I am writing in response to your open position. My background includes legal counseling and assistance,
human resources management, and business operations management. My most recent experience, as
identified in my Resume, is the Vice President of a Small Business, Disabled Veteran, HubZone Certified
Federal Government Contractor. I have consistently performed for over 7 years now, Legal, Contracting, and
Business Development on Government Contracts which is the life’s blood of this Company. I think you will
find, that while I am not a Graduate of an Ivy League Law School, I am a determined “go getter” with a
perfect track record of success. I am an articulate communicator, expert in interacting with stakeholders in
accomplishing organizational goals and objectives. My ability to think “outside the box” makes me successful
in dealing with various issues; analyzing key factors and anticipating regulatory directives that would
ultimately drive positive results. Furthermore, my excellent skills in researching and analyzing various legal
issues, combined with my ability to accomplish assigned projects within time constraints, demonstrate assets
that would be valuable contributions to your organization. I am results-driven professional who leads by
example and demonstrates professional integrity in my work. I am eager to put my energy and enthusiasm to
work for. I am writing this rather extensive Cover Letter, in order to supplement my resume, not to replace it.
I am the lead point of contract to collaborate with external agencies such as: the NLRB, EEOC, DOL, and State
Labor Relations Boards. I have handled cases in State Courts, the GAO, the SBA and the United States Court
of Federal Claims.
With respect to HR alone, my skills include acting as a strategic agent for diversity and positive change.
Architect of HR functions as a redesigned in Government and a creator in the private sector. I provided
exceptional leadership by utilizing broad expertise to develop and implement a comprehensive and
diverse new vision for Human Resources across the full employee life cycle for every type of
contributor. I personally provided proactive, diverse and value-added HR business solutions to help
improve overall organizational capability and effectiveness aligned to the goals, mission and vision of
the organizations; built and drove Organizational Design initiatives, as defined by the leadership team,
to ensure structure, process, rewards, metrics and talent align with the overall diversity strategy of the
organization; I created valuable practices and methods for employee communications to foster
employee interaction and engagement; all the while fostering a team-oriented and transparent culture
across departments, divisions while driving a mindset of collaboration and customer focus. A critical
part of my oversight function is to systematically conduct reviews of salary ranges and classification,
assure legal compliance awareness among all organizations, ensure all supervisors, managers and
leaders throughout the organization are well-educated and equipped with the right HR knowledge and
tools to effectively lead by example, create a culture of accountability, diversity and manage and
develop people .
From a functional perspective I created and executed strategies to attract and hire top talent through
value-added procedures and processes, new employee onboarding, integration and mentoring
programs with a strong and visible commitment to improving diversity. I developed strategies for
retention of staff through performance reviews, goal setting, extended leadership training, and career
development, and developed solutions for staffing shortages.
I define HR structures including: job families, salary administration, pay grades, development of a
training catalog of relevant internal and external professional development opportunities. I aid our
other divisions and departments in the standardization of similar roles into a unified set of titles with
fair and consistent expectations; while driving continuous improvements in hiring, payroll, time and

I fully understand the uniqueness of employee classifications such as “at will” employees; “contract
employees” etc. I have lead in Government and now in the Private sector an HRIS system with the
capabilities of modern technology to automate workflows, personalize data delivery and simplify
administrative practices in a secure manner, while creating and improving relevant HR Structures. My
unique experience and career background has given me a rare understanding of core business process
including hiring, performance management, payroll and benefits, hands on experience in collective
bargaining processes, labor relations and benefit plans administrating insurance and supplemental tax-
deferred retirement programs, federal and state regulatory requirements and compliance guidelines
and much more. My experience includes 5 years as an Employee Relations Specialist, 7 years as a Labor
Relations Specialist, 4 years as an Alternative Dispute Resolution Ombudsman for the Federal
Government., 13 years in Industry with 3 as an Industrial Supervisor, 18 years in HR for the
Government, and 5 years in Operations Management.
Concurrently I was an Adjunct College Professor, teaching Business Law, Business Classes, and Labor
Relations. In my earlier years, I also served several positions with Unions as a Steward, Chief Steward,
Vice President, and President, of 2 blue collar unions, and 2 white collar unions. Since 2007, I have been
a Labor and Employment Attorney in Private Practice, and since 2009, I have served as a Corporate
General Counsel, and Vice President of Human Resources for a SDVOSB Government Contractor, while
maintain my part time private practice. I do not believe that you will find anyone with the depth and
diversity of experience that I would bring to your company.
