About
The User’s Manual is catered to be the
guide of every user in the e-Pasay e-Participation
system. Starting from general navigation to the
capabilities of each user.Ensuring every user will
understand their capabilities in the e-Pasay
system.
The system is built to give users access to an
online community in the City of Pasay. The users
can learn their capabilities through the manual
carefully created to instruct and direct users to the
many features available in the e-Pasay system.
The e-Pasay e-Participation System was
developed by Bachelor of Science in Information
Systems student in De La Salle University. They
call themselves Erudite, creating this system as
their Capstone Project or under the courses MET-
RES, THSIS01 and THSIS02.

1. Register
1. The user can click on “Register” next to the Login button in the start-up page.
2. The citizen can register by filling up the required fields.
3. After filling up the fields, click on “Register” button to finish your account
creation.

1. For every page there will be a menu bar the user can use for navigation of every
page that has content to navigate across the e-Pasay system
1. Under “Information Repository” click on “Blogs” and the page will be
redirected to the list of blogs.

2.1 View Blogs
3. Clicking on a specific blog will show its contents and other information
that may be there such as its comments. Users can also comment and rate to give
feedback for reading the blog.

2.2 Schedule of Agenda/ Committee Hearing
1. The user has access to the agenda schedule of the City Hall’s session.
2. The user can access the agenda by clicking on the desired date.

1. The user has access to Pasay’s Mission/Vision and essential information to set the
direction of what the user can expect.

1. Go to the menu bar click “FAQ” and click on “Mechanics”
2. Go to the menu bar click “FAQ” and click on “FAQ” under the dropdown
listbox.

2.5 View Complaints
1. Go to the menu bar click “Information Repository” and click on “Complaints”
2. The user can view the array of complaints being sent through by all users.

3. To access a complaint click on the complaint title and the user will have access to
the complaints content and if the complaint has been responded by a councilor.

2.6 View Petition
1. To access the list of petitions click on the “information repository” option on the
menu bar. Click on “petitions” option
2. The user can view an array of petition being sent through all users.

2.6 Sign a Petition
3. To access a petition click on the petition title, the user will have access to the
content of the petition and the ability to sign for support of the petition.
4. The user has the ability to sign the petition by clicking “sign this petition” button
found on the right hand side screen.
5. The user also has the optional ability to give a reason for signing the petition
found above the “sign the petition” button.

1. The user can view the announcements found on the homepage and the
“information repository” menu bar option.
2. The user clicks the “information repository” option on the menu bar and selects
“announcements”

3.1 Forum
1. The forum enables the user to view threads that concern their interests. The
users can access this through clicking the “collaboration” option on the menu
bar.

forum discussion on the specific category and topic

3.1 Forum
3. The user is able to quote reply a previous post by clicking the “quote/reply”
button found on the lower left of every post

3.2 Groups
1. The groups feature is the major collaboration tool of the e-Pasay system,
providing access for users to be able to join a community of common thinkers.
Access the feature by clicking the “Groups” option on the “Collaboration”
option of the menu bar
2. The user can select a group by clicking on the group title, it will redirect them to
the group’s page where the user is able to view the group’s legislation positions,
badges, blogs, and petitions.

3.2 Groups
3. To join a group, a user can do so by accessing the desired group and clicking on
the “join group” button, found on the upper right hand corner of the site
4. The group founder user has the ability to switch to group founder mode by
clicking the “sign in as group” button beside the “chat” button where the group
founder and the members can chat directly with the councilor, once they are
invited
5. The founder is now given new abilities for the group to empower their point. The
abilties are “Create Blog” and “Create Petition”.

6. The group once invited by a councilor has the ability to chat with a councilor by
clicking the “chat” button

4.1 Legislation
1. The legislation feature is the major participation tool of the system having the
ability to inform the user of the status, access to the committee reports, and
amendments.
2. The legislation page gives the user the ability to support/oppose the legislation to
provide the city officials with input that will challenge their output.

