framework in the field of public procurement, the presence of working and trustful
accounting system, the existence and following of the approved management and control
system (manuals, procedures, checklists), strictly following of the pieces of legislations
(orders, decrees). Evaluation of the results achieved under the projects. Preparation of
report presented to the CertifyingAuthority.

ECOTEC Evaluator “Interim evaluation of Phare and Transition Facility programme in Bulgaria.” Carried
out the following evaluations:
“Evaluation of the Effectiveness of the On-Going Joint Small Project Fund Grant Schemes” –
evaluation of the effectiveness of the on-going grant projects in development of sustainable
cross-border partnerships and involvement of local and regional actors in cross-border co-
operation. Assessment was made on the level of involvement of partners from both sides of
the border with regard to project identification, management and funding and the capability of
local actors to develop and implement joint projects within the border region. Contribution of
the projects to identifying and addressing priority issues for co-operation in the cross-border
regions; The quality of the implementation arrangements (support to potential applicants,
project eligibility and selection criteria, size of the grants, duration of projects, CBC structures)
and their influence on the results of the implemented grant schemes was reviewed. “Relative
effectiveness of different types of grant schemes funded by Phare” -determination of the
effectiveness of grant schemes in different sectors: Social Development, Economic
Development, Regional Development and Environment and the lessons learned.. Based on
these conclusions, prepared recommendations for improvements to the design of grant
schemes that will be funded with post accession funds. “Evaluation of the effectiveness
and impact of water sector projects in view of fulfilment of the EU accession/or
membership obligations” – assessment of the effectiveness and impact of the support
provided for implementation of WFD in Bulgaria, including the impact to River Basin
Management Directorates (both institution building and investment) on their capacity to carry
out their responsibilities for implementation of WFD. The assessment resulted in a series of
conclusions on key factors that have influenced the Phare programme in supporting the

potential beneficiary, support to the beneficiary for finding Greek project partners,

documents both for the beneficiary and its partners. Developed the following projects:
Cross-border Research Center "Environment and Health” – Regional Inspectorate for
Environment and Health, Kardjaly (1 686 707 EUR) and Water Management and Flood
Protection in Trakiets village, Haskovo Municipality (598 316 EUR). Both projects were
approved for funding.

Assessment was made on the level of involvement of partners from both sides of the border with regard to project identification, management and funding and the capability of local actors to develop and implement joint projects within the border region. Contribution of the projects to identifying and addressing priority issues for co-operation in the cross-border regions; The quality of the implementation arrangements (support to potential applicants, project eligibility and selection criteria, size of the grants, duration of projects, CBC structures) and their influence on the results of the implemented grant schemes was reviewed. “Relative effectiveness of different types of grant schemes funded by Phare” -determination of the effectiveness of grant schemes in different sectors: Social Development, Economic Development, Regional Development and Environment and the lessons learned..
