselves on the state of affairs in the cookstove
sector.
9.0 WOMEN ICS AWARENESS CAMPAIGN.
GHACCO during this period organized women awareness campaigns with support from GACC.
GHACCO and its stakeholder’s undertook public awareness, education, and information campaigns
of women’s groups and households in two regions. The outcome is that the women groups were
sensitized on the risks incurred by cooking with inefficient stoves and inferior fuels.
The awareness campaigns it also helped to train
40 women on the knowledge of, and experiences
with clean cooking technologies and fuels;
distributed ICS to the 40 “ICS Advocates” for
fortnight trial use. The targeted audiences of 40
women of ICS advocate would also train 400
women groups in their respective communities.
As part of awareness campaign, GHACCO
presented 40 improved Cook stoves for trial and
out-doored the 40 women “ICS Advocates” to
be trained in the Greater Accra Region and
Ashanti Region respectively.

Another outcome is that a baseline data collection and questionnaires were developed.

10.0 GHACCO DATA BASE UPDATE AND DATA REPORTING.
GHACCO data base of entire membership was updated. This has helped us know the total strength
of our membership in mobilization of our dues and also helped us adopt effective approaches to
increase the membership drive in the country. Again, a formal administrative mailing list was
developed from the data base for that purpose. Also GHACCO has undertaken stakeholder
consultation and survey of cookstoves sector in the Volta Region. This has impacted on the outcome
of increasing membership base. This resulted to 200 individuals and organizations captured under the
sector in that region. About 70 of such individuals and organizations are the active members of
GHACCO in the Volta region.
11.0 DATA REPORTING AND VISITING OF DISTRIBUTORS/ RETAILERS
GHACCO is in touch with all manufacturers of improved cook stoves to collect data on their
operations to facilitate effective and accurate data reporting.
GHACCO has also paid working visits to some selected distributors and retailers to improve data
reporting and also access their book-keeping, marketing and planning skills learnt during the training
workshop among others. It also affords GHACCO the opportunity to provide other technical services
on improving their business.
12.0 GHACCO AND INTERNATIONAL COLLABORATION
In 2015 December, GHACCO received a letter from WACCA and ECREEE to participate in
validation workshop in The Gambia for their National Action Plan on clean cooking energy services;
GHACCO has been selected as special example to
lead and guide other member states to establish an

cooking-energy-gambia). The expected outcome
of the workshop is to educate on capacity-building
and knowledge-sharing on Gambia’s National
Clean Cooking Alliance formation using Ghanaian
experience as case study Secondly, to provide
technical support on improving the efficiency and
sustainability of the fuel cooking energy value
chain, and manufacturing of improved clean

high efficiency stoves. Furthermore to share cookstove value chain business modeling, institutional
cookstoves adoption in Ghana; developing new biomass energy cooking value chains e.g. included

pellets, briquettes, biogas. Finally to promoting LPG fuel and stoves as a clean and highly efficient
cooking energy.
13.0 INSPOCCE TEACHERS’ MANUAL DEVELOPMENT.
Currently, GHACCO is supporting with information and technical knowledge to World Education
Inc to develop school curriculum; Integrated School
Project on Clean Cook Energy (INSPOCCE). The project
was piloted in Ga West Municipality in the Greater Accra
Region with support from the Global Alliance for Clean
Cookstoves. The expected immediate outcome of the
project is that there would be increase in knowledge and
positive attitudes of students, their families and
community members in Amasaman and surrounding
communities regarding clean cooking solutions and
household energy.

14.0 GHANA GIRLS GUIDE AND CLEAN COOKING SOLUTIONS.

15.0. INCREASING MEMBERSHIP DRIVE AND DUES OF GHACCO
GHACCO developed new membership forms and mailed to all members to mobilize funds and also
reminded members of payment of their dues. The harmonization of stakeholders’ database onto
synchronized social media platform has now helped to facilitate effective communication on dues
payments eg. Bulk Text messages and
Mobile Money Transfers for members
in remote areas.
Several strategies are progressing
steadily to increase membership drive
by resuscitating all inactive members
and incentivize them to sustain
interest. Furthermore, focus is now
directed towards increasing volunteers
in schools and various communities
and other regions like Volta, Western
and Central Region of the Ghana.

