Community members stand to gain or lose the most from SDG's, but do they have the tools to be active participants in the process? Hear practical examples of how others have empowered citizens to raise their voices concerning SDGs and accountability. 2. Introduction to Actionaid
- We’re an international organisation, working with over 15
million people in 45 countries for a world free from poverty
and injustice.
- We help people use their own power to fight poverty and
injustice. Because that’s how real change happens – for
families, for communities, for whole societies.
- We work with communities, people’s organisations, women’s
movements, groups and networks, social movements and
other allies to overcome the structural causes and
consequences of poverty and injustice.
- We prioritise the leadership of women and young people,
especially those living in poverty and exclusion.
3. How we will contribute to change
- Our Theory of Change
- Building power from below - our long term work in communities
to achieve social justice, gender equality and poverty
eradication. We work from the household level to local,
national, regional and international levels.
- Empowerment of people living in poverty and exclusion is
crucial. Active and organised people develop and drive
change; which will transform power when led primarily by
those who are directly affected, and by individuals committed
to deepening democracy and achieving social justice.
- Guided by feminist and human rights based principles and
approaches, we seek to influencing and shifting power (e.g.
The denial of women’s rights is largely founded in patriarchal
norms embedded in most traditions and religions.
4. Our Theory of Change - cont.
-To strengthen the power of people to drive structural change. This
includes advocacy, campaigning and policy influencing to engage
with power structures from local to global.
-Change is not linear, and opportunities to drive social change,
advance alternatives and resist injustice open up at different
moments. Different contexts will require different strategies & we
are prepared for key moments for social transformation when they
arise, guided by our long-term rootedness in communities and by
working closely with people’s organisations, social movements and
other allies to hold government accountable
-Learning and generating alternatives (e.g. knowledge from below,
and specifically from the experiences of communities and allies we
work with, in collaboration with centres of learning, to deepen our
understanding of how change happens.)
5. COMMUNITY LED ACCOUNTABILITY
(“Six steps for SDG Accountability”)
- This pilot has followed a methodology known as the “Six program
steps for SDG Accountability”, which was developed by 11 countries
and TCDC at a workshop in Arusha in May 2017.
- Pilot was done in 4 countries, Kenya, Nigeria, Tanzania and Vietnam
Overall Political Goal of our project
Citizens are actively participating in holding governments to account for
delivery of commitments under the SDGs.
Specific purpose/Objectives:
a) Community voices on implementation of SDGs and effect on their
livelihoods are heard at local, national and international spaces.
b) To pilot a citizen-led accountability and monitoring approach geared
towards empowering communities (building on existing R-A and
accountability work)

15. Progress Made and practical evidence from the
community
• ActionAid through Chamwino LRP Organized a two day
Community Empowerment workshop
• The workshop attracted 40 community representatives; men,
women and youth who represented Farmers, CSOs, Elected
representatives and Small Business holders.
• The purpose of the workshop was to facilitate a learning and
information sharing on SDGs ,engage community members to
analyze policy gaps, and develop key demands for effective
implementation of SDGs 5,8 and 16.
• The Community Empowerment Workshop which was held in
Chamwino (Pilot LRP) is one of the six steps model of Action Aid
that were agreed to be followed by the AA countries when
engaging on SDG monitoring.
• This workshop is one of the necessary events that form the basis
for the information collection and the process for the compilation
of the general report.
16. Why Community Empowerment
• Life hardships of the majority of Tanzanians exist even today
despite the existence of pro-poor policies, political promises,
commitment and international instruments
• People living in poverty are marginalized in the mainstream
economy and decision making-This is the reality
• It is important to empower community members to be able to
monitor the implementation of SDGs so as to amplify voices
and hold their governments (Both central and LGAs )
accountable
• To facilitate the community to link local policies and promises
and the international instruments particularly the Sustainable
Development goals(SDGs)
• To sensitize or mobilize the citizens to identify gaps and
challenges related to implementation and monitoring of SDGs.
• To gather the opinions of community members on what should
be done at Local, National and international levels so as to
attain a better life for Tanzanians and the world at large.
• It is one of the Six steps propounded and followed by the
Action Aid in the monitoring of SDGs

Demands
1. Amendment of the Marriage Act of 1971 which allows a girl of 14
years of age to be married.
2. Men who abandon their families by leaving a burden of economic
hardship to women and kids be punished
3. Enforcement and land laws to safeguard girl child and women’s
land/inheritance rights
4. Government recognize and value domestic works done by women
and provide incentives to women
5. Government modify the education system to offer entrepreneurship
skills which will prepare youths for self employment.

20. Results from the application of six steps
- As a continuation of the six step during the launch
of 16 days of activism community in Chamwino
eared the voices originated from the charter of
demand
- As a result of this the District Commissioner for
Chamwino District Ms Vumila Nyamonga
instructed all the regional commissioner and
responsible officers in all the district of Dodoma to
ensure that they engage themselves in fight
against VAW/VAC within Dodoma
- She committed to be in a frontline in ensuring that
all the perpetrator of the VAW/VAC are hold
accountable for their actions.