3. The committee reports and amendments can be accessed by clicking the
“committee reports” or “Amendments” button on the upper right hand of the
page

4.2 Councilors
1. The users are able to access the councilors information page wherein they can
see the stand of each councilors on the issues/legislations being passed.
2. The users have access to the different activities of councilors in the system
through this feature

5.1 View User Page
1. Click your name in the upper right hand corner beside the notification bell and
select “Profile page” to see your badges, activities, and contribution points that
have been garnered by using e-Pasay.
5.2 View All Badges
1. Click “View All Badges” at the left panel of the user page to display the badges
earned by the citizen. It is categorized by Bronze, Silver, Gold, and the most
recent badge to be awarded.

5.3 Create Complaint
1. Click “Actions” at the right side of progress bar in the user page.
2. Select “Create Complaint” to redirect to the Create Complaint page. Follow the
onscreen helpers to know what to input in every field.

5.4 Create Petition
1. Click “Actions” in the user page and select “Create Petition” to redirect to the
Create Petition page. To create petition, the system allows the user to follow a
step-by-step process to guide the user on what to input and other instructions for
creating meaningful and persuasive petitions. (Note: Citizen must have a Petition
Signatory First Timer Badge first before creating a petition.)
2. After filling every field in the first 5 steps, the form will preview the petition to
allow the user to see any errors in his/her petition before publishing and sending
it to this his/her designated councilor

5.5 Create Blog
1. Click “Actions” in the user page and select “Create Blog” to redirect to the
Create Blog page. To post a blog, the citizens can use a text editor for formatting
purposes, text styling, and attaching of pictures.
2. The citizen must also accompany the blog with tags by typing comma “,” for
every word.
(Note: The citizen must at least be Level 2 to start posting blogs)

5.6 Create Group
1. Click “Actions” in the user page and select “Create Group” to redirect to the
Create Group modal form. To create a group, the citizen must fill out the the
required fields such as the Group Name, Group Interest, and their Group
Description.
(Note: The citizen must be Level 3 to create a group)

6.1 Session Agenda
1. The city secretary can see the agenda scheduled for the session of the past week,
current week and next week.
2. To schedule an agenda for next week’s session, the city secretary will select the
items under Pending Agenda Items panel and upload a .pdf file which is the soft
copy of the agenda.Then to view the scheduled agenda, click the “Next Week”
tab.

6.1 Session Agenda
3. The city secretary has the function to reschedule the session for any day within
the same week for emergency purposes or holidays. To reschedule, click the gear
with the dropdown options and select Reschedule.
4. Then the city secretary can select the date within the week and the reason for
rescheduling (e.g. Holiday, Emergency Suspension).
5. He can also just describe the reason with an accompanying input field.
6. He can also indicate that the session has now concluded or finished by select
Session Finished in the said gear with drop down options making that session
non-editable anymore.

6.2 Set Committee Hearing
1. The city secretary can set the committee hearing by clicking on the Set
Committee Hearing menu option on the his left panel and select an item
(Legislation or Petition) to set a committee hearing for.
2. Once he has selected an item, the information about the item and the
Committees it was referred to will be displayed. He can set the hearing date by
clicking the input date field then upload a .pdf file for the Committee Hearing
Agenda for the date specified.

6.2 Set Committee Hearing
3. Once the hearing date is the same with the current date, a “Ready for Report”
button will appear indicating that the committee heads of the committees the
item was referred to can submit their committee reports.
6.3 Upload Minutes
1. The city secretary can also upload the minutes for every committee hearing set.
Click on “Upload Minutes” menu option in the left panel of the city secretary
page.
2. Then select an item within the list. A modal box will appear that contains
information about the item. Then upload the .pdf file of the committee hearing
minutes.

6.4 Legislation Amendments
1. The city secretary can also upload the amended version of the ordinance every
time the city councilors discuss amendments every 2nd reading of the said
ordinance.. Click on “Legislation Amendments” menu option in the left panel of
the city secretary page.
2. Once he has selected an item, a modal box will appear with an input field in
which he can input details of the amendment. After detailing the amendment, the
city secretary must also upload the .pdf file of the amendment of the legislation.

