Profile
A er gradua ng from the University of Glasgow in 1981 with an MA in English and Linguis cs, Joy taught
EL, Literature and General Paper. In 2000, she joined Educa onal Technology Division where she
developed courses for EL teachers in the use of ICT for teaching and learning. As Senior Head, she led a
team of EL and Humani es officers to help implement mp2, the second IT masterplan. She also served as
a member of the Na onal Internet Advisory Commi ee’s Cyberwellness Task Force. Her interest in
educa onal technology led her to pursue an MEd in ELT and Educa onal Technology with the University
of Manchester. In 2008, she was the only non-American awardee of the 2007-2008 Inspired Teacher
Scholarship Best Project Award for Visual Learning from Inspira on So ware, Inc. for an ac on research
project in primary school wri ng.
