UNIVERSAL LIFE CYCLE MODEL
ISSUE: Enhance the development model to increase the delivery of market demands and requirements under health care reform. The national and federal mandates, payers have been introduced with complex
requirements that must also be taken into account locally. The Universal Lifecycle Model integrates the three separate processes and a centralized steering that eliminates redundancies and encourages escalated
communication with expedited action on open issues and risks.
The implementation or modifications to business process, requirements, data model and rules are required to support: BlueExchange, Enterprise Appeals, & defect corrections impacting throughput. Defined a test
strategy that included improvements to the test data, defined functional, system, unit and regression tests and acquired and set up the needed environments. Labor Fund testing and support was completed by using
HIPAA 5010 Funding. The above 4 initiatives are multi-year initiatives that required project sponsorship to support the strategic need, highlighting the value to the organization and enterprise inter-department leadership,
daily oversight of tasks and activities executed to maintain on-schedule and support across Portfolio Management, Program Management and Project Management which included all processes including procedures and
artifacts that are required for SDLC compliance.
Based on pilot results from National, Front-end, Labor, Appeals, and inventory master and reporting; established PMO organizations from 2008-2015, project portfolio’s are becoming more complex. Below is the
“Universal Life Cycle Model” which leverages the standards and artifacts that are used, as part of processes and artifacts that are part of the integrated model. Colors represent which asset is being used or leveraged.