16.0 FUNDRAISING AND INVESTMENT DRIVE INITIATIVES
The cut in funds of the alliance from the donor partners consequently affected financial muscle and
budgetary allocations to some major deliverables such as organizing exhibitions stove demonstrations
in at least 5 regions, conduct research and prepare policy briefs on impact of taxes and duties on
improved cookstoves materials and Training of artisans on the basis of metal fabrication and safety
methods.
On 5 to 15 January 2016 the National Coordinator had a
tour to Kumasi to meet with the Newly Elected Steering
committee members to discuss the plan of activities in the
region and strategies they will adopt to raise funds in other
to achieve their objectives. He also took time to visit the
factories of the manufacturers like Man and Man, Muntals
Engineering Ltd and Abellon. This visit was to afford the
coordinator an opportunity to understand the challenges
of the manufacturers and artisans in the region.

As part of GHACCO’s strategy for funding to support members to upscale production. Under the
year review of 2015, the administration established contacts to access possible funding from UNDP
Global Environmental Facility (GEF)/ Small Grant Programme (SGP) - Ghana. Meeting and follow
ups with SGP National Coordinator, Mr George Ortsin were done and GHACCO is adhering to all
administrative processes to secure the fund. Again, GHACCO and Mr Derk de Haan, a representative
of Netherlands Enterprise Agency is in talks to secure some funds to support the sector in Ghana.
On 29 August 2015 and 30 November 2015 the National Coordinator attended Climate Change
meeting in Germany and Paris. This form part of his mandate to raise funds for the alliance and he
manage to see RVO and the Netherlands Government and World Bank and other institutions who
has expressed interest to also partner us for research work which will also help to generate income for
GHACCO
Outcome of all the investment meetings & conferences held including that of RVO (Dutch
Development Bank), and GIZ among others, posted investors’ readiness to support ICS awareness
creation, support GHACCO attain its goals and to directly support manufactures financially.
17.0 NATIONALLY APPROPRIATE MITIGATION ACTION (NAMA)
WORKSHOP.
GHACCO and its stakeholder platform participated in making input to draft NAMA policy
documents. It formed part of the country’s implementation of Low Emission Capacity Building
Project (LECBP) aimed at strengthening the technical and institutional capacity of Ghana to facilitate
greater alignment to low carbon development pathway. Development of two financeable energy-
related NAMAs including the associated Monitoring, Reporting and Verification (MRV) system. Also
two Energy NAMAs were selected for development into full proposals with their respective MRV
system and Government Structure
The expected out outcome is the total investments in this
NAMA will lead to long-term transformational change in
the charcoal supply chain particularly improving
livelihoods of charcoal producers; reduce income
inequalities in the supply chain; contribute to the zero
deforestation/forest degradation goal; help attain the
56,000ha target in the 40-year forest plantation strategy,
bioenergy policy to improve carbonization efficiency and
ultimately contribute to achieving national emission
reduction goals.

18.0 THE MEDIA AND THIRD SECTOR AFRICA ENCOUNTER.
18.1 GHACCO NEWSLETTER & MEDIA ENCOUNTER.
GHACCO has published its first newsletter and chairman’s message during the global forum and was
distributed at the Global Forum.
During the forum the chairman, had the opportunity to educate the media on GHACCOs activities
and also projected the image of GHACCO. Some of the media houses like BBC, TV3, UTV, Atinka
FM and Hot FM. These media platforms outcome promoted GHACCO’s corporate image, initiatives,
raise awareness, educate, sensitize on the developments and challenges in the sector. Also Ghana

18.2 THIRD SECTOR AFRICA ENCOUNTER.
Third Sector Africa, a social impact organization that is geared towards developing strategies and
programs to maximize and scale Social Impact through sustainable projects.
GHACCO, would be a key partner in selecting and awarding social impact stakeholders in the country.
Ghana Alliance has joined on board to gain access to wide audiences, showcase products and services
in the sector, speak at the events, present awards and also use the opportunity to promote GHACCO

Since 2013, much of the budgetary support came from Global Alliance. Due to cut in funds, the
alliance is limited financially. This has marginally affected the operations of its activities nationwide.
Focus is geared towards exploring external funding opportunities and payment of dues by members

