(CNCC) a bhunaigh an Rialtas agus é de

The National Treatment Purchase Fund
(NTPF) is an independent statutory agency
established by Government with the primary
aim of providing faster treatment for public
patients. The mission of the NTPF is to
reduce the amount of time public patients
are on hospital waiting lists for surgery by
offering choice in obtaining ACCESS TO
TREATMENT promptly, safely and to a high
standard of patient satisfaction.

2009 was another year of progress for the National
Treatment Purchase Fund (NTPF). It was a year that
produced further resul ts in rel ation to those patients
waiting l ongest for surgical procedures, i t was during
2009 that we treated our 150,000t h
patient and it was
the year that witnessed more inroads being made i n
achieving greater value for money.
I am pleased to report that the NTPF facilitated
al most 29,000 public patients l ast year by providing
them wi th faster treatment. It was possible to provide
the full range of surgery without the need to send any
of these patients outside Irel and. In addition, the
NTPF was mandated to negoti ate prices which the
State will pay for long term elderly care under the
Nursing Homes Support Scheme. Known as the “Fair
Deal” scheme, negotiations were completed with 440
private nursing homes so that a start-up date of 27t h
October, 2009 was achieved.
The Board and management of the NTPF set out to
treat the longest waiters on surgi cal wai ting lists
during 2009. At end 2007, there were 4,637 patients
waiting for surgery for over twel ve months while at
the end of 2008 the comparable figure was 1,576. At
end 2009 this figure was 719, which was up from an
all time low of 477 patients at end November, 2009.
Routi ne audit of wai ting list data shows that at least
60% of the current cohort reported as waiting l ongest
are actually not actively waiting for treatment. This
suggests that basic administration/housekeeping of
lists needs to be more robust in some hospi tals. For
those who are activel y waiting it begs the question
why a small number of patients, representing less
than 0.1% of those treated cannot be accommodated.

The Board is conscious of its obligations in securing
val ue for money. For the NTPF it also means that the
lower the price the more patients that can be treated.
In the provision of hospi tal care there is an added
onus on the NTPF to provide value for money without
compromi sing on quality and standards. The advent of
new pri vate hospi tals in recent years has opened the
market for purchasers and has enabled more

Access for public patients to consultants at out-patient
clinics for their initi al consultation is one of the
current bottlenecks in our hospi tal system and in
many ways mirrors the issues in elective in-patient
surgery when the NTPF was first established. While
our invol vement in this area has been limited, over
the years 2005 to 2009, more than 82,000 patients
have been contacted via the NTPF and offered
appointments at out-patient clinics. I would like to see
improved access for public patients to out-patient
clinics and I am sure much more can be achieved in
this area.
While 2009 was a challenging year in many ways,
much progress can be reported. In concl uding I would
like to thank the Minister for her conti nued support. I
would like to acknowledge the assistance provided by
the Department of Health & Children. Fi nally to the
Board of the NTPF, it has been a pleasure to work with
you and to the staff of the NTPF, thank you.

It is also no secret that as the funding allocated to
the NTPF has grown, so too has its ability to seek
greater savings from hospitals through greater volume
discount purchasing and further income opportunities
for the private sector. Ninety-five percent of NTPF
funding is expended on direct patient care and we are
anxious that this ratio is maintai ned and improved
upon i f possible. We will continue to look at ways of
getting the most from the taxpayer funds made
available to us. Value for money is also one of our
core objectives in our negoti ations with private
nursing homes under the nursi ng homes support
scheme. It goes without sayi ng that the more value
obtained in the nursing homes sector, the more places
can be funded under the Fai r Deal and the quicker
persons who no longer requi re acute care can be
discharged from our hospitals into a more appropriate
setting.