6.5 Legislation Voting
1. The city secretary will also have to update the voting records of the councilors
for every legislation. Click on “Legislation Voting” menu option in the left panel
of the city secretary page.
2. Once he has selected an item, a modal box will appear with some information
about the legislation and the names of the councilors accompanied with a
checkbox near the names. The city secretary will tick the checkbox near the
councilor if he/she votes to pass the legislation. If the votes is less than 50% the
legislation will become void/archived.

6.6 Upload Legislation File
1. The city secretary will also upload the final version of the legislation with
signatures of the councilors as well as the mayor. Click on “Legislation
Amendments” menu option in the left panel of the city secretary page.
2. Once he has selected an item, a modal box will in which the city secretary can select
the date when the legislation was implemented. He will also upload the file itself to
inform the citizens.
The city secretary can also tick the “Vetoed by Mayor” checkbox if the legislation is
indeed vetoed by the Mayor, thus making it void/archived.

7.1 Petitions
1. The councilors can receive petitions every time a citizen creates one. To view the
list of received petitions, click “Petitions” menu option in the left panel of the
councilor page.
2. Click on a petition to reveal its status and actions the councilor can do to
research on the petition.
3. The councilor can acknowledge the petition anytime before he/she forwards the
petition to the city secretary. He can also attach a document whenever his
research deems it necessary. To acknowledge/upload, click on the “Acknowledge
or Upload Research Document” button below the Newly Posted icon. A modal
box will appear with an input field to narrate his/her acknowledge and can
upload a .pdf file for his research document.

7.1 Petitions
4. After the councilor has researched the petition or is satisfied with the petition he
can now forward it to the city secretary. To forward the petition, click on
“Forward to City Secretary” button below Agenda Set icon. A modal box will
appear where the councilor can input additional remarks before forwarding.

7.1 Petitions
5. After the councilor has researched the petition he/she can also reject/remove the
petition if it is deemed unnecessary or lacks sufficient grounds to be made into a
legislation. To remove the petition, click on “Remove Petition” button below
Agenda Set icon. A modal box will appear where the councilor can input
additional remarks why he is removing the petition.
6. To research on the petition, click on “Research” before the progress status to
reveal the actions offered to the councilor. These actions include Viewing the
Full Content, Research using tags, Start Conversation, and Create a Forum
Thread.

7.1 Petitions
7. The system allows the councilor to research information from other
informational tools in the system through tags. To do that, click on “Research
using tags” under Research Button. You will be redirected to the page.
8. The councilor can also invite a group to a conversation by clicking “Start
Conversation” from the Research dropdown listbox. He can then select a group
after which he will be redirected to the conversation page.

7.1 Petitions
9. The councilor can also create a forum thread to discuss further about topics that
are necessary to be discussed with the citizens and/or other councilors. To create
a forum thread, click on “Create Forum Thread” under Research dropdown
listbox and be redirected to the Create New Thread page.

7.2 Complaints
1. The councilors can receive complaints every time a citizen creates one. To view
the list of received complaints, click “Complaints” menu option in the left panel
of the councilor page.
2. The councilor can remove the complaint if it is a duplicate of another submitted
complaint or if the complaint is irrelevant to system or the city. To remove a
complaint, click “Remove Complaint” button along the Action buttons that will
be revealed once a complaint is selected.
3. To acknowledge the complaint, the councilor can link it to an existing legislation
which means that the complaint has grounds for its concern. Click on “Link a
Legislation to this Complaint” button.

7.2 Complaints
4. To acknowledge the complaint, the councilor can directly archive the complaint
if no legislation can be linked. Once archived the complaint can be credited once
a councilors links it to his proposed legislation. Click on “Archive Complaint”
button.
7.3 Committee Reports
1. The councilors who are committee heads can also submit their committees
committee report for a legislation or a petition. To view the list of legislations or
petitions that needs their committee reports to be uploaded, click “Committee
Reports” menu option in the left panel of the councilor page.