20.0 WHAT WENT ON WELL, WHAT DID NOT, LESSONS LEARNT AND
NATIONAL COORDINATOR RESIGNATION.
The awareness creation on cookstoves programs and initiatives are gaining grounds in the country.
Decentralization of GHACCO initiatives through formation of Regional steering committees received
much enthusiasm. Also formation of the GHACCO Executive Board, recruitment of National
Coordinators & Program Officer helped in administrative management and effective coordination of
programs. Training workshops for capacity building for members, Annual General Meeting, national
and international workshops and events were successful.
What did not go well however is the debts accrued and contracts awarded without due diligence or
Terms of Reference was inherited by the new Executive Board of GHACCO. This compelled
payments made to SNV for services rendered initially not budgeted for. Also the New executive
Board lacks much needed financial resources to undertake evidence based researches in the sector to
facilitate lobbying and investment; research on impacts of taxation on clean cookstoves sector,
evidence base advocacy on the impacts of taxation, among others. Also resource constraints and
logistical challenges affected effective monitoring of the sector, visiting manufacturers for data
collection and reporting throughout the entire country and lack of permanent administrative office
space. Also limited funding and insignificant value of membership dues collected affected plans of
establishing working capital fund for artisans.
The lessons learnt posited the need of GHACCO continuously dialogue with policymakers,
governments, investors and major stakeholders take actions to expand sustainable energy access at the
household level specifically the clean cooking energy. Also to plan for research to be undertaken on
impacts of taxes and seeking sustainable funding for the sector. GHACCO would also organizing
media workshops to educate media houses on its initiatives to increase awareness for clean cooking
and fuel adoption in the country was also proposed. Furthermore to support for the manufactures in
up-scaling of clean cookstoves and fuels production remains a priority. Therefore GHACCO intended
to intensify collaboration with artisans and manufactures to ensure accurate data collection and
reporting. The Executive Board put in place strict administrative guidelines for awarding of contracts
with Terms of Reference, and accounting reporting systems for budgetary accountability on programs
implemented.
Finally, the National Coordinator for GHACCO, Mr William Horsu has on Thursday March 31, 2016

officially resigned from his position due to personal reasons. The National Executive Board accepted
the resignation with a farewell and congratulatory message sent to him for his enormous contribution
to GHACCO during his tenure.
21.0 CONCLUSION.
The future sustainability of GHACCO to catalyze the revolution and adoption of improved
cookstoves depends hugely on reliable funding and Research & Development. In view of this, the
Executive Board continued their resolute and assertive administrative influence on coordinating
cookstoves programs to ensure attainment of common goals.

