What is Energy Savings Performance Contracting (ESPC)?
ESPC
is
a
cost-‐effective
approach
to
completing
energy
upgrade
projects.
The
program
provides
a
way
to
use
utility
savings
to
pay
project
costs.
ESPC
is
a
program
of
the
WA
State
Dept.
of
Enterprise
Services
(DES).
DES
pre-‐qualifies
Energy
Services
Companies
(ESCOs)
and
assigns
an
experienced
DES
energy
engineer
to
help
you
manage
your
project.
The
program
is
a
partnership
between
you
(the
owner
agency),
the
ESCO
you
chose
and
the
DES
Energy
Team.
This
ESPC
program
is
available
to
State
Agencies,
Colleges,
Universities,
Cities
and
Towns,
Counties,
School
Districts,
Hospital
Districts,
Library
Districts,
Port
Districts
and
others.
Typical
projects
include
high-‐efficiency
heating
and
cooling
systems,
building
envelope
improvements,
lighting
upgrades,
energy
management
systems,
and
water
use
reduction
(potable
and
irrigation).
Why use the ESPC process?
• Guaranteed
energy
savings
and
maximum
project
costs
• Low
interest
financing
available
through
the
State
Treasurer,
as
well
as
utility
incentives
and
grants
• You
participate
in
equipment
and
subcontractor
selection
• No
requirement
to
use
the
lowest
bid
• Single
point
of
accountability
–
the
ESCO
• Monitoring
and
verification
of
annual
energy
savings
How it works….
• Select
a
DES
pre-‐qualified
ESCO
(like
Sunset)
to
complete
a
free
preliminary
energy
audit
of
your
facility.
If
utility
cost
reduction
potential
is
found,
the
ESCO
will
generate
an
Investment
Grade
Audit
(IGA)
proposal.
• As
part
of
the
IGA,
the
ESCO
identifies
potential
energy
conservation
measures
(ECMs)
and
provides
a
cost/benefit
analysis.
The
analysis
includes
project
costs,
energy
savings
over
time,
and
potential
energy
incentives
from
utilities.
The
ESCO
will
assist
you
in
identifying
the
best
measures
for
your
needs,
as
well
as
financing
options.
• ESCO
designs,
permits,
installs
and
commissions
the
energy
upgrades
you
select.
• ESCO
monitors
and
verifies
your
energy
savings.
DES
energy
engineers
also
assist
you
with
monitoring
of
project
savings.
