Dr. Heikki A. Laurila is an experienced Datawarehouse, Business & Location

CGI EXPERIENCE
European Union (EU) scientific tender programs for remote sensing and
Earth Observation (EO) satellite systems – dates (01/2013 - present)
In 2013-2014, I was involved in several EU/ESA (European Space Agency) funded
bid proposals and tender bids, especially writing the scientific proposal parts of the
tender bids with the Finnish Geodetic Institute (www.fgi.fi ) and Agrifood Research
Centre Finland (www.mtt.fi )using new generation of ESA/Copernicus Sentinel
optical and SAR (Synthetic Aperture Radar)/microwave and Galileo/GPS satellite
constellations.

1. I was involved in writing the scientific part of the "AO7663 ESRIN/AO/1 -7
63/13/I-AM 'Earth Observation Services for World Bank Projects - Integrated River
Basins Management in Turkey" with total budget of 200 kEur for the tender.
2. I was involved in writing the scientific part of the with the CGI/UK (Space) unit
review of EU/ESA/JRC (Joint Research Centre) MARS bid JRC Crop Forecasting,
Lot 4 (http://ted.europa.eu/udl?uri=TED:NOTICE:86048-2014:TEXT:EN:HTML).
The total budget of the tender was 950 kEur.
3. I was involved in writing the scientific part of the "AO/1-7829/14/I-NB - ESA
EOEP-4 Data User Element Innovators III" pioneering innovative Earth Observation
products and services bid together with the Finnish Geodetic Institute (www.fgi.fi )
and OP-Pohjola Insurance Group (www.op.fi ) with the title "Integrated Solution to
Assess and Verify Crop Yield Damages and Losses for Finnish Insurance
Companies using Copernicus Sentinel and other satellite data" proposal. The total
budget of the tender was 300 kEur.
4. I was involved in writing the scientific part of the EU funded Opal Life+ bid "ACTION C.2 Yield gap analyses &
Land Use Optimization Tool using EU Copernicus new Sentinel Earth Observation satellite constellation, link:

(www.mtt.fi ), METLA (www.metla.fi ), RKTL (http://www.rktl.fi ) and Finnish Geodetic Institute (www.fgi.fi ) submitted
to EU, the tender total budget was over 1M Eur.
5. I was involved in writing EU bid Future cities "AO7974 Space Applications in Support of Future Cities" preparation
& review using ESA/Copernicus Sentinel, Galileo/GPS and laser scanning Lidar data with co-operation with
CGI/Estonia and CGI/UK offices and with total budget of 300 kEur for the tender.

Cloud based crop insurance application for crop loss and damage estimation for Finnish insurance companies using

Environmental and Agriculture & Forestry Research (MTT Agrifood Research www.mtt.fi ) – dates (10/2013 to
01/2014)
As a GIS developer conducted the spatial analysis for VEHMAS MTT research project analysing the future irrigation
needs with climate change effects in Finnish agricultural land parcels. The analysis tools consisted of ESRI ArcGIS
Advanced Geospatial, map algebra and Python scripts with MAVI (www.mavi.fi , Finnish Agency for Rural Affairs)
IACS/FLPIS (Integrated Access Control System/Finnish Land Parcel Identification System) digitized agricultural field
parcels containing over 1 million parcels.
Forestry sector (METLA, www.metla.fi ) – dates (02/2013 to 09/2013)
As a Postgres and Geoserver (geoserver.org/) database developer using PostgreSQL (www.postgresql.org ),
QuantumGIS (www.qgis.org ) and FME (www.safe.com) softwares on the METLA (Finnish Forest Research Institute)
Field Experimental database system, I was developing the core functions for the METLA Field Experimental
database system enabling the basic database operations for METLA database combined with Eclipse based Udig
(udig.refractions.net/ ) GIS development .
Pilot project for TeliaSonera 3G and 4G Mobile Networks with 3D modelling and using LIDAR/laser scanning
data (http://www.teliasonera.com/ ) – dates (01/2013 to 02/2013)
As a 3D Lidar/laser scanning modeler, I was involved in a TeliaSonera pilot project for modelling the 3D LIDAR point
cloud data with FME (www.safe.com ) and LASSTOOLS ((http://www.cs.unc.edu/~isenburg/lastools/) softwares. During
the pilot 3D modeling, a 3D cloud point model around 3G/4G/GSM mast was created to study the penetration of
3G/4G signal through different wall materials in high buildings within a 10 km radius.
Web service address directory for EDSA (www.europeandirectories.com/) – dates (11/2012 to 01/2013)
As a Postgres database developer using PostgreSQL (www.postgresql.org/ ) and FME (www.safe.com) softwares on
the EDSA (www.europeandirectories.com ) web-based address directory service, I developed and updated the
EDSA directory address database using PostgreSQL, Perl and FME scripts.
Forestry sector (Metsähallitus, Administration of Forests in Finland, www.metsa.fi ) – dates (02/2011 to
10/2012)
As an Oracle 11g, SAS Datawarehouse and FME (www.safe.com) developer on the Metsähallitus (www.metsa.fi)
web-based renting service project for forest areas owned by Metsähallitus, I especially developed the database of
the renting service application.
Energy sector (Fortum Gisela GIS system, www.fortum.com ) – dates (02/2010 to 02/2011)
As an ESRI (www.esri.com ) ArcGIS, Oracle 11g, SAS Datawarehouse and FME (www.safe.com) developer on the
Fortum Gisela GIS system project for maintaining Fortum’s power plants located on major rivers in Finland and
Sweden, I maintained and updated the data model of the Gisela GIS system and developed the underlying database
system maintaining the power plants in Finland and Sweden.
Insurance sector (Fennia Insurance system, www.fennia.fi ) – dates (10/2009 to 01/2010)
As an Oracle 11g, SAS Datawarehouse (www.sas.com ) developer on the Fennia TIA (The Insurance Application,
www.tiatechnology.com/) project, I especially developed the reporting system conversion of the SAS Datawarehouse
interconnected with the Oracle based TIA system.