GHACCO TECHNICAL REPORT JUNE 2015- APRIL 2016 4 EXECUTIVE SUMMARY The technical report spans on activities and major undertakings performed by the Ghana Alliance for Clean Cook stoves and fuels (GHACCO) from June 2015 to April 2016. During this period, the National Coordinator and Program Officer was recruited to coordinate the day to day and fund raising activities at the Secretariat. GHACOO undertaken awareness creation campaigns in reaching out to stakeholders, organized and participated in training workshops. Capacity training was undertaken on accounting and financial management skills, marketing and planning, and business registration processes. GHACCO has also increased membership dues by over 100% in order to meet financial targets set for the alliance. A set of strategies have been deployed to improve membership drive to ensure payment of dues. Furthermore, GHACCO formed committees on preparations and subsequent hosting of Global Cook Clean Forum, participated in StovePlus Academy event, election of regional steering committee members for Ashanti Region, Greater Accra and Volta Region. The steering committee election formed part of decentralization and coordination of GHACCO cookstoves programs to other regions of the country. The GHACCO Annual General Meeting was also organized during this period. GHACCO participated in the national and international workshops and made valuable contributions. Also as a key technical member NAMA committee helped in formulation of National Policy to focus on the entire charcoal/ fuel supply chain from feedstock production, carbonization to distribution to empower and incentivize the existing charcoal/ fuel industry, to adopt modern practices for responsible production and distribution of charcoal. Also international collaboration with The Gambia for formation of their national alliance is also captured. GACC and GHACCO undertook other initiatives in the sector; Ghana Girls Guide on empowering girls as agents of change for Clean Cooking Solutions. Secondly, GHACCO supported with information and technical knowledge to World Education Inc to develop Clean Cookstove school curriculum; Integrated School Project on Clean Cook Energy (INSPOCCE). Finally, despite the reduction of budgetary support from Global Alliance, GHACCO remained resolute in the delivery of key project activities highlighted in the action plan (budget 2015/2016 US$75K as against actual US$50K)
  • 6. GHACCO TECHNICAL REPORT JUNE 2015- APRIL 2016 5 1.0 INTRODUCTION. The nexus of cooking practices, household economics, health, forest/ biodiversity resource management, and Global Greenhouse Gas (GHG) emissions has re-emerged as a transformative opportunity to improve individual lives, livelihoods, impacts on climate change and the global environment. Globally, there is ample evidence that burning of biomass inefficiently contributes to climate change at regional and global levels, suggesting that the climate change debates needs to take household energy issues into consideration. In developing countries, about 730 million tons of biomass are burned each year, amounting to more than 1 billion tons of carbon dioxide (CO2) emitted into the atmosphere. Other products of incomplete combustion and climate forcers further exacerbate the problem. With better fuels and more efficient cookstoves, such emissions could be reduced. Under conditions of sustainable production and more efficient fuel use, biomass energy is renewable. In Ghana and elsewhere, major difficulty is that household energy cuts across multiple sectors, including energy, forestry, gender, health, and climate change. Within such sectors as health, possible interventions are spread across a variety of diseases and populations, making it more difficult to interest policy makers, who are reluctant to assume responsibility for issues not squarely in their domain. Also, past programs to address biomass energy problems, climate change and Household Air Pollution (HAP), arguably did not perform as well as they had hoped. The sector too is less known with little commitment of the financial sector to inject necessary resources This technical report covered milestones of specific GHACCO initiatives and programs achieved quarterly. These milestones computed into the broader strategy framework for enhancing capacity development of members and promoting best practices in the clean cook stove sector, mobilizing resources for actors in the sector to upscale the production and distribution of clean cook stoves. The deliverables milestones captured formed part of efforts to support development of a thriving national market for clean cook stoves, strengthening coordination and information sharing among members (state and non-state actors). 2.0 RECRUITMENT OF STAFF During the period, GHACCO has recruited a National Coordinator Mr. William Horsu and Mr. Raymond Kusorgbor in charge of Administration and Programs to coordinate activities of the Alliance among others. They officially commenced work on Tuesday 1st September 2015. The regional decentralization and coordination of cookstoves sector initiatives is specified in the GHACCO constitution; article 10 clause 59. It is imperative, organizing and electing Regional Steering Committee Members in the Ashanti Region, Greater Accra and Volta Region, into office was deemed essential. 3.1 ASHANTI REGION STEERING COMMITTEE ELECTION GHACCO has also successfully organized election to select Ashanti Regional steering committee to help strengthen its governance structures. The Greater Accra regional steering committee election took place on Thursday March 3, 2016 at GNAT Hall, Accra. The tables below are the list of elected officials elevated as regional coordinators. It came with initiatives to: make GHACCO visible during all national exhibitions with its products, enhance gender mainstreaming of Cookstove initiatives, helped partner with stakeholders in the major industry players and conduct more funds raising activities in support of the Alliance. 3.2 VOLTA REGION STEERING COMMITTEE ELECTION. The event took place on Thursday March 31, 2016 at Woezor Hotel, Ho with about 70 participants in attendance. A welcome address on the behalf of the National Coordinator emphasized on impacts of Indoor Air Pollution reduction in achieving some level of sustainable development. Also the speech from the National Executive Board of GHACCO enumerated the exemplary impact of cookstove model on climate change adaptation and mitigation. A brief presentation on cookstove sector policies, GHACCO vision/mission statement, national program activities, and initiatives generated a lot of questions and contributions. Fig 3. The newly elected Regional Steering Committee Executives During the election, the vetted nominees made a brief presentation to the participants prior to electoral commission outlining the rules for the voting. Also to support the stakeholders in the region in planning and implementing regional outreach activities for awareness raising and promotion cookstoves and fuels among others.

