This presents the reason why do we need to study Rizal as our National Hero especially his life and his works. What benefit we can get from studying the life and works of Rizal. This presentation also includes the following objectives: Identify the qualities of a hero; Discuss the provisions of the Rizal law and why it was established; Relate the role of symbols and heroism in the process of nation building. After the discussion, it will help students realize how important it is to have the qualities of a hero.

3. The birth of the Rizal Law
• On April 3, 1956 Senate Bill No. 438 (AN ACT TO MAKE NOLI ME
TANGAGERE AND EL FILIBUSTERISMO COMPULSORY READING
MATTER IN ALL PRIVATE AND PUBLIC COLLEGES AND UNIVERSITIES
AND FOR OTHER PURPOSES)
• It was submitted to the Senate Committee on Education by then
senator Jose P. Laurel
• He presented the bill to members of the upper house on April 17,
1956
• His purpose was to disseminate the ideas and ideals of Jose Rizal
through the readings of his works, notably the novels Noli Me Tangere
and El Filibusterismo
4. Arguments on the Bill
• The bill was an attempt to discredit the Catholic religion
• Inimical to the tenets of the faith to which 170 lines in Noli Me
Tangere and 50 lines in El Filibusterismo were offensive to the
Catholic doctrine
• The bill might divide the nation
• Compulsion to read something against one’s faith impaired freedom
of speech and religion freedom
5. Republic Act No. 1425
• AN ACT TO INCLUDE IN THE CURRICULA OF ALL PUBLIC AND PRIVATE
SCHOOLS COLLEGES AND UNIVERSITIES COURSES ON THE LIFE,
WORKS AND WRITINGS OF JOSE RIZAL, PARTICULARLY HIS NOVELS
NOLI ME TANGERE AND EL FILIBUSTERISMO, AUTHORIZING THE
PRINTING AND DISTRIBUTION THEREOF, AND FOR OTHER PURPOSES.
6. Republic Act No. 1425
• It was approved and made into law on June 12, 1956
• It was signed by then President Ramon Magsaysay
7. Provisions of the Rizal Law
• Courses on the life, works and writings of Jose Rizal, particularly his
novel Noli Me Tangere and El Filibusterismo, shall be included in the
curricula of all schools, colleges and universities, public or private.
Provided, that the collegiate courses, the original or unexpurgated
editions of the Noli Me Tangere and El Filibusterismo or their English
translation shall be used as basic texts.
• It shall be obligatory on all schools, colleges and universities to keep
in their libraries an adequate number of copies of the original and
unexpurgated editions of the Noli Me Tangere and El Filibusterismo as
well as of Rizal’s other works and biography
8. Provisions of the Rizal Law
• The Board of National Education shall cause the translation of the
Noli Me Tangere and El Filibusterismo as well as other writings of Jose
Rizal into English, Tagalog and the principal Philippine dialect; cause
them to be printed in cheap, popular editions; and cause them to be
distributed free of charge, to persons desiring to read them, through
the Purok organization and Bario Councils throughout the country.
