SPECIAL ORDINANCE NO. 01-2021
A BARANGAY SPECIAL ORDINANCE (SO) TITLED “BARANGAY MEMORIAL DAY”, A DAY TO
REMEMBER, HONOR, COMMEMORATE AND TO KEEP AN ‘ETERNAL MEMOIR’ OF ALL
DECEASED ELECTED BARANGAY OFFICIALS
WHEREAS, The Barangay is the smallest Local Government Unit in our Political System;
WHEREAS, pursuant to RA 7160 also known as An Act Providing For A Local Government
Code Of 1991 each Sangguniang Barangay is composed of the Punong Barangay and eight
(8) Kagawads including Sangguniang Kabataan Chairman;
WHEREAS, Barangay Officials served their people with dignity and to the best of their
ability;
WHEREAS, honorarium was not in the candidates mind for, clear and defined benefits and
privileges came only under LGU Code 1991;
WHEREAS, it is just and fair that we recognize all deceased elected Barangay Officials, by
organizing an Annual Special Day for them, in grateful appreciation and recognition of their
valued contribution to the development and progress of Barangay Centro in particular and
to the City of Mandaue in general;
WHEREFORE, on motion of Kagawad Estanislao G. Sanchez, Jr., and duly seconded in
“Masse” by the members of the SB of Centro, hereby ordains that:
Section 1. The last working day of October each year, hereby declared as “Barangay
Memorial Day” (BMD) in Barangay Centro, Mandaue City;
Section 2. A Special Committee of three (3) persons designated by PB, will be created to
take charge of this BMD Celebration;
Section 3. The following deceased elected barangay officials shall be, posthumously
honored on the first BMD