GHACCO TECHNICAL REPORT JUNE 2015- APRIL 2016 8 4.0 GLOBAL CLEAN COOK FORUM 2015 PREPARATIONS AND HOSTING As part of preparations and subsequent hosting of the Clean Cooking Forum, GHACCO and Global Alliance worked actively at various committee levels – planning, events, entertainments, exhibitions, logistics, site visits, décor, protocols and hotels etc. and coordinated activities effectively 4.1 GLOBAL FORUM 2015. The Ghana Alliance for Clean Cookstoves (GHACCO) hosted the Global Clean Cooking Forum 2015 in Accra at Alisa Hotel from 10th to 13th of November for the first time in Africa. The theme of the event was on: “accelerating markets. Scaling Solutions” which was part of a global effort to create a thriving global market for clean and efficient cookstoves and fuels. The four days forum that brought together over 500 participants from more than 50 countries. The event highlighted the opening plenary section, panel discussions, and breakout sections.. The second day plenary focused on investment and financial outlook of the sector with panel discussions centered on the pressing issues essential to drive investment in the cookstoves and fuels sector. Global improved cookstove initiatives at governmental levels in some countries were shared during the panel discussion on the third day. Fig 4: The opening plenary session of Global Forum Also the event captured the field trip to cookstove manufacturing sites which provided first-hand information to attendees and opportunities to appreciate developments happening in the Ghanaian cookstove sector. During the closing plenary, speakers offered their perspectives on the entire forum activities and offered ideas and insights on how to put into use core issues addressed at forum. The concluding remarks tasked global community to reinforce their clear stand in support of the clean cooking sector, and implementing countries to renew their determination to tackle the issue of household air pollution in a way that yields tangible results.