I was involved in writing the scientific part of the with the CGI/UK (Space) unit review of EU/ESA/JRC (Joint Research Centre) MARS bid JRC Crop Forecasting, Lot 4 (http://ted.europa.eu/udl?uri=TED:NOTICE:86048-2014:TEXT:EN:HTML). The total budget of the tender was 950 kEur. 3. I was involved in writing the scientific part of the "AO/1-7829/14/I-NB - ESA EOEP-4 Data User Element Innovators III" pioneering innovative Earth Observation products and services bid together with the Finnish Geodetic Institute (www.fgi.fi ) and OP-Pohjola Insurance Group (www.op.fi ) with the title "Integrated Solution to Assess and Verify Crop Yield Damages and Losses for Finnish Insurance Companies using Copernicus Sentinel and other satellite data" proposal. The total budget of the tender was 300 kEur. 4. I was involved in writing the scientific part of the EU funded Opal Life+ bid "ACTION C.2 Yield gap analyses & Land Use Optimization Tool using EU Copernicus new Sentinel Earth Observation satellite constellation, link: http://ec.europa.eu/environment/life/toolkit/pmtools/life2014_2020/index.htm " with MTT Agrifood Research (www.mtt.fi ), METLA (www.metla.fi ), RKTL (http://www.rktl.fi ) and Finnish Geodetic Institute (www.fgi.fi ) submitted to EU, the tender total budget was over 1M Eur. 5. I was involved in writing EU bid Future cities "AO7974 Space Applications in Support of Future Cities" preparation & review using ESA/Copernicus Sentinel, Galileo/GPS and laser scanning Lidar data with co-operation with CGI/Estonia and CGI/UK offices and with total budget of 300 kEur for the tender.   • 2. cgi.com - 2 - Banking and Insurance (OP-Pohjola Group, www.op.fi, www.pohjola.fi ) – dates (01/2014 to 06/2014) As a GIS developer for a pilot project with POC (Proof of Concepts) phase using ESRI ArcGIS cloud services: A Cloud based crop insurance application for crop loss and damage estimation for Finnish insurance companies using optical and SAR Earth Observation satellite imagery data was developed. Environmental and Agriculture & Forestry Research (MTT Agrifood Research www.mtt.fi ) – dates (10/2013 to 01/2014) As a GIS developer conducted the spatial analysis for VEHMAS MTT research project analysing the future irrigation needs with climate change effects in Finnish agricultural land parcels. The analysis tools consisted of ESRI ArcGIS Advanced Geospatial, map algebra and Python scripts with MAVI (www.mavi.fi , Finnish Agency for Rural Affairs) IACS/FLPIS (Integrated Access Control System/Finnish Land Parcel Identification System) digitized agricultural field parcels containing over 1 million parcels. Forestry sector (METLA, www.metla.fi ) – dates (02/2013 to 09/2013) As a Postgres and Geoserver (geoserver.org/) database developer using PostgreSQL (www.postgresql.org ), QuantumGIS (www.qgis.org ) and FME (www.safe.com) softwares on the METLA (Finnish Forest Research Institute) Field Experimental database system, I was developing the core functions for the METLA Field Experimental database system enabling the basic database operations for METLA database combined with Eclipse based Udig (udig.refractions.net/ ) GIS development . Pilot project for TeliaSonera 3G and 4G Mobile Networks with 3D modelling and using LIDAR/laser scanning data (http://www.teliasonera.com/ ) – dates (01/2013 to 02/2013) As a 3D Lidar/laser scanning modeler, I was involved in a TeliaSonera pilot project for modelling the 3D LIDAR point cloud data with FME (www.safe.com ) and LASSTOOLS ((http://www.cs.unc.edu/~isenburg/lastools/) softwares. During the pilot 3D modeling, a 3D cloud point model around 3G/4G/GSM mast was created to study the penetration of 3G/4G signal through different wall materials in high buildings within a 10 km radius. Web service address directory for EDSA (www.europeandirectories.com/) – dates (11/2012 to 01/2013) As a Postgres database developer using PostgreSQL (www.postgresql.org/ ) and FME (www.safe.com) softwares on the EDSA (www.europeandirectories.com ) web-based address directory service, I developed and updated the EDSA directory address database using PostgreSQL, Perl and FME scripts. Forestry sector (Metsähallitus, Administration of Forests in Finland, www.metsa.fi ) – dates (02/2011 to 10/2012) As an Oracle 11g, SAS Datawarehouse and FME (www.safe.com) developer on the Metsähallitus (www.metsa.fi) web-based renting service project for forest areas owned by Metsähallitus, I especially developed the database of the renting service application. Energy sector (Fortum Gisela GIS system, www.fortum.com ) – dates (02/2010 to 02/2011) As an ESRI (www.esri.com ) ArcGIS, Oracle 11g, SAS Datawarehouse and FME (www.safe.com) developer on the Fortum Gisela GIS system project for maintaining Fortum’s power plants located on major rivers in Finland and Sweden, I maintained and updated the data model of the Gisela GIS system and developed the underlying database system maintaining the power plants in Finland and Sweden.
