About the Health Finance and Governance Project
The Health Finance and Governance (HFG) Project works to address some of the greatest challenges
facing health systems today. Drawing on the latest research, the project implements strategies to
help countries increase their domestic resources for health, manage those precious resources more
effectively, and make wise purchasing decisions. The project also assists countries in developing robust
governance systems to ensure that financial investments for health achieve their intended results.
With activities in more than 40 countries, HFG collaborates with health stakeholders to protect families
from catastrophic health care costs, expand access to priority services – such as maternal and child
health care – and ensure equitable population coverage through:
• Improving financing by mobilizing domestic resources, reducing financial barriers,
expanding health insurance, and implementing provider payment systems;
• Enhancing governance for better health system management and greater accountability
and transparency;
• Improving management and operations systems to advance the delivery and effectiveness
of health care, for example, through mobile money and public financial management; and
• Advancing techniques to measure progress in health systems performance, especially
around universal health coverage.
The HFG project (2012-2018) is funded by the U.S. Agency for International Development (USAID) and
is led by Abt Associates in collaboration with Avenir Health, Broad Branch Associates, Development
Alternatives Inc., the Johns Hopkins Bloomberg School of Public Health, Results for Development
Institute, RTI International, and Training Resources Group, Inc. The project is funded under USAID
cooperative agreement AID-OAA-A-12-00080.

Kerry Pelzman
Deputy Assistant

Kerry Pelzman is a Senior
Foreign Service Officer
with 30 years of experience in public health, two-
thirds with USAID. She has served in six USAID
missions, covering health, education, and capacity
development, including in South Africa, Afghanistan,
India, Iraq, the Regional Mission for Central Asia,
and Russia. Prior to joining USAID in 1998, Kerry
consulted on international health issues, worked
to implement a family planning program in Togo,
managed public health education programs for the
New York City Department of Health, and served
as a U.S. Peace Corps Volunteer in Mauritania. She
holds a B.A. from Yale University and an MPH from
the University of Michigan’s School of Public Health.
Kelly Saldaña
Director, Office of Health
Systems, USAID Bureau
for Global Health
Kelly Saldaña has over 15
years of experience in public
health administration and international development.
She has served in a variety of roles within USAID,
including most recently as deputy director of the
Office of Infectious Disease, and previously with the
Bureau for Latin America and the Caribbean. She
has led a wide array of health programs throughout
her career, including the Haiti earthquake response
and USAID’s Zika response. She also developed
the agency’s approach for “Acting on the Call,”
through a report published annually the past four
years to demonstrate the work being done by
USAID and its partners to end preventable child
and maternal deaths. Ms. Saldaña holds an MPH
and an MPIA from the University of Pittsburgh.

Susna De is the
Senior Program Officer for Health Systems
Strengthening at the Bill & Melinda Gates
Foundation. In previous positions, she served
as Health Systems Strengthening Team Lead
with USAID Tanzania, as System Strengthening
and Capacity Development Advisor with USAID
Namibia, and as a Senior Associate with Abt
Associates. Susna holds an MPH from the George
Washington University and an MSc in Neurology
and Neurosurgery from McGill University.

Leulseged Ageze
Chief of Party, Ethiopia
Leulseged Ageze has worked on health sector
reform issues for 10 years. He has supported the
introduction and expansion of health insurance in
Ethiopia, promoting revenue retention and utilization
and strengthened governance at the facility level and expanding the
evidence base for health financing decision-making. He has over 25 years
of experience in strategic planning, appraisal, and the monitoring and
evaluation of policy, programs, and projects for both government and
bilateral development agencies in Ethiopia. Prior to joining Abt Associates,
Leulseged held senior positions in various Ethiopian government institutions.
He holds a B.A in economics from Addis Ababa University and an M.S. in
development and project planning from the University of Bradford, U.K.
Gafar Alawode
Chief of Party, Nigeria