As part of its strategies, GHACCO aims to help producers upscale their production to meet the overall goals of the alliance and also educate them on the ICS. Also individuals, retailers, artisans, and owner of business in the sector are targeted to be educated on processes and procedures of registering their business along the clean cooking value chain. In line with this vision, the alliance organized two capacity building Fig5: Welcome Address Delivered by a facilitator. workshops for members in Greater Accra and Ashanti Regions on Friday, 11th September 2015 and 18th September 2015 respectively. The resource persons touched on important topics including; marketing and planning, basic bookkeeping, financial management skills and Business registration. The StovePlus accepted more than twenty (20) participants into the academy for the event in Accra. The trainers and presenters were composed of international stove experts and local stove businesses. It has been recognized through the training that, many manufacturing enterprises in the cookstove sector, were yet. They also have limited distribution systems and non-existent appropriate marketing systems. StovePlus trained stakeholders on marketing and distribution skills. Businesses and retailers gained understanding on how to create a recognized brand. The event outcome provided basic training for retailers and distributors in marketing, customer service, accounting and basic bookkeeping skills.   • 11. GHACCO TECHNICAL REPORT JUNE 2015- APRIL 2016 10 6.0 GHACCO ANNUAL GENERAL ASSEMBLY GHACCO Annual General Meeting (AGM) was held on Thursday January 28, 2016 at Ghana Girls Guide in Accra. The meeting was chaired by Vice Chairperson of GHACCO, Mrs. Sarah Dede Agbey. She renewed the commitment of the board to champion GHACCO objectives within the context of good governance system. A brief message from partners such as Global Alliance for Clean Cookstoves (GACC), US Embassy and SNV enumerated their respective policy positions and packages they have for the cookstove sector. Members of GHACCO were updated on Clean Cookstoves and fuel Projects such as; Women Awareness campaign, the Ghana Girls Guide project and World Fig 7: Some members of GHACCO at the AGM. Education Clean cooking solution project Also the financial position of GHACCO was presented to the members by the National Co-ordinator. The board formally introduced and inducted into office, the National Co-ordinator and Program Officer and Ashanti Regional Steering Committee. Feedback and inputs were received from members on issues like; impacts of taxation on raw materials, standardized pricing of cook stoves, research collaborations, cookstove sector investment initiatives, up- scaling production and extension of GHACCO activities to Fig 8 A group picture of some participants after the event Northern Region among others. The AGM was used to take stocks and evaluate the success and short falls of the GHACCO activities in 2015. Recommendations were outlined to help determine the way forward. A proposed plan to addressed major issues raised from the AGM was written submitted to the board for adoption. The closing remarks acknowledged the contributions of members for organizing a successful AGM. The members were challenged to intensify their hard work to make GHACCO achieve greater heights.
  • 12. GHACCO TECHNICAL REPORT JUNE 2015- APRIL 2016 11 7.0 COOKSTOVES STANDARDS, LABELLINGS AND TESTING. GHACCO made commitments to value propositions on standards and testing for the clean cooking community among the stakeholders. In view of that, GHACCO was part of the technical committee that helped in developing standards which is essential to drive health and environmental gains in the sector. Also, the first ISO conference was held in the country with Global Alliance and GHACCO to ensure standardizations of cookstoves and testing. The conference came on; Thursday 22nd October to Wednesday 28th October 2015. The outcome of this program helped GHACCO made valuable contributions at developing strategies to implement cookstove standards in the country. Manufacturer are now more concern on thermal efficiency, less emission and safety nature of their stoves. They are also ready to make their stoves available for testing. Fig 9. GHACCO and other technical committee members at standards and labels development conference. 8.0 GHANA RENEWABLE ENERGY FAIR- CONFERENCE AND EXHIBITION. GHACCO participated in the three day Ghana Renewable Energy Fair was held at the Accra International Conference Centre from November 3rd – 5th 2015. The theme was: Renewable Energy Technologies for Sustainable Development. The outcome of the fair impacted on stimulating local content within the sector. It also fostered marketing and networking with major industry players. Members of GHACCO were exposed to trends, issues and developments happening in the sector. GHACCO TECHNICAL REPORT JUNE 2015- APRIL 2016 12 GHACCO had an excellent opportunity to showcase products and services in the clean cookstove sector, meet potential financiers, and network with major players in the sector. Green Energy and Bio Fuel, SNV, Abellon, Environfit, and Global Bamboo Products Limited. During the fair, investment communities and industry stakeholders better understood the value proposition of the various Renewable Energy business segments including that of the cookstove sector. Fig 11: The chairman updating ministers, investors and dignitaries The Minister of Power and Energy Dr. Kwabena Donkor and many other dignitaries also had encounters with GHACCO at their booths to acquit themselves on the state of affairs in the cookstove sector. 