The NTPF has always maintai ned that it i s not the
number of people wai ting but the length of time they
have to wai t, that is the cri tical factor. The reason
the NTPF was established was to shorten the waiting
time for public patients and to secure for them quicker
access to surgery. I am pleased to say that at end
2009 the medi an waiting time in Ireland for medi cal
and surgical patients was down to two and a half
months.
W a i t i n g T i m e
Throughout 2009 as with every other year, the focus
of the work of the NTPF has been improvi ng access to
treatment for public patients who have been waiting
longest. We ai m to provide access to high quality
care that patients find acceptable and that represents
good value for money. Patients have told us again in
2009 that they are very sati sfied wi th the treatment
offered to them under this ini tiative.
P a t i e n t s
2009 activi ty targets agreed for i n-patient procedures,
out-patient consultations and radiology tests were
achieved and are set out in the statistics section of
this report. Extra demands pl aced on the NTPF during
the year were such that it was not possible to meet all
of them. It is no secret that more cases could have
been facilitated i f funding permitted. However, this
was not possible and as a sign of the times we live in,
activi ty had to be trimmed back further to the 10%
reduction in the budget received.
F a i r D e a l
A c t i v i t y
In 2009 the NTPF recei ved new responsibilities under
Section 40 of the Nursing Homes Support Scheme Act,
2009, otherwise known as “Fair Deal”. The NTPF is
mandated to negoti ate prices which the State will pay
private nursing homes in respect of long term elderly
care. In the lead up to the commencement day, the
NTPF concluded individual agreements with
approximately 440 pri vate nursing homes. It was also
necessary to defend a challenge to proposed NTPF
timelines in the High Court. The negotiation of prices
with the pri vate nursing homes is now an ongoing
part of the NTPF remit.

Among our primary targets for 2010 are to continue to
achieve a high level of patient sati sfaction, to
continue to get patients treated more qui ckl y and to
maintai n high quality standards of care for NTPF
patients. In 2009 a l ot of our time was focused on the
longest waiters, i.e. those patients waiti ng more than
twelve months on in-patient waiting lists for surgery.
In co-operation with public hospitals much was
achieved i n thi s area. It is time to move on and to
lower the barrier further in relation to the longest
waiters. In the current economic climate it is even
more important to continue to stri ve for greater value
for money. We therefore need to obtai n more acti vity
for the funding provided while at the same time not
compromi sing on the quality of care. In 2010 we
propose to facilitate 30,000 patients. Once again I
would like to thank all the NTPF liaison personnel i n
the various hospi tals around the country and
acknowledge the good work they do in the i nterests of
patient care. I would like to say thank you to the
Board of the NTPF for their assistance and guidance
during 2009. I also wish to acknowledge the work of
the staff of the NTPF.

W a i t i n g L i s t M a n a g e m e n t P o l i c y
In December 2009 a new nati onal policy for the
management of in-patient and day case waiting lists i n
public hospi tal s, supporting the Patient Treatment
Register was launched. This policy was devel oped to
enable consistent management of in-patient, day case
surgical and medical waiting list data in the public
hospital system. The policy was developed in
conjunction with the Health Service Executive and the
Department of Health & Children. It is the
responsibility of each individual hospi tal to implement
this policy and to manage its wai ting lists accordingly.

The Board sets the strategic direction and overall
policy for the organisati on and is responsible for the
general control of the organisation and works to
ensure that good management structures and practices
are in pl ace. The Board delegates to it’s sub-

The Patient Care Team can report a challenging and
producti ve year for 2009. The core functi ons for the
team remained constant – to operate, manage and
devel op all NTPF patient rel ated processes in pursuit
of our remit to provide faster access to safe treatment
for those public patients wai ting longest for surgery.
While our core functions remained unchanged the
strategy, structures and processes underlyi ng our
activi ties conti nued to be reviewed and refined i n line
with our corporate priorities and in order to remain
“fit for purpose”.

While the targets set throughout 2009 in terms
of patient care were met there are a number of
items that merit specifi c menti on:
• In August 2009 the NTPF facilitated the
treatment of i t’s 150,000th patient, Mr John
Keegan, from the Midlands who had been
waiting 6 months for a urology procedure. Mr
Keegan kindly agreed to speak with the medi a i n
order to highlight the NTPF option to the public.
By the end of 2009 almost 165,000 patients
have had access to faster treatment via the
NTPF.
• The Patient Care and Finance teams further
devel oped processes to continually achieve
val ue for money while ensuring quality of care.
• Internal team re-organisati on was undertaken in
order to maintain and deliver a consistent level
of servi ce within the current staff complement.

The Patient Satisfacti on Survey is an important
part of the NTPF quality assurance programme.
Our quality assurance programme is designed to
ensure that the care and treatment patients
recei ve under this initi ati ve is of a high
standard. Each patient who has been treated
recei ves a survey to complete. The NTPF
welcomes and values feedback from patients.

What patients say about the NTPF
Charlotte had been on the waiti ng list at Sligo
General Hospital for a knee procedure for 14
months when she contacted the NTPF Lo-call
line. Charlotte was referred to St Joseph’s
Hospital, Garden Hill and was treated within a
short number of weeks. Charlotte is now pain
free and through physiotherapy treatment, will
return to full mobility.
“I was in terrible pain, particularly when
driving. It was just wear and tear of the knee
joint but it was getting worse by the day. When
I was on the waiting list for more than a year, I
began to wonder whether I’d ever be seen. After
waiting so long, I couldn’t believe how quickly I
was called to Garden Hill once I contacted the
NTPF. And I was treated like royalty. I would
have no hesitation in saying to anybody on a
long waiting list they should contact the NTPF.

