Ms Saidova specialises in the design and implementation of communications and visibility campaigns,
with eight years of experience in the Ukraine’s transport sector. Since 2008 she has worked with the
Ministry of Infrastructure In Ukraine, under three EU financed technical assistance projects, as a
communication and visibility expert. As part of an on-going assignment “Support to the implementation of
the Transport Strategy of the Ukraine”, she has organised and implemented road safety campaigns in
Donetsk, Chernihiv and Zakarpattia region. She has also been responsible for the design and production
of dissemination material and for coordination with stakeholders. Irina has good knowledge of Ukrainian
and is fluent in English and Russian languages.

Description
EuropeAid /131043/C/SER/UA - “Support to the Implementation of the Transport
Strategy Ukraine”
Responsible for the design and implementation of project’s Communication and
Visibility strategy. The strategy is aimed at promoting the Transport Strategy of
Ukraine, developed with the help of the EU, and included a course of public lectures
at Transport Universities in Ukraine, a mobile exhibition at railway stations of the
biggest Ukrainian cities and an essay competition for transport students.
Achievements to date have included successful organisation of a number of
prominent events throughout Ukraine promoting the project and disseminating
relevant information to the general public on the EU’s support and actions in the
transport sector of Ukraine. This has included the organisation of a biofuel motor
rally and pilot projects on road safety in Donetsk, Chernihiv and Zakarpattia region.
Road Safety projects covered extensive information campaigns, various events in
cooperation with the Road Police Departments at schools, First Aid courses for
Police inspectors and university students, mobile exhibition of vehicle safety issues,
etc. Other achievements included design and production of dissemination materials,
coordinating media events, and cooperating with NGOs and project stakeholders.

Description
Europeaid/131074/C/SER/UA – “Capacity Building of the State Agency for
Energy Efficiency and Energy Conservation in Ukraine”
This project aimed at strengthening the overall capacity of State Agency for Energy
Efficiency and Energy Saving in Ukraine (SAEE). The project was a part of the
Sector Budget Support Programme (SBSP) titled “Support to the implementation of
Ukraine's Energy strategy in the area of energy efficiency and renewable sources of
energy”. Irina was responsible for organization of three major events – organization
together with the Agency the “International Investment Business Forum on energy
efficiency and renewable energy”, Closing Ceremony for MBA course for SAEE top
and middle level managers and Project Final Event. She was coordinating the
organization process, dealing with mass media, representatives of the SAEE,
Ministry of Energy and EUD, preparing the visibility materials, press releases, etc.

ADB TA No. RETA-36247 - “Enhancing Financial Disclosure Standards in
Transitional Economies, Regional Seminar”
The aim of this project was to strengthen financial disclosure standards in Armenia,
Georgia and Azerbaijan. The assistance was provided to the ministries of finance,
chambers of audit, professional accounting and auditing institutes and educational
institutions. Irina was responsible for organise the project’s Regional Seminar
where 80 professionals, including 9 invited international speakers, gathered in
Georgia for three days to define and agree strategies and action plans for the three
countries. This included the preparation of the agenda and material on the current
state of development in accounting and auditing in the three countries. Irina also
assisted the ADB with the preparation of a publication for the dissemination of the
results of the project. The publication is available for purchase through the ADB
website.

Reporting Standards in Azerbaijan – Phase II European Commission -

Worked as a dissemination expert on this project which helped the Ministry of
Finance of Azerbaijan with reforming the country’s financial reporting system. Irina’s
specific role was the preparation of dissemination material, dissemination of project
results, organisation of training seminars and raising the profile of the project. This
included advising on the development of marketing measures and material and
overseeing the implementation of a project website for mass dissemination. The
latter included maintenance of the website and keeping its content up to date with
press releases, news and approved accounting law and standards.