9.0 WOMEN ICS AWARENESS CAMPAIGN. GHACCO during this period organized women awareness campaigns with support from GACC. GHACCO and its stakeholder’s undertook public awareness, education, and information campaigns of women’s groups and households in two regions. The outcome is that the women groups were sensitized on the risks incurred by cooking with inefficient stoves and inferior fuels. The awareness campaigns it also helped to train 40 women on the knowledge of, and experiences with clean cooking technologies and fuels; distributed ICS to the 40 “ICS Advocates” for fortnight trial use. The targeted audiences of 40 women of ICS advocate would also train 400 women groups in their respective communities. As part of awareness campaign, GHACCO presented 40 improved Cook stoves for trial and out-doored the 40 women “ICS Advocates” to be trained in the Greater Accra Region and Ashanti Region respectively.   • 14. GHACCO TECHNICAL REPORT JUNE 2015- APRIL 2016 13 10.0 GHACCO DATA BASE UPDATE AND DATA REPORTING. GHACCO data base of entire membership was updated. This has helped us know the total strength of our membership in mobilization of our dues and also helped us adopt effective approaches to increase the membership drive in the country. Again, a formal administrative mailing list was developed from the data base for that purpose. Also GHACCO has undertaken stakeholder consultation and survey of cookstoves sector in the Volta Region. This has impacted on the outcome of increasing membership base. This resulted to 200 individuals and organizations captured under the sector in that region. About 70 of such individuals and organizations are the active members of GHACCO in the Volta region. 11.0 DATA REPORTING AND VISITING OF DISTRIBUTORS/ RETAILERS GHACCO is in touch with all manufacturers of improved cook stoves to collect data on their operations to facilitate effective and accurate data reporting. GHACCO has also paid working visits to some selected distributors and retailers to improve data reporting and also access their book-keeping, marketing and planning skills learnt during the training workshop among others. It also affords GHACCO the opportunity to provide other technical services on improving their business. 12.0 GHACCO AND INTERNATIONAL COLLABORATION In 2015 December, GHACCO received a letter from WACCA and ECREEE to participate in validation workshop in The Gambia for their National Action Plan on clean cooking energy services; GHACCO has been selected as special example to lead and guide other member states to establish an alliance. Finally to promoting LPG fuel and stoves as a clean and highly efficient cooking energy. 13.0 INSPOCCE TEACHERS’ MANUAL DEVELOPMENT. Currently, GHACCO is supporting with information and technical knowledge to World Education Inc to develop school curriculum; Integrated School Project on Clean Cook Energy (INSPOCCE). The project was piloted in Ga West Municipality in the Greater Accra Region with support from the Global Alliance for Clean Cookstoves. The expected immediate outcome of the project is that there would be increase in knowledge and positive attitudes of students, their families and community members in Amasaman and surrounding communities regarding clean cooking solutions and household energy. Fig 14: Students on INSPOCCE project in Accra 14.0 GHANA GIRLS GUIDE AND CLEAN COOKING SOLUTIONS. Ghana Girls Guide; a major stakeholder of GHACCO undertook programs empowering girls as agents of change for Clean Cooking Solutions. Training manuals were developed along with communications materials; widely distributed via social media platforms. The training outcome helped provided an empowerment and leadership skills to strengthen girls’ capacity to become leaders in their communities by promoting clean cooking solutions and sharing their knowledge with others. INCREASING MEMBERSHIP DRIVE AND DUES OF GHACCO GHACCO developed new membership forms and mailed to all members to mobilize funds and also reminded members of payment of their dues. The harmonization of stakeholders’ database onto synchronized social media platform has now helped to facilitate effective communication on dues payments eg. Bulk Text messages and Mobile Money Transfers for members in remote areas. Several strategies are progressing steadily to increase membership drive by resuscitating all inactive members and incentivize them to sustain interest. Furthermore, focus is now directed towards increasing volunteers in schools and various communities and other regions like Volta, Western and Central Region of the Ghana. Fig 16 Regional Membership Drive: Visit to Volta Region Cookstoves Manufacturing Enterprises 16.0 FUNDRAISING AND INVESTMENT DRIVE INITIATIVES The cut in funds of the alliance from the donor partners consequently affected financial muscle and budgetary allocations to some major deliverables such as organizing exhibitions stove demonstrations in at least 5 regions, conduct research and prepare policy briefs on impact of taxes and duties on improved cookstoves materials and Training of artisans on the basis of metal fabrication and safety methods. On 5 to 15 January 2016 the National Coordinator had a tour to Kumasi to meet with the Newly Elected Steering committee members to discuss the plan of activities in the region and strategies they will adopt to raise funds in other to achieve their objectives. He also took time to visit the factories of the manufacturers like Man and Man, Muntals Engineering Ltd and Abellon. This visit was to afford the coordinator an opportunity to understand the challenges of the manufacturers and artisans in the region. Under the year review of 2015, the administration established contacts to access possible funding from UNDP Global Environmental Facility (GEF)/ Small Grant Programme (SGP) - Ghana. Meeting and follow ups with SGP National Coordinator, Mr George Ortsin were done and GHACCO is adhering to all administrative processes to secure the fund. Again, GHACCO and Mr Derk de Haan, a representative of Netherlands Enterprise Agency is in talks to secure some funds to support the sector in Ghana. On 29 August 2015 and 30 November 2015 the National Coordinator attended Climate Change meeting in Germany and Paris. This form part of his mandate to raise funds for the alliance and he manage to see RVO and the Netherlands Government and World Bank and other institutions who has expressed interest to also partner us for research work which will also help to generate income for GHACCO Outcome of all the investment meetings & conferences held including that of RVO (Dutch Development Bank), and GIZ among others, posted investors’ readiness to support ICS awareness creation, support GHACCO attain its goals and to directly support manufactures financially. 