Jose Menezes Soares da Costa is a Timorese national with extensive experience in agriculture and food technology. He holds a master's degree in food technology from Australia and a bachelor's degree from Indonesia. His work experience includes positions with USAID projects, the Ministry of Agriculture and Fisheries in Timor-Leste, the Timor Institute of Development Studies, and the United Nations. He currently teaches at Universidade Da Paz and works as a governance advisor for the USAID Avansa Agrikultura Project.

II. EDUCATION BACKGROUND
2.1 Postgraduate (2001 – 2003)
I finished my master of food technology (MFoodTech), in the area of food
processing principle, at the School of Science and Applied Technology in
The University of Newcastle, NSW, Australia in 2003, sponsored by the
Australian government trough AUSAID known as Australian Development
Scholarship.
During the time of study I was also attained a certificate IV in Agri-food
Quality Management from Murrumbidgee College of Agriculture, NSW
Agriculture, Australia.
2.2 Bachelor (1991 – 1999)
I finished my bachelor of food technology (BSc), in Jember State
University, East Java, Indonesia.
2.3 Senior, Junior and Primary School
I finished my senior, junior and primary school in East Timor. For Senior
high school was in Saint Joseph Senior High School, Balide, Dili, while
Junior High School in Fatumaca then Primary was in Bucoli, Baucau.
III. WORK EXPERIENCES
3.1 USAID Avansa Agrikultura Project (May 2015 to present)
I started working with this USAID funded project since May 2015, as
Governance Advisor. My main responsibilities is managing output 1, policy
and enabling environment maintained or improved for enabling the

development of sustainable horticulture value chain and private sector
development in agribusiness.
Within this 5 years project, the project is aimed to work with the partners
line ministry mainly the Ministry of Agriculture and Fisheries, MAF, the
Ministry of Commerce, Industry and Environmental, the Ministry of Health
on nutrition and the Ministry of Education for assisting the school feeding
and school garden program.
For the policy and enabling environment, we have identified 16 to 25
policies drafted into as proposed policy review (PPR) for the life of project
and is in the process to be introduce to the partner’s Ministry for review,
analyze, review and consult with its stakeholders along the horticulture
value chain and relevant partner’s. For year two, October 2015 to
September 2016, we are focused on three policies namely (1) SPS law for
Timor-Leste accession and compliance to ASEAN, (2) Forestry Law,
which in final draft in cooperation with FAO Timor-Leste and MAF, and (3)
Pesticides Evaluation Report and Safer Use Application Plan (PERSUAP)
a USAID pesticide safer guidelines for all USAID funded project. This
PERSUAP is to be introduce to MAF, analyze, review and consult and
possibly adapted for Timor-Leste along with FAO pesticide user
guidelines.
3.2 The Ministry of Agriculture and Fisheries, RDTL (2007 –Feb. 2015)
I have been working in the Ministry of Agriculture and Fisheries (MAF),
RDTL since 2007 as an Executive Adviser for Minister.
Within that period of time, I was also assigned to manage numbers of
International Agency Project in the Ministry, notably :
(1) Rural Development Project Phase III (RDP III) funded by European
Commission under EDF 9, with total budget EUR 10 millions. The project
Technical Assistant (TA) was from an UK base private company called
Landle Mills Limited starting at late 2007 to 2012,
(2) Rural Development Project in the Liquica District Phase I (RDPL I),
funded by Spanish Agency for International Development Cooperation

known as AECID, with total budget $US 2millions. The TA support from a
Spanish base foundation called ETEA, from 2008 to 2010, and
(3) RDPL III funded by AECID with total budget over $US one million. I
was managing the project from 2010 to 2012, with recruited numbers of
TA.
(4) During the implementation was also involved training both abroad and
in the country. Most training and comparative studies outside the country
were in Indonesia.
2.3 Timor Institute of Development Studies (TIDS)
I was working with TIDS; a National NGO’s working in the area of policy
study and development, from May 2003 to July 2005. My main duty was
designing a basic curriculum and other supporting equipments including
library, school building and IT center for the establishment of a
Postgraduate School of Development Studies in East Timor under TIDS.
The project is still on hold. During that time I was also involved in numbers
of researches including namely (1) the research on the returned of
Internally Displacement Persons (IDPs) in Baucau and Viqueque, funded
by GTZ-Germany in Timor Leste; (2) A study on magnitude of HIV/AIDS in
Timor Leste, a joint project between TIDS and Family Health International
(FHI); (3) A monthly media monitoring project for a year time funded by
Japan International Cooperation Agency (JICA).
I also acted as a trainer in note taking and report writing skills for
administrative staff of National Parliament, RDTL funded by National
Democratic Institution (NDI) in East Timor.
I was also assigned to others activities such as TIDS web and brochure
design, seminars and training as facilitator and English translation, TIDS bulletin
“Observer” as writer and translation.

I joined UN missions in East Timor (UNAMET) in July 1999, as language
assistant. The responsibility was assisting the voters in registration, civic
education for the voters up to popular consultation day on August 30.
After referendum, I was continuing worked with UNTAET, in Baucau
district until I left to Australia for study. During UNTATET time I also acted in
different position including taking responsibility on Agriculture matter including
seeds and fertilizers distributions for the farmers, organizing small groups of
farmers in growing vegetables and others.
3.5 Universidade Da Paz (UNPAZ)
I have been teaching for 12 years up to now, in the Department of
Technology of Agriculture, UNPAZ, a private university. I was one of the
coo-founder of that university. I’m also the president of the foundation that
runs UNPAZ.
IV. OTHER ACTIVITIES
During my study at the Jember State University, East Java, Indonesia I
was also involved in various organization including Natural Lover in Agriculture
Faculty, East Timor Student Association (IMPETTU) as member and then chief
from 1995 to present. I was also as member of RENETIL, a leading student
resistance for independence of East Timor in Java. I then became assistant
region II which covered Surabaya and Bali.
The activities included vegetation analysis and environment varieties, a
workshop; mountaineering and mapping, Search and Rescue (SAR), seminars
and other training activities such as social analysis training and others.