2. Click on an item to open a modal box in which the committee head can upload
their committee report as well as input a summary of it.
3. If the committee head is the assigned councilor to draft the proposal of the
legislation, he has to tick the checkbox near that option.
4. If the committee head is the assigned councilor to draft the proposal of the
legislation but the committee report, along with the other committee reports,
found that the petition is unviable to be a legislation, he has to tick the checkbox
near that option.

1. The councilor can also upload his proposed legislation in the system to let the
citizens know about it and its contents and so they can discuss about it. To
propose a legislation, click “Propose Legislation” menu option on the left panel
of the councilor page. In here the councilor can specify details about the
legislation and complete the fields.

2. The councilors can also see in the system the list of legislations they have
sponsored.To view the list of legislations, click on “Sponsored Legislation” menu
option on the left panel of the councilor page.
3. The councilors can also see their voting records in the system. It is integrated
with charts for visual aesthetics. To view the voting records, click on “Voting
Records” menu option on the left panel of the councilor page.

7.5 Poll
1. The councilors can also request a poll to be answered by the citizens. To request
a poll, click on “Request Poll” under Poll menu option on the left panel of the
councilor page.
2. After clicking the link, a modal box will appear and here the councilor will have
to input the poll title and its content. For the content, a guide is provided for its
format.

3. The councilor can also see the list of polls he/she have requested as well as the
results of the poll. To view the list, click on “Poll Results” under Poll menu
option on the left panel of the councilor page.
4. The councilor can also see the content of the poll he/she requested. To view the
content, click on “View Content” button of a poll in the list and a modal box
containing its content will appear.

5. The councilor can also view the results of the poll he/she requested. To view the
results, click on the title of the poll in the list of polls requested and the screen
will be redirected to the results.

7.6 Survey
1. The councilors can also request a survey to be answered by the citizens. To
request one, click on “Request Survey” under Survey menu option on the left
panel of the councilor page.
2. After clicking on the link, a modal box will appear in which the councilor will
input the title of the survey as well as its content. Again the same with poll, a
format guide is provided to allow the system admin to input the right details of
the survey.

3. The councilor can also see the list of survey he/she have requested as well as the
results of the survey. To view the list, click on “Survey Results” under Survey
menu option on the left panel of the councilor page.
4. The councilor can also see the content of the survey he/she requested. To view
the content, click on “View Content” button of a survey in the list and a modal
box containing its content will appear.

5. The councilor can also view the results of the survey he/she requested. To view
the results, click on the title of the survey in the list of polls requested and the
screen will be redirected to the results.
7.7 Reports
1. The councilor can also view reports that they can use to select which groups to
invite for a conversation. To view the reports, click on “Reports” on the left
panel of the councilor page.

8.1 Announcement
1. The system administrator is capable of creating announcements when the Pasay
City hall needs to announce an important event through the system. The user
just needs to click on the “announcement” button on the left panel.
8.2 Poll Requests
1. The system administrator is able to create a poll with the request of the
councilor. The system administrator needs to respond by clicking the “view
content” and clicking the “create poll” button

button.
3. The “create poll” button bring the system administrator to the poll creation
page, wherein the input sent from the councilor is placed in the text boxes.

8.3 Survey Requests
1. The system administrator is able to create a survey with the request of the
councilor.
2. The system administrator needs to respond by clicking the “view content” and
clicking the “create survey” button

3. The system administrator clicks create survey and will then be redirected to the
survey admin page to input the properties of the survey. He inputs the title,
selects the display type, selects the color scheme
4. The expiry date for the survey and the closing message after answering the
survey.

5. He then adds a new question by clicking add new question and be redirected to
the add new question page. He then inputs the content of the questions such as
the question itself, its answer type, and the choices, if the answer type demands
choices. He then clicks send button that is found in the row where the survey
request is. This sends back the content of the request and the survey results for
viewing of the councilor.