The National Patient Treatment Regi ster (PTR) is a
register of all patients on in-patient and day case
waiting lists in Ireland. The register collects, collates
and presents information received directl y from
hospitals electroni cally. Waiting times are published
monthl y on the PTR website which can be accessed on
www.ptr.ie. The NTPF also publishes detailed
analysis on wai ting lists twice yearl y through i ts
National Patient Treatment Register Report.

National Policy for the Management of
In-Patient and Day-Case Waiting List Data
Launched by the Minister for Health and Children
on 4t h
December 2009, the National Policy for
Management of In-patient and Day Case Wai ting List
Data is a manual of agreed defini tions and standards
for the management of i n-patient wai ting list data.
This new policy has been agreed by hospitals, the
National Hospi tal s’ Office, the HSE and i s endorsed by
the Department of Health and Children. It repl aces
the Jul y 2007 Guidelines. The PTR team run a training
and development programme on the new policy and
this is available to all hospi tal s.
Accurate and Consistent Reporting
The Review and Anal ysis program reviews the accuracy
of data presented to the Patient Treatment Register
and the adherence of hospitals to the nati onal policy
on the management of waiti ng list data.
• Waiting time information for 44 hospitals is
updated monthl y on the PTR Websi te www.ptr.ie
• National median wai ting time for patients at end
2009 was 2.5 Months
• The top 20 adult procedures have a medi an
waiting time of between 2-5 months
• 8 of the top 10 child procedures have a median
waiting time between 2-5 months
• Longest surgical waiters are down by 54% when
compared with 2008.
• 4 hospi tals nati onally account for hal f of those
patients waiting over 12 months for surgery*

In 2009 a sample of over 6,000 of the longest waiters
was examined. The results were as follows :-
• 38% - were awaiti ng administrative follow up
i.e. the patient had not responded to
correspondence from the hospital or had not
attended a scheduled appointment.
• 33% - were awaiting treatment including
patients who were reported, because of
clinical complexity, as being unsuitable for
referral and those who had declined an offer of
NTPF treatment.
• 29% - were not awai ting treatment and were
re-categorized i.e. these patients should not
have been listed as waiting as they had either
had treatment or were currentl y unsuitable for
treatment.

Summary Financial Information
• Achieving value for money remains a key
objective for the NTPF. In 2009 we conti nued to
work with private hospitals to maximise the
volume of patients that coul d be treated. If
particular treatment prices offered to the NTPF
by a hospital are higher than the market rate we
will source an al ternati ve supplier. Thi s means
that when and where it makes sense to do so
NTPF patients are steered to quality providers
that represent better value for money.
• This simple principle of “volume follows value”
has an additional posi tive consequence because
private hospitals can plan in a way that the
treatment price lowers as the volume of NTPF
authorised patient referrals increase.
• This means the NTPF can both negotiate volume
discount deals and conti nue to leverage the
effect of increases in capaci ty due to newer
private hospitals and clinics in Ireland. We h a v e
seen the impact of this approach with a 15%
reduction in the overall inpatient and day-case
average cost si nce 2006. At a time when
medical inflation over the same period was
increasi ng and our case profile remained
broadl y unchanged, thi s represents a very real
saving.
• Benchmarking is also an important i ngredient i n
making sure we get value for money. Prices
offered by hospi tals are subjected to a number
of tests incl udi ng comparison against pri ces for
similar treatments in other peer private
hospitals and, when publicly available, prices
paid by medical insurers. Pri ces are also
compared with public hospi tal average costs
(“casemix data”).
• Duri ng 2009 the Office of the Comptroller &
Audi tor General conducted an extensive three
month review of NTPF that i ncluded an
independent check on arrangements for the cost
effective procurement of treatments. His review
concluded that most procedures purchased by
NTPF from pri vate hospital s cost less than the
comparable public benchmark cost.

