Security Council is a principal organ of the United Nations. Chapter V of
charter consisting of Article 23 to 27 lays down the provision of security
council. The Security Council has 15 members on it: the Permanent member 5
and 10, non-permanent member.
In UN Security there are 5 permanent member which has Veto Power. They are
China, Russia, U.S.A, France & UK. Article 27 of UN charter is related to Veto
power. The concept of double is no where explained in UN Charter.

Each member of security council has one vote.

• The voting system for the procedural and non-procedural is different. It
is necessary to differentiate which matter is procedural and which
matter is non-procedural. In UN charter what type of matter can be
procedural or non-procedural is not mentioned, but there is guideline
that what type of matter can be procedural or non procedural matter.
• Procedural Matter include-
1. Adoption or alternation with the rules of procedure of Security
Council.
2. In the determination of the method of selecting the president.
3. In selecting the time and place for meeting.

4. In the establishment of such bodies which is necessary for better
functioning etc.
What type of matter can be procedural depends on the discretion of president
first. Later decision of President must be confirmed by the other voting
member of security council.
If the president decides that matter is procedural then decision of president
can be challenged by permanent member of council by giving a vote against
the decision of president

We can say that Right to Vote can be exercised by Permanent Member of
security council on two different occasions.
Firstly-Permanent Member decide the
nature of matter by giving their Vote in
support or against of the decision of
President. Decisions of the Security Council
on procedural matters shall be made by an
affirmative vote of nine members.
Secondly- When Decision is taken in security
Council that decision must be confirmed
permanent member, if any of the permanent
member opposes the decision then that
decision cannot be taken. Decisions of the
Security Council on all other matters shall be
made by an affirmative vote of nine members
including the concurring votes of the
permanent members.

• Russia and the Soviet Union have used the veto on 122 occasions,
more than any other of the five permanent members of the Security
Council.
• China, France, Russia, United Kingdom, and United States.
