  1. An internal Bank Executive Committee will oversee the Plan. It will consist of 4–6 members representing the Regions, Operational Policy and Country Services (OPCS), the Legal Department (LEGVP), and the Poverty Reduction and Economic Management (PREM) Network. The Director of PREM Gender and Development (PRMGE) will chair the Committee. The Committee will be guided by an Advisory Council of 6–10 members; the Advisory Council will be comprised of donor agencies, external partner agencies, the External Gender Consultative Group, representatives of the Gender and Development Board, and senior Bank staff. PRMGE will function as the Secretariat for the Action Plan and will be guided by an operational manual approved by the Executive Committee. Action 1 will be executed by the Regional Vice Presidencies, Network Vice Presidencies or the IFC, as appropriate. The Executive Committee will issue calls for proposals from regional vice presidents, network vice presidents, and the IFC for activities to be fully or partially financed on a matching basis. The Executive Committee will also allocate resources for activities that it deems essential to the achievement of the Action Plan’s objectives. This funding may be used to cover both fixed and variable costs in percentages to be specified in the operational manual. All activities undertaken under Action 1 will be supervised by sector staff and country teams. While most activities in this action area will take place in focus countries, some activities will be cross-country or cross-regional in nature. Action 2 will finance Results-Based Initiatives that will be executed by UNIFEM under the supervision of PREM (PRMGE). These activities are termed “results-based” because they follow a methodology that has been used with success in recent Bank operations. It produces measurable change in a short period and designs future activities incrementally on the basis of the initial change produced. The choice of an external agency as an executing agency is a strategic one; it responds to the Bank’s inherent limitations in implementing standard operations in fragile states and piloting “out of the box” approaches more generally. The identification of such innovative approaches—with the objective of influencing the design of future Bank operations—is a key feature of the Action Plan. The ICRW will conduct the outcome and impact evaluations of these activities. ICRW will produce interim and end-of-project lessons learned from the RBIs. The activities to be financed will be identified in consultation with Bank country teams. The focus countries will be chosen by the Executive Committee, guided by input from the regional vice presidencies and following criteria mentioned earlier in this plan (see Focus Countries above). Consultations with other donor agencies will also inform the selection of focus countries in order to promote harmonization of actions at the country level. UNIFEM will supervise local government and civil society agencies and consultants implementing these Results-Based Initiatives. It will function as a capacity-building partner for “coaching” the local implementing agencies to deliver high-quality results in a timely manner. PREM will ensure that there is close coordination between UNIFEM and the country teams in the design and execution of RBIs. Other responsibilities of PREM include the selection of a field-based consultant to supervise execution of the RBIs at the regional level and ensuring the dissemination of lessons learned relevant for Bank operations (see feedback loop in Figure 3). Action 3 will be executed by DEC and PREM. The Executive Committee will issue requests for proposals for the research and impact evaluation activities. Some of this work will be undertaken by external research institutes in client countries. For actions designed to strengthen sex-disaggregated statistics, DECDG will work with PRMGE to build capacity for data collection, reporting, and analysis on gender issues in focus countries. This will be financed with DGF resources from the Marrakech Action Plan for Statistics and from this Action Plan. DECDG will also work with the International Labor Organization and UNECE to support efforts to collect more and better sex-disaggregated and gender-relevant statistics within and outside the Bank. For both research and statistics activities, DEC and PREM will ensure close consultation with country teams for country-focused analysis, as well in the dissemination of results.