8.4 Add Councilor
1. The system administrator has the capability to add a councilor, this feature is
specially used when there are a new set of councilors serving the city.
8.5 Add Committee
1. The system administrator has the capability to add committees by typing in the name
of the committee and clicking the “Add Committee” button

8.6 Add Committee Members
1. The system administrator has the capability to add committee members when
needed by selecting a committee from the dropdown, selecting a chairman, then
adding the members from the dropdown.

  • 2. About The User’s Manual is catered to be the guide of every user in the e-Pasay e-Participation system. Starting from general navigation to the capabilities of each user.Ensuring every user will understand their capabilities in the e-Pasay system. The system is built to give users access to an online community in the City of Pasay. The users can learn their capabilities through the manual carefully created to instruct and direct users to the many features available in the e-Pasay system. The e-Pasay e-Participation System was developed by Bachelor of Science in Information Systems student in De La Salle University. To access a petition click on the petition title, the user will have access to the content of the petition and the ability to sign for support of the petition. 4. The user has the ability to sign the petition by clicking “sign this petition” button found on the right hand side screen. 5. The users can access this through clicking the “collaboration” option on the menu bar. 2.   • 17. GENERAL NAVIGATION 3.2 Groups 1. The groups feature is the major collaboration tool of the e-Pasay system, providing access for users to be able to join a community of common thinkers. Access the feature by clicking the “Groups” option on the “Collaboration” option of the menu bar 2. The user can select a group by clicking on the group title, it will redirect them to the group’s page where the user is able to view the group’s legislation positions, badges, blogs, and petitions. 3.   • 18. GENERAL NAVIGATION 3.2 Groups 3. To join a group, a user can do so by accessing the desired group and clicking on the “join group” button, found on the upper right hand corner of the site 4. The group founder user has the ability to switch to group founder mode by clicking the “sign in as group” button beside the “chat” button where the group founder and the members can chat directly with the councilor, once they are invited 5. The founder is now given new abilities for the group to empower their point. The abilties are “Create Blog” and “Create Petition”. 3. Collaboration e-Pasay User Manual15

The legislation feature is the major participation tool of the system having the ability to inform the user of the status, access to the committee reports, and amendments. 2. The legislation page gives the user the ability to support/oppose the legislation to provide the city officials with input that will challenge their output. 4.   • 23. CITIZEN 5.1 View User Page 1. Click your name in the upper right hand corner beside the notification bell and select “Profile page” to see your badges, activities, and contribution points that have been garnered by using e-Pasay. 5.2 View All Badges 1. Click “View All Badges” at the left panel of the user page to display the badges earned by the citizen. It is categorized by Bronze, Silver, Gold, and the most recent badge to be awarded. e-Pasay User Manual20
  • 24. CITIZEN 5.3 Create Complaint 1. Click “Actions” at the right side of progress bar in the user page. 2. Select “Create Complaint” to redirect to the Create Complaint page. Follow the onscreen helpers to know what to input in every field. e-Pasay User Manual21
  • 25. CITIZEN 5.4 Create Petition 1. Click “Actions” in the user page and select “Create Petition” to redirect to the Create Petition page. To create petition, the system allows the user to follow a step-by-step process to guide the user on what to input and other instructions for creating meaningful and persuasive petitions. (Note: Citizen must have a Petition Signatory First Timer Badge first before creating a petition.) 2. After filling every field in the first 5 steps, the form will preview the petition to allow the user to see any errors in his/her petition before publishing and sending it to this his/her designated councilor e-Pasay User Manual22
  • 26. CITIZEN 5.5 Create Blog 1. Click “Actions” in the user page and select “Create Blog” to redirect to the Create Blog page. To post a blog, the citizens can use a text editor for formatting purposes, text styling, and attaching of pictures. 2. The citizen must also accompany the blog with tags by typing comma “,” for every word. (Note: The citizen must at least be Level 2 to start posting blogs) e-Pasay User Manual23
  • 27. CITIZEN 5.6 Create Group 1. Click “Actions” in the user page and select “Create Group” to redirect to the Create Group modal form. To create a group, the citizen must fill out the the required fields such as the Group Name, Group Interest, and their Group Description. (Note: The citizen must be Level 3 to create a group) e-Pasay User Manual24
  • 28. 6.1 Session Agenda 1. The city secretary can see the agenda scheduled for the session of the past week, current week and next week. 2. To schedule an agenda for next week’s session, the city secretary will select the items under Pending Agenda Items panel and upload a .pdf file which is the soft copy of the agenda.Then to view the scheduled agenda, click the “Next Week” tab. e-Pasay User Manual25 CITY SECRETARY
  • 29. 6.1 Session Agenda 3. The city secretary has the function to reschedule the session for any day within the same week for emergency purposes or holidays. To reschedule, click the gear with the dropdown options and select Reschedule. 4. Then the city secretary can select the date within the week and the reason for rescheduling (e.g. Holiday, Emergency Suspension). 5. He can also just describe the reason with an accompanying input field. 6. He can also indicate that the session has now concluded or finished by select Session Finished in the said gear with drop down options making that session non-editable anymore. e-Pasay User Manual26 CITY SECRETARY
  • 30. 6.2 Set Committee Hearing 1. The city secretary can set the committee hearing by clicking on the Set Committee Hearing menu option on the his left panel and select an item (Legislation or Petition) to set a committee hearing for. 2. Once he has selected an item, the information about the item and the Committees it was referred to will be displayed. He can set the hearing date by clicking the input date field then upload a .pdf file for the Committee Hearing Agenda for the date specified. e-Pasay User Manual27 CITY SECRETARY

