3. Ø In our endeavor to analyze the problems in primary
healthcare and emerge with a pragmatic solution we
interviewed 22 Doctors of the Armed Forces(paramilitary and
other defence doctors ).
Ø VIEWS-All the doctors of Armed Forces agreed to continue
their practice in civil sector with one condition that they expect
to have great support from their professional colleagues and
alleviate the extra pressure from their shoulders.
Ø We also interviewed 17 civil doctors including 3 C.M.Os.
Ø VIEWS-Monetary Incentives are not at par with their
expenses and they also have very less allowances to work at
the primary level.
4. I. Recruit the doctors of the Armed Forces in
civil sectors for 2 years after their retirement
age of 58.
II. Employ the local youth with ANM & GNM, and
B.Sc & M.Sc degrees as medical assistants.
III. Increase the retirement age of government
employees from 60 to 62.
IV. Increase the number of medical seats
and decrease the cost incurred in medical
education.
5. ¨ The Doctors working for Armed
Forces, Paramilitary and all
other defence forces retire at
the age of 58 years. The civil
doctors retire at the age of 60.
¨ We can recruit these armed
force’s doctors in civil public
healthcare centres at the tertiary
level to extract the best out of
their age-old experience and
qualifications at the upper level.
¨ Recruit the new upcoming
batches of doctors in the
primary level for 2 years so that
they get enough experience
as well to render service at the
upper level and in a way we
have able qualified physicians
at the PRIMARY LEVEL as well.

7. ¨ Next, every year we have 50k+ and 80k+
AUXILARY NURSE MIDWIFERY and
GENERAL NURSING & MIDWIFERY pass
outs respectively, and in addition many B.Sc
and M.Sc grads who pass out and remain
unemployed.
¨ We can employ the local youths of the above
qualifications as medical assistants .
8. ¨ By recruiting the Doctors of Armed Forces
in civil healthcare sector for an additional 2
years after their age of 58, we can tap these
expertise in the upper levels of medical care.
¨ Moreover, we can recruit the new youthful
batch of doctors in the primary level and they
can also get enough experience at the same
time , we get qualified physicians at primary
level and a better set of experienced doctors
for the near future.
9. ¨ By employing the local youth with ANM & GNM
degrees, and B.Sc & M.Sc degrees, we would not
only increase the mobility of the action by creating
awareness among local people towards primary
healthcare and also affect their fickle mindsets
and eradicate superstition , but also REDUCE the
UNEMPLOYMENT.
¨ By increasing the number of MEDICAL SEATS,
there would be an increase in the number of
Medical Forces. Also , by reducing the cost
incurred in medical study, we would fill the gaps
of the missing incentives and attract more aspiring
students to pursue Medical study.
10. ¨ Surveys & Interviews with 39 doctors and
Medical Officers.