17.0 NATIONALLY APPROPRIATE MITIGATION ACTION (NAMA) WORKSHOP. GHACCO and its stakeholder platform participated in making input to draft NAMA policy documents. It formed part of the country’s implementation of Low Emission Capacity Building Project (LECBP) aimed at strengthening the technical and institutional capacity of Ghana to facilitate greater alignment to low carbon development pathway. Development of two financeable energy- related NAMAs including the associated Monitoring, Reporting and Verification (MRV) system. Also two Energy NAMAs were selected for development into full proposals with their respective MRV system and Government Structure The expected out outcome is the total investments in this NAMA will lead to long-term transformational change in the charcoal supply chain particularly improving livelihoods of charcoal producers; reduce income inequalities in the supply chain; contribute to the zero deforestation/forest degradation goal; help attain the 56,000ha target in the 40-year forest plantation strategy, bioenergy policy to improve carbonization efficiency and ultimately contribute to achieving national emission reduction goals. GHACCO has published its first newsletter and chairman’s message during the global forum and was distributed at the Global Forum. During the forum the chairman, had the opportunity to educate the media on GHACCOs activities and also projected the image of GHACCO. Some of the media houses like BBC, TV3, UTV, Atinka FM and Hot FM. These media platforms outcome promoted GHACCO’s corporate image, initiatives, raise awareness, educate, sensitize on the developments and challenges in the sector. Also Ghana News Agencies; a media interview and article publication on training works available via: http://www.ghananewsagency.org/economics/ghacco-holds-capacity-building-workshop-on- cookstoves-94777 18.2 THIRD SECTOR AFRICA ENCOUNTER. Third Sector Africa, a social impact organization that is geared towards developing strategies and programs to maximize and scale Social Impact through sustainable projects. GHACCO, would be a key partner in selecting and awarding social impact stakeholders in the country. Ghana Alliance has joined on board to gain access to wide audiences, showcase products and services in the sector, speak at the events, present awards and also use the opportunity to promote GHACCO initiatives.   • 20. GHACCO TECHNICAL REPORT JUNE 2015- APRIL 2016 19 20.0 WHAT WENT ON WELL, WHAT DID NOT, LESSONS LEARNT AND NATIONAL COORDINATOR RESIGNATION. The awareness creation on cookstoves programs and initiatives are gaining grounds in the country. Decentralization of GHACCO initiatives through formation of Regional steering committees received much enthusiasm. Also formation of the GHACCO Executive Board, recruitment of National Coordinators & Program Officer helped in administrative management and effective coordination of programs. Training workshops for capacity building for members, Annual General Meeting, national and international workshops and events were successful. What did not go well however is the debts accrued and contracts awarded without due diligence or Terms of Reference was inherited by the new Executive Board of GHACCO. This compelled payments made to SNV for services rendered initially not budgeted for. Also the New executive Board lacks much needed financial resources to undertake evidence based researches in the sector to facilitate lobbying and investment; research on impacts of taxation on clean cookstoves sector, evidence base advocacy on the impacts of taxation, among others. Also resource constraints and logistical challenges affected effective monitoring of the sector, visiting manufacturers for data collection and reporting throughout the entire country and lack of permanent administrative office space. Also limited funding and insignificant value of membership dues collected affected plans of establishing working capital fund for artisans. The lessons learnt posited the need of GHACCO continuously dialogue with policymakers, governments, investors and major stakeholders take actions to expand sustainable energy access at the household level specifically the clean cooking energy. Also to plan for research to be undertaken on impacts of taxes and seeking sustainable funding for the sector. GHACCO would also organizing media workshops to educate media houses on its initiatives to increase awareness for clean cooking and fuel adoption in the country was also proposed. Furthermore to support for the manufactures in up-scaling of clean cookstoves and fuels production remains a priority. Therefore GHACCO intended to intensify collaboration with artisans and manufactures to ensure accurate data collection and reporting. The Executive Board put in place strict administrative guidelines for awarding of contracts with Terms of Reference, and accounting reporting systems for budgetary accountability on programs implemented. Finally, the National Coordinator for GHACCO, Mr William Horsu has on Thursday March 31, 2016

The National Executive Board accepted the resignation with a farewell and congratulatory message sent to him for his enormous contribution to GHACCO during his tenure. 21.0 CONCLUSION. The future sustainability of GHACCO to catalyze the revolution and adoption of improved cookstoves depends hugely on reliable funding and Research & Development. In view of this, the Executive Board continued their resolute and assertive administrative influence on coordinating cookstoves programs to ensure attainment of common goals.