Once the hearing date is the same with the current date, a “Ready for Report” button will appear indicating that the committee heads of the committees the item was referred to can submit their committee reports. 6.3 Upload Minutes 1. The city secretary can also upload the minutes for every committee hearing set. Click on “Upload Minutes” menu option in the left panel of the city secretary page. 2. Then select an item within the list. A modal box will appear that contains information about the item. Then upload the .pdf file of the committee hearing minutes. e-Pasay User Manual28 CITY SECRETARY
  • 32. 6.4 Legislation Amendments 1. The city secretary can also upload the amended version of the ordinance every time the city councilors discuss amendments every 2nd reading of the said ordinance.. Click on “Legislation Amendments” menu option in the left panel of the city secretary page. 2. Once he has selected an item, a modal box will appear with an input field in which he can input details of the amendment. After detailing the amendment, the city secretary must also upload the .pdf file of the amendment of the legislation. e-Pasay User Manual29 CITY SECRETARY
  • 33. 6.5 Legislation Voting 1. The city secretary will also have to update the voting records of the councilors for every legislation. Click on “Legislation Voting” menu option in the left panel of the city secretary page. 2. Once he has selected an item, a modal box will appear with some information about the legislation and the names of the councilors accompanied with a checkbox near the names. The city secretary will tick the checkbox near the councilor if he/she votes to pass the legislation. If the votes is less than 50% the legislation will become void/archived. e-Pasay User Manual30 CITY SECRETARY
  • 34. CITY SECRETARY 6.6 Upload Legislation File 1. The city secretary will also upload the final version of the legislation with signatures of the councilors as well as the mayor. Click on “Legislation Amendments” menu option in the left panel of the city secretary page. 2. Once he has selected an item, a modal box will in which the city secretary can select the date when the legislation was implemented. He will also upload the file itself to inform the citizens. The city secretary can also tick the “Vetoed by Mayor” checkbox if the legislation is indeed vetoed by the Mayor, thus making it void/archived. e-Pasay User Manual31
  • 35. COUNCILORS 7.1 Petitions 1. The councilors can receive petitions every time a citizen creates one. To view the list of received petitions, click “Petitions” menu option in the left panel of the councilor page. 2. Click on a petition to reveal its status and actions the councilor can do to research on the petition. 3. The councilor can acknowledge the petition anytime before he/she forwards the petition to the city secretary. He can also attach a document whenever his research deems it necessary. To acknowledge/upload, click on the “Acknowledge or Upload Research Document” button below the Newly Posted icon. A modal box will appear with an input field to narrate his/her acknowledge and can upload a .pdf file for his research document. e-Pasay User Manual32
  • 36. COUNCILORS 7.1 Petitions 4. After the councilor has researched the petition or is satisfied with the petition he can now forward it to the city secretary. To forward the petition, click on “Forward to City Secretary” button below Agenda Set icon. A modal box will appear where the councilor can input additional remarks before forwarding. After the councilor has researched the petition he/she can also reject/remove the petition if it is deemed unnecessary or lacks sufficient grounds to be made into a legislation. To remove the petition, click on “Remove Petition” button below Agenda Set icon. A modal box will appear where the councilor can input additional remarks why he is removing the petition. 6. To research on the petition, click on “Research” before the progress status to reveal the actions offered to the councilor. These actions include Viewing the Full Content, Research using tags, Start Conversation, and Create a Forum Thread. e-Pasay User Manual34
