HIGHER EDUCATION LOANS BOARD
The Higher education loans board is the major sponsor of deserving Kenyan studentsin the
institutions of higher education in and outside of Kenya. It is an official institution working
under the auspices of the ministry of education, science, and technology.
Since its inception in 1995, under an act of parliament, the higher education loans board has
been experiencing successes and challenges in equal measure.A major setback to its
efficient running is loan default a vice that continues to cripple the efficiency of the revolving
fund.
The main challenge facing the higher education sector is how to increase accessto higher
education to cater for the increasing number of high school leaverswith the insatiable thrust
of university education while maintaining standard quality, ensuring equity and affordability.
The number of students who qualified for university education in 2018 was slightlyabove
89,460. Out of this only 83,670, acquired entry to institution of higher learning withabout
6,000 of them missing opportunities to join a public or private university of their choice.
The number of students seeking university admission entry by 2015 is estimated to range
from 160,000 to 18O, 000. The number who missed the opportunity to join the university at
this time is estimated to be 100,000 unless opportunities for accessare created.That said

school.

in the ever harshand non-absorbing labor market.statistics show that there are around 7
million unemployed youth accounting to 39.1 percent of the total population, not forgetting
that (helb) would soon be on their neck demanding for their repayment whena junk of these
graduatesare unemployed.
I mitigation to these inefficiencies, the (helb) needsto petition the ministry during budget
making to increase their budgetary allocation so that that they can find enough money to
sponsor students' life in and out of campus under the prevailing economic situations.
The addition of budgetary allocation should then inform them to then set up a fund
specifically for graduates. These grants should be given to recent graduates with proven
