2. City Council Districts
• I Support the idea of creating City Council
Districts to ensure under-represented areas of
Everett have a voice at the table.
• It is time for a city with a population of
108,000 people to have geographical
representation.
3. Term Limits
• City Council and Mayor limited to no more
than three 4-year terms, for a maximum of 12
consecutive years in office.
• Generates greater citizen participation in
elections as open seats become available.
• People interested won’t have to feel they have
no chance against a well funded incumbent.
4. City Budget Deficits
• The city needs to develop a sustainable
budget that eliminates double digit budget
deficits as soon as the next year out.
• No placeholders or phantom positions

5. Increase Home Ownership
• Eliminate one of the two city owned golf
courses and offer that land with incentives to
builders for affordable housing in terms of
starter houses for new families.
• We must increase the level of home ownership
above the level of rental housing in Everett.
• Everett does not need to own two golf courses.
6. Everett Fire Department
• We can’t keep sending fire engines and ladder trucks to “man down
calls”. There must be a better way to respond to such calls for service.
The response to those calls and dispatching criteria must change.
• Staffing levels should reflect the increase in number of calls for
service. Are there too many deputy chief and high ranking positions?
Maybe more MSOs (medical service officers) or BLS (basic life support
units) for man down calls? Staffing changes can be made without
closing stations or browning out rigs.
• There needs to be an attitude change toward the fire department
from the city administration. Too much time and money has been
spent on lawyers and arbitrators. The level of mutual distrust and
disrespect between the two sides is irresponsible. The administration
sees the Everett Fire Department as one of the city’s greatest
expenses but needs to view it as one of the city’s greatest assets.
7. Everett Police Department
• Staffing and response times must be addressed. With shortages of
15 or more officers going on for more than three years in a row
now there is obviously a change needed in the staffing plan of the
Everett Police Department.
• Is the department too top heavy with high ranking officers filling
positions that are not as productive as needed? Time for a review.
• Started in 2016, the COET Team embedding social workers with
police in a special unit has never been fully staffed. Instead of
having a sergeant, 4 officers, 2 social workers and a prosecutor,
eliminate two of the officer positions and bring back two
Community Service Officers . One north, one south to deal with
non emergent and social service calls so police officers can increase
their response times and work on criminal cases and responding to
the public’s calls for service.
8. Supportive Housing
• Encourage cooperation not competition between the City of Everett
and Hope Works to build supportive housing in Everett. The City
should build the 65 low barrier housing units planned for Berkshire
and focus on getting the 65 units up and running at Hope Works
Station housing and job center in the 3300 block of Broadway.
• Everett can also help with the Cocoon House project for homeless
youth on Colby and work on supporting the conversion of the former
Work Release Center on Pacific and the Carnegie Building on Wall
Street into viable alternatives to jailing low level offenders with drug,
alcohol and housing issues.
• Everett should then work on getting more supportive housing sites
built in other cities across Snohomish County. 130 units is enough in
Everett. Others must step up and deal with the issue in their own city.
9. Mental Health
• The city should work to fast track the conversion
of available space at the Denny Youth Center into
needed beds for mental health treatment. We
must get more beds to help those with mental
health issues and get them off our streets.
• Everett should also support the Enhanced
Services Facility being built by a private developer
and operated by Sunrise Services in the 6300
block of Evergreen Way.
10. Code Compliance
• Everett is suffering from broken window syndrome.
Buildings are allowed to remain empty, run down and
dirty. We used to have a program where empty store
fronts in the downtown had to display art or other
enhancing features. Bring that back.
• Too many “sale” flags, home-made signs for mattresses
and do it yourself real estate that violate codes and
create clutter. The Planning Department says they only
respond to complaints. No, we need to be proactive
and take action. Clean up Everett!
11. City Council Diversity
• In January there will be an open seat on the
Everett City Council that will be filled by
appointment.
• Members of the Everett City Council must choose
a qualified person of color to join them. City
Council members must actively recruit and
encourage interested citizens of color to apply
for the appointment.
• This is a chance to do more than pay lip service
to diversity in Everett.