  • 38. COUNCILORS 7.1 Petitions 7. The system allows the councilor to research information from other informational tools in the system through tags. To do that, click on “Research using tags” under Research Button. You will be redirected to the page. 8. The councilor can also invite a group to a conversation by clicking “Start Conversation” from the Research dropdown listbox. He can then select a group after which he will be redirected to the conversation page. e-Pasay User Manual35
  • 39. COUNCILORS 7.1 Petitions 9. The councilor can also create a forum thread to discuss further about topics that are necessary to be discussed with the citizens and/or other councilors. To create a forum thread, click on “Create Forum Thread” under Research dropdown listbox and be redirected to the Create New Thread page. e-Pasay User Manual36
  • 40. COUNCILORS 7.2 Complaints 1. The councilors can receive complaints every time a citizen creates one. To view the list of received complaints, click “Complaints” menu option in the left panel of the councilor page. 2. The councilor can remove the complaint if it is a duplicate of another submitted complaint or if the complaint is irrelevant to system or the city. To remove a complaint, click “Remove Complaint” button along the Action buttons that will be revealed once a complaint is selected. 3. To acknowledge the complaint, the councilor can link it to an existing legislation which means that the complaint has grounds for its concern. Click on “Link a Legislation to this Complaint” button. e-Pasay User Manual37
  • 41. COUNCILORS 7.2 Complaints 4. To acknowledge the complaint, the councilor can directly archive the complaint if no legislation can be linked. Once archived the complaint can be credited once a councilors links it to his proposed legislation. Click on “Archive Complaint” button. 7.3 Committee Reports 1. The councilors who are committee heads can also submit their committees committee report for a legislation or a petition. To view the list of legislations or petitions that needs their committee reports to be uploaded, click “Committee Reports” menu option in the left panel of the councilor page. e-Pasay User Manual38
  • 42. COUNCILORS 7.3 Committee Reports 2. Click on an item to open a modal box in which the committee head can upload their committee report as well as input a summary of it. 3. If the committee head is the assigned councilor to draft the proposal of the legislation, he has to tick the checkbox near that option. 4. If the committee head is the assigned councilor to draft the proposal of the legislation but the committee report, along with the other committee reports, found that the petition is unviable to be a legislation, he has to tick the checkbox near that option. e-Pasay User Manual39
  • 43. COUNCILORS 7.4 Legislations 1. The councilor can also upload his proposed legislation in the system to let the citizens know about it and its contents and so they can discuss about it. To propose a legislation, click “Propose Legislation” menu option on the left panel of the councilor page.   • 52. 8.1 Announcement 1. The system administrator is capable of creating announcements when the Pasay City hall needs to announce an important event through the system. The user just needs to click on the “announcement” button on the left panel. 8.2 Poll Requests 1. The system administrator is able to create a poll with the request of the councilor.