The NTPF’s admi nistration expenses remain relati vely
low at 5% of grant i ncome. Total admini stration
expenses for 2009 have also been maintained at 2008
levels even though addi tional costs were incurred as a
result of NTPF’s new role with nursing homes.
M a n a g i n g A d m i n i s t r a t i o n E x p e n s e s
Building on progress so far, we are looki ng forward to
working with hospitals and nursing homes in
continuing to achieve further value for money and
quality care.
L o o k i n g F o r w a r d t o 2 0 1 0
On the 3rd July 2009 the Minister for Heal th &
Children commenced sections 40 & 41 of the Nursing
Homes Support Scheme Act 2009. This legally enabled
the NTPF to negotiate and agree prices with private
and vol untary nursing home owners for the purposes
of the new nursi ng homes support scheme (“Fair
Deal”).
The NTPF has a speci fic remit wi thin this, HSE -
admini stered scheme. If the NTPF are of the view that
prices offered by a nursing home represent value for
money a pricing agreement i s reached with the nursi ng
home and in turn we provide the HSE with the relevant
pricing details.
Agreements were reached on prices with almost all
private nursing homes in the country before the
commencement of the scheme on 27th October 2009.
At the time of writing 440 (99%) private and voluntary
nursing homes have agreed prices wi th the NTPF. We
Are al so satisfi ed that the rates agreed compare
favourably with the average amounts paid by residents
and families prior to the commencement of the
scheme.

As always the NTPF is very conscious of patient safety
and in keepi ng with this Mrs. Murphy was the keynote
speaker at the Annual NTPF Symposium, held in
December. The Symposium brings together key people
from the public and private hospitals. The theme for
2009 was “Patient Safety”. Mrs. Murphy is a patient
advocate for patient safety and works with local, state
and international agencies (WHO) to promote safety.
The focus of her work is healthcare. The motivation
for her work came following the death of her son,
Kevi n, as the resul t of a medical error. Margaret’s
address on the day was both powerful and moving.
She tells the story of her son’s life and death to
promote the safety of others.

Mar thoradh ar an CNCC tá cóireáil tugtha do
bhreis is 164,449 othar (Nollaig 2009) agus
mar sin tá siad bainte de liostaí feithimh na
n-ospidéal poiblí. I gcás na n-othar siúd atá
ag fanacht le hoibríocht agus a bhfuil imní
orthu fúithi agus a roghnaíonn cóireáil a
fháil leis an CNCC, faigheann siad a
n-oibríocht nó gnáthamh SAOR in aisce.
Ní chuirfidh sé isteach ar bhealach ar bith ar
a dteidlíochtaí maidir le cártaí leighis agus
cabhraíonn an CNCC le hothair a theastaíonn
idir mórghnáthaimh agus mionghnáthaimh
uathu.
As a result of the NTPF 164,449 patients
(December 2009) have been treated and
thus removed from public hospital waiting
lists. For those patients who are waiting
and worrying about an operation and choose
to have their treatment with the NTPF, they
receive their operation or procedure FREE of
charge. Medical card entitlements are not
affected in any way and the NTPF helps
patients who require major as well as minor
procedures.

The National Treatment Purchase Fund (NTPF) is an independent statutory agency established by Government with the primary aim of providing faster treatment for public patients. It was a year that produced further resul ts in rel ation to those patients waiting l ongest for surgical procedures, i t was during 2009 that we treated our 150,000t h patient and it was the year that witnessed more inroads being made i n achieving greater value for money. I am pleased to report that the NTPF facilitated al most 29,000 public patients l ast year by providing them wi th faster treatment. It was possible to provide the full range of surgery without the need to send any of these patients outside Irel and. In addition, the NTPF was mandated to negoti ate prices which the State will pay for long term elderly care under the Nursing Homes Support Scheme. Known as the “Fair Deal” scheme, negotiations were completed with 440 private nursing homes so that a start-up date of 27t h October, 2009 was achieved. The Board and management of the NTPF set out to treat the longest waiters on surgi cal wai ting lists during 2009. At end 2007, there were 4,637 patients waiting for surgery for over twel ve months while at the end of 2008 the comparable figure was 1,576. At end 2009 this figure was 719, which was up from an all time low of 477 patients at end November, 2009. Routi ne audit of wai ting list data shows that at least 60% of the current cohort reported as waiting l ongest are actually not actively waiting for treatment. This suggests that basic administration/housekeeping of lists needs to be more robust in some hospi tals. For those who are activel y waiting it begs the question why a small number of patients, representing less than 0.1% of those treated cannot be accommodated. In the provision of hospi tal care there is an added onus on the NTPF to provide value for money without compromi sing on quality and standards. The advent of new pri vate hospi tals in recent years has opened the market for purchasers and has enabled more

