The membership of the National Association of State Boating Law Administrators supports nearly every strategy and tactic identified in the USCG’s National Recreational Boating Safety Strategic Plan.
This session provides an overview of five targeted grant projects now underway with focus on the planned deliverables for each.
The full grant titles are: • Implementing the RBS Strategic Plan: Standardize Statutes and Regulations • Conduct Staged Boating Collision • Advancing Boater Education and Training: The ‘Spring Aboard’ National Boater Education Campaign (Including Skill-Program Conformity Assessment and Evaluation Phase II) • National Recreational Boating Safety Boating Accident Investigation Courses • BUI Detection and Enforcement Training Courses and BUI Awareness and Enforcement Campaign: Operation Dry Water
2. Why NASBLA?
No other organization exists like NASBLA that brings together nationally the state
recreational boating safety agencies for standardization and reciprocity.
In the Strategic Plan of the National Recreational Boating Safety Program 2012-2016,
NASBLA was named an implementing partner in 42% of the strategies.
The states are named as implementing partners in 34% of the strategies.
Together, NASBLA and the states are THE major contributors to the implementation
and success of the National RBS Program.

3. The Grant
The grant is to partner with and support the states, the U.S. Coast Guard and the
recreational boating safety (RBS) community in implementation of the Strategic Plan
of the National Recreational Boating Safety Program. NASBLA accomplishes this by:
Fostering measurable standardization and reciprocity among state boating safety
statutes and regulations and how they are administered and enforced, especially
with respect to accident reporting, boater education, and life jacket wear
requirements. This is accomplished by developing policy solutions and products.

4. The Committees
enhance uniformity and reciprocity of boating safety efforts among jurisdictions;
provide forums to encourage uniformity, reciprocity, closer cooperation and
assistance in developing, administering, and enforcing state laws and regulations
pertaining to boating safety;
encourage sufficient patrol and other activities to ensure adequate enforcement of
state boating safety laws and regulations;
facilitate an adequate USCG-recognized state boating safety education program;
enhance maintenance of USCG-approved vessel numbering system; and
strengthen implementation of a USCG-approved marine casualty reporting system.

This grant provides funding for committee staff time, for travel for committee
members to attend their respective late winter/early spring meetings, and for other

Department of Game & Inland Fisheries
NASBLA will outfit two boats with remote
control / measurement equipment

21. What is Operation Dry Water?
Operation Dry Water (ODW) is a year-round boating
under the influence awareness and enforcement
campaign.
Mission: Reduce the number of alcohol- and drug-
related accidents and fatalities through increased
recreational boater awareness and by fostering a
stronger and more visible deterrent to alcohol use on
the water.
Year-round Outreach & Awareness
Heightened Awareness & Enforcement Weekend:
Three day crackdown on boating under the influence.
Takes place annually near the 4th of July holiday - a
holiday known for drinking and boating, and deadly
accidents.
