QUALIFICATIONS Mr. Jakobsen has a long experience in customs procedures; value
added tax (VAT), excise duties and computerisation of customs and
VAT procedures. He has gained profound experience in both
theoretical and practical matters from his work for the Danish
Customs and Tax Administration, the European Commission and
the World Bank. Since 1991, he has been involved in consultancy
and gained wide experience in advisory work as a result of working
with customs and tax administrations in Eastern Europe, Africa and
Asia.
He has built up considerable experience in the following
fields:
- Analysis of customs and tax administrations, their
organisation, legislation (VAT, customs and excise
legislation), procedures working methods, etc.
- Design of automated customs procedures
- Design of automated VAT procedures.
He is used to working in internationally based teams with experts
having a different background, and throughout a project to establish
and maintain good human relations with both the experts from the
team as well as the representatives from the administrations of the
countries working with him.

EXPERIENCE RECORD
Danish Customs and Tax Administration, 1968 - present
Mr. Jakobsen started working with the Danish Customs at the
customs house in Kolding in 1968 and in 1971 he moved to the
customs house in Odense.
Since 1972 he has been working with the Directorate of Customs,
now the Central Customs and Tax Administration.
Between 1972 and 1977 his responsibilities in the Headquarters in
Copenhagen included dealing mainly with excise enquiries,
authorisations and liability decisions and to a lesser extent similar
work on VAT. He has also been involved in the preparation of
regulations and the writing of guidelines on excise duties and
procedures.
In 1976 he represented the VAT and Excise Department in a
committee who examined the possibilities for the introduction of
excise duties in Greenland.
He has been in charge of the Customs Library from 1977 to 1985
where he gained experience in purchasing, budget control and
categorisation.

3. In 1985 he returned to headquarters work to concentrate on customs
procedures. While working with customs procedures, he has taken
part in the project development and the implementation of a
computer based summary declaration system (goods registration
system), subsequently he has been responsible for the administration
of the goods registration system which included negotiation and
preparation of new legislation; reviewing and changing procedures;
and co-operation with other Departments e.g. Ministry of
Agriculture.
Furthermore, he has worked with import, export and transit
procedures, and at various times been teaching at the Customs
Training College in excise duties and customs procedures.
Mr. Jakobsen has prepared regulations, guidelines and user manuals
for the local customs houses as well as guidelines for customs
clearing agents and importers on goods registration and clearance
for home use, etc.
From 1989 to 1991 he represented Denmark in the Customs Co-
operation Council (now the World Customs Organisation) meetings
in Brussels concerning customs control and standardisation of
procedures. He has also taken part in EC-meetings concerning
import procedures and the use of the Single Administrative
Document from January 1st 1993.
In June 1990 and August 1998 he went to the United Kingdom in
order to study UK-customs procedures (European Community -
Matthaeus exchange).
From November 1991 to March 1994 member of a Danish/French
customs expert team, which prepared reports on the customs
systems in Romania, Estonia, Latvia and Lithuania for the European
Union (Phare-programme). The reports consisted of a pre-feasibility
study, a description of the current customs administration,
regulations and procedures, a solution study for the implementation
of new computerised customs procedures (transit operations,
clearance for home use, export procedure and other procedures
based on the Kyoto Convention and in compliance with EU-
legislation, organisation, staff, etc.) and the use of IT in the daily
administration and a final report with the selected method of
approach.
From March to April 1994 member of a World Bank Team, which
prepared an assessment of a customs computerisation, project in
Kenya.
From October 1994 to September 1995 member of the Danish VAT
expert team whose aim was to provide policy advice in the review
and design of a new VAT-system for Uzbekistan with special
emphasis on a feasibility study for the computerisation process of
the VAT-system and to prepare a proposal for a bridging project
before funding of the computerisation project (Tacis-programme).
From July 1995 to the end of 1995 member of a team of Danish
experts whose aim was the design of an IT Strategic plan for the

4. Ministry of Finance of Slovenia financed by the European Union
(Phare-programme).
From January 1996 to the end of 1997 the secretary for the meetings in
the Danish/Russian Steering Committee, the Council and Minister
Meetings in the pilot project for the Computerisation of the State Tax
Inspection of St. Petersburg. A new technical platform and a new
enterprise registration system, a VAT-system, an accounting system,
control facilities, statistics, reporting, etc. were included in this project.
From May 1997 to the end of 2000 member of the Danish Steering
Committee concerning the Danish/Baltic Sector Programme for the
Customs and the Tax Administrations in Estonia, Latvia and
Lithuania and the Joint Programme Group for each of the three
countries in this matter.
April 1998 member of a team of Danish experts, whose aim was to
provide advice in the review of the Lithuanian Customs’ Drug Dogs
Service.
From September 1998 to November 1998 member of a team of
Danish experts, whose aim was to provide policy advice in the
review and design of a new Central Business Register for Estonia
financed by the Danish/Baltic Sector Programme.
From October 1998 to October 1999 member of a Danish customs
expert team, whose aim was to assist in the preparation of a new
Customs Information System for Greece.
From March 1999 to December 2004 member of the
Danish/Russian Steering Committee in a Data Entry Project for the
Computerisation of the St. Petersburg and Leningrad Area
Administration of Taxes and Duties.
From August 2000 to May 2003 member of the Danish/Slovenian
Steering Committee concerning Modernisation of the Slovene Tax
Administration (DURS).
September 2000 member of a team of Danish experts whose aim
was to provide technical and administrative advice to the Estonian
Customs Administration in the implementation process of a new
Alcohol Excise Duty Act for Estonia and the take over of the
administration and control of this excise duty from the Tax
Administration. The activity was financed by the Danish/Baltic
Sector Programme.
From October to December 2001 member of a Danish customs
expert team, whose aim was to assist in the implementation of a new
Customs Information System for Cyprus.
From January 2002 to June 2004 member of a Danish customs
expert team, whose aim is to assist in the implementation of a new
Customs Information System for Malta.