Gafar Alawode leads the HFG team in Nigeria, working
at both the federal and state level. Under his leadership,
HFG Nigeria collaborated with the State Agencies for the
Control of AIDS and the Strengthening Integrated Delivery of HIV/AIDS Services
project to develop resource mobilization strategies in several states. During the
2017 State Council on Health, HFG Nigeria was honored for its contribution to
health financing reforms and support towards the implementation of the Lagos
State Health Scheme. Under Gafar’s guidance, HFG Nigeria has also partnered
with the National Tuberculosis and Leprosy Control Programme to implement
a mobile-based technology that drastically shortened the TB reporting period,
resulting in faster patient diagnosis and referrals to treatment. Due to its success,
the solution has been adopted by nearly 300 TB facilities across the country.
Gafar completed his Doctor of Medicine and Surgery in Nigeria and earned an
M.Sc. in tropical medicine from the Liverpool School of Tropical Medicine.
Nicole Barcikowski
Director of Country Programs
Nicole Barcikowski plays a central role achieving the HFG
field program’s objectives within the various portfolios.
Through cross-cutting contributions to overall country
programs, she supports the definition of objectives
and the design and alignment of technical strategies and implementation
approaches. She also oversees the project’s quality assurance processes. Nicole
brings over 20 years of experience developing, implementing and managing
public health teams, organizations, and programs in Asia, Africa, Latin America,
and the U.S. From 2008 to 2012, she served as the director of country programs
for the USAID-funded Health Systems 20/20 Project, a predecessor to the
HFG project. Prior to that, she worked as a senior technical advisor for HIV and
OVC programs at World Vision and with the USAID Child Survival and Health
Grant Programs. She holds a M.A. in international health from Ohio University.
Sara Bennett

Sara Bennett directs the development of the global
health systems research agenda in collaboration
with USAID, and works to build the capacity of local
and regional organizations to conduct health systems research. Sara has
studied a wide range of health system issues, including health financing,
health markets, human resources for health, and the impact of global health
initiatives on health systems. She is director of the Dr.PH. program at the
Johns Hopkins Bloomberg School of Public Health and an associate professor
in the school’s Health Systems Program. She serves as the chief executive
officer of the Future Health Systems consortium, co-editor of the journal
of Health Policy and Planning, chair of the Joint Health Systems Research
Committee (Wellcome Trust/MRC/DFID/ESRC), and former chair of Health
Systems Global. She earned her Ph.D. at the London School of Economics.

Catherine Connor
Deputy Project Director
Catherine Connor brings more than 30 years of
experience in the domestic and international health
fields, working with governments, NGOs, the private
sector, and bilateral and multilateral agencies in Africa,
Latin America, and Asia. She is a leader in health system strengthening, with
a focus on health financing. Catherine has managed and delivered technical
assistance in health sector reform and system strengthening on several global
USAID projects. Previously, she consulted on banking and management in
Brazil and, in the US, directed a hospital-based program coordinating all
health and social services for homebound elderly through a grant from the
Robert Wood Johnson Foundation and a contract with Medicaid. Catherine
holds an MBA with a concentration in health care management from Boston
University and a B.A. in health education with an emphasis on community
health and program planning from San Francisco State University.
Nassim Diaz
Chief of Party, Dominican Republic
Nassim Diaz leads HFG’s efforts to support the
Government of the Dominican Republic and other
institutions in the country to develop a comprehensive
financial sustainability strategy for the national
HIV and AIDS response. Nassim brings more than 15 years’ experience
working as a project manager for multilateral organizations, including
the World Bank and the International Development Bank. Nassim holds
a BA in industrial engineering from the Technological Institute of Santo
Domingo and an MBA from Barcelona and Nottingham Trent University.
Sophie Faye
Associate
Sophie Faye provides economic and costing support
to various HFG activities. Her expertise includes
efficiency analysis of health care delivery systems;
costing of health institutions, programs, and insurance
schemes; program evaluation; and costing of human resources for health
production. Sophie has country experience in Cote d’Ivoire, Democratic
Republic of Congo, Ethiopia, Haiti, Senegal, and Zambia. She holds a
master’s degree in economics with a concentration in labor economics
from Cheikh Anta Diop University in Senegal and a Ph.D. in economics
with a concentration in health from Suffolk University in Boston.
Bob Fryatt
Project Director

