1. The Future of U.S. Infrastructure Delivery:
Public-Private Partnerships (P3’s)

2. Purpose and Scope
Background
● According to 2013 studies from the Mckinsey Global
Institute, trillions of dollars will be needed for
infrastructure to meet future demand in the next few
decades.
● While funding is not available through governmental,
public means, an estimated trillion dollars in
expendable capital is available in the private sector.
● How to best leverage the private sector capital into
infrastructure is not well understood, and managing
the perceptions of public, private, and civic
stakeholders on these public-private partnerships can
become problematic and detrimental to the success of
a project.
Goals of Analysis
● To better understand the outcomes of 8 past and
current transportation P3 development with a
comparative case study of transportation projects
across the nation and an application of stakeholder
network theory.
3. Methods and Findings
Research Methodology
● Generate Initial P3 Factor Table
○ Includes information relevant for initial analysis
● Gephi Networks
○ For graphical analysis of stakeholder relations
● Institutional Matrix
○ Began with a 3x3 matrix: 3 phases, 3 levels of maturity
○ Later refined to a 2x4 matrix: 4 phases, mature/immature
○ Selection of 8 cases: one from each cell
■ Decisions based on size, quality of available
information, state, and prior knowledge of the project
● Qualitative Comparative Analysis (QCA)
○ Tool of social science for quantifying relationships between
inputs and outcomes from data of a modest number of case
studies
○ fsQCA: Fuzzy set QCA, which uses a ranking system that is
variate (1-3) rather than binary (0/1)
■ More accurate metric leads to more accurate input-
output matches
○ Our studies this summer used csQCA as a way to learn the
program, generate initial results, and guide our initial
refinement and selection process for later outcomes and factors
Outcomes
● Rich data set for further analysis
● Comprehensive case summaries for easy digestion by the public
● Initial QCA results
○ More likely pointing the way towards further methodological
refinement rather than successful variable-outcome pathways
○ Some preliminary results are discussed in the abstract
Discussion & Conclusions
● Currently Defining Success Outcomes for QCA, but tentatively are:
○ For P3’s in development: Request For Proposal Document
Released on Schedule?
○ For P3’s Reaching Financial Close: Did partnership reach
financial close within projected schedule?
○ For P3’s Under Construction: Milestones being Met?
○ For P3’s Constructed: Are Traffic volumes met?