Bob Fryatt brings 25 years of background in public
health and social policy, with background in low,
middle-, and high-income countries and in NGO,
government, and multilateral settings in Asia, Africa, and Europe. He has
worked with donor agencies including USAID, the U.K. Department for
International Development (DFID), and the World Bank. He has also served
as an adviser to the South African Ministry of Health and coordinated the
International Health Partnership and the High-Level Taskforce on Innovative
Financing for Health Systems at the World Health Organization. Bob
holds a Medical Doctorate in economics and tuberculosis control from
the University of London and a master’s in public health medicine from
London University, and is a fellow of the U.K. Faculty of Public Health.
Laura Guyer
Senior Organizational Development
Specialist and Program Facilitator
Laura Guyer has over 25 years of experience providing
training and training management services in multicultural
environments. She specializes in the design of professional
training programs and all aspects of organizational development, focusing on such
areas as designing and facilitating stakeholder events; strengthening leadership
and management skills, communication skills, and performance management;
and executive coaching. Her clients include USAID, the U.S. Department
of State, the United Nations Development Programme, the United Nations
Population Fund, the Consultative Group on International Agricultural Research,
the World Bank, the Jane Goodall Institute, the University of Witwatersrand-
Johannesburg, the Bill and Melinda Gates Foundation, and Canada’s International
Development Research Centre. Laura holds a M.A. from Butler University.

Ted Hammett
Chief of Party, Vietnam
Ted Hammett leads HFG’s partnership with the Vietnam
Ministry of Health and Vietnam Social Security on
the transition from an HIV response largely funded
by international donors to one operated and funded
by the Government of Vietnam, including integration of HIV treatment
clinics into the public health system, centralized local procurement of
antiretroviral drugs, and expansion of social health insurance coverage and
reimbursement of HIV services through the social health insurance fund.
Ted has led projects providing evaluation, policy analysis, and technical
assistance in public health and criminal justice. In Vietnam, he led an innovative
project to reduce cross-border HIV transmission in northern Vietnam and
southern China from 2001-2009 and served as chief of party for the USAID-
funded Health Policy Initiative task order from 2008-2012. Ted holds a B.A.
from Harvard College and a Ph.D. in history from Brandeis University.
Mursaleena Islam
Country Manager, HFG Bangladesh
Mursaleena Islam leads HFG’s work to support
integration of health financing and governance to
strengthen the health system for universal health
coverage (UHC). In this capacity, she collaborated with
USAID/Bangladesh on a health financing and UHC assessment that led to the
design of a country program to improve governance capacity, advocacy, and
action for UHC. She is also working closely with the Health Economics Unit at
the Ministry of Health and Family Welfare in Bangladesh on a proposed plan
for repositioning the unit in the context of UHC, and supporting technical
analysis based on Bangladesh’s Health Care Financing Strategy. A senior
economist, Mursaleena has over 18 years of experience in health systems,
health financing, and monitoring and evaluation. On the USAID-funded Health
Systems 20/20 project, she coordinated the publication of the Health Systems
Assessment Approach: A How-To Manual. She previously served as the
senior specialist for health systems at Gavi, the Vaccine Alliance. Mursaleena
holds a B.A. in economics from the Massachusetts Institute of Technology,
an M.A. in economics from Syracuse University’s Maxwell School, and a
Ph.D. in economics from the University of Illinois at Urbana-Champaign.
Stephen Musau
Principal Associate
Steve Musau is a Chartered Accountant with more than
30 years’ experience in management consultancy and
audit in the private and public sector. He focuses on
strengthening public financial management, health
financing, and conducting cost analyses of health services. He has extensive
experience working with public and Non-Governmental Organizations
providing financial management systems design and performance
improvement technical assistance. His country experience includes: United
Kingdom; Kenya; Tanzania; Uganda; Eritrea; Ethiopia; South Sudan; the
U.S., Namibia; Botswana; Rwanda, and many others. Musau received his
accountancy qualification with the Institute of Chartered Accountants
in England & Wales in 1985 and was admitted into Fellowship in 1997. He
received his B.Com. in Accounting from the University of Nairobi.
Fred Rosensweig
Capacity-Building Advisor
Fred Rosensweig serves as home office country manager
for HFG programs in Guinea and the Democratic
Republic of Congo and provides support for other
programs with capacity-building components, including
in Bangladesh, Burundi, Haiti and Mali. Fred is an organizational development
and training specialist with over 35 years of experience working on capacity-
building activities in developing countries. He has worked extensively in the
areas of health systems strengthening; water, sanitation, and hygiene; and local
government strengthening. Specific areas of expertise include institutional
assessments, the design and implementation of capacity-building activities,
and the use of participatory processes to gain increased involvement and
commitment of key stakeholders. He previously served as the capacity
building team leader under the USAID-funded Health Systems 20/20
project. Fred holds an M.A. from the University of California, Los Angeles.