While our invol vement in this area has been limited, over the years 2005 to 2009, more than 82,000 patients have been contacted via the NTPF and offered appointments at out-patient clinics. I would like to see improved access for public patients to out-patient clinics and I am sure much more can be achieved in this area. While 2009 was a challenging year in many ways, much progress can be reported. In concl uding I would like to thank the Minister for her conti nued support. It is also no secret that as the funding allocated to the NTPF has grown, so too has its ability to seek greater savings from hospitals through greater volume discount purchasing and further income opportunities for the private sector. Ninety-five percent of NTPF funding is expended on direct patient care and we are anxious that this ratio is maintai ned and improved upon i f possible. We will continue to look at ways of getting the most from the taxpayer funds made available to us. The reason the NTPF was established was to shorten the waiting time for public patients and to secure for them quicker access to surgery. I am pleased to say that at end 2009 the medi an waiting time in Ireland for medi cal and surgical patients was down to two and a half months. W a i t i n g T i m e Throughout 2009 as with every other year, the focus of the work of the NTPF has been improvi ng access to treatment for public patients who have been waiting longest. We ai m to provide access to high quality care that patients find acceptable and that represents good value for money. Patients have told us again in 2009 that they are very sati sfied wi th the treatment offered to them under this ini tiative. P a t i e n t s 2009 activi ty targets agreed for i n-patient procedures, out-patient consultations and radiology tests were achieved and are set out in the statistics section of this report. Extra demands pl aced on the NTPF during the year were such that it was not possible to meet all of them. It is no secret that more cases could have been facilitated i f funding permitted. However, this was not possible and as a sign of the times we live in, activi ty had to be trimmed back further to the 10% reduction in the budget received. F a i r D e a l A c t i v i t y In 2009 the NTPF recei ved new responsibilities under Section 40 of the Nursing Homes Support Scheme Act, 2009, otherwise known as “Fair Deal”. The NTPF is mandated to negoti ate prices which the State will pay private nursing homes in respect of long term elderly care. In the lead up to the commencement day, the NTPF concluded individual agreements with approximately 440 pri vate nursing homes. It was also necessary to defend a challenge to proposed NTPF timelines in the High Court. The negotiation of prices with the pri vate nursing homes is now an ongoing part of the NTPF remit. In 2009 a l ot of our time was focused on the longest waiters, i.e. those patients waiti ng more than twelve months on in-patient waiting lists for surgery. In co-operation with public hospitals much was achieved i n thi s area. It is time to move on and to lower the barrier further in relation to the longest waiters. In the current economic climate it is even more important to continue to stri ve for greater value for money. We therefore need to obtai n more acti vity for the funding provided while at the same time not compromi sing on the quality of care. In 2010 we propose to facilitate 30,000 patients. Once again I would like to thank all the NTPF liaison personnel i n the various hospi tals around the country and acknowledge the good work they do in the i nterests of patient care. I would like to say thank you to the Board of the NTPF for their assistance and guidance during 2009. I also wish to acknowledge the work of the staff of the NTPF. This policy was devel oped to enable consistent management of in-patient, day case surgical and medical waiting list data in the public hospital system. The policy was developed in conjunction with the Health Service Executive and the Department of Health & Children. It is the responsibility of each individual hospi tal to implement this policy and to manage its wai ting lists accordingly. Mr Keegan kindly agreed to speak with the medi a i n order to highlight the NTPF option to the public. By the end of 2009 almost 165,000 patients have had access to faster treatment via the NTPF. • The Patient Care and Finance teams further devel oped processes to continually achieve val ue for money while ensuring quality of care. • Internal team re-organisati on was undertaken in order to maintain and deliver a consistent level of servi ce within the current staff complement. Charlotte was referred to St Joseph’s Hospital, Garden Hill and was treated within a short number of weeks. Charlotte is now pain free and through physiotherapy treatment, will return to full mobility. “I was in terrible pain, particularly when driving. It was just wear and tear of the knee joint but it was getting worse by the day. When I was on the waiting list for more than a year, I began to wonder whether I’d ever be seen. After waiting so long, I couldn’t believe how quickly I was called to Garden Hill once I contacted the NTPF. And I was treated like royalty. I would have no hesitation in saying to anybody on a long waiting list they should contact the NTPF. I n t r o d u c t i o n National Policy for the Management of In-Patient and Day-Case Waiting List Data Launched by the Minister for Health and Children on 4t h December 2009, the National Policy for Management of In-patient and Day Case Wai ting List Data is a manual of agreed defini tions and standards for the management of i n-patient wai ting list data. This new policy has been agreed by hospitals, the National Hospi tal s’ Office, the HSE and i s endorsed by the Department of Health and Children. It repl aces the Jul y 2007 Guidelines. The PTR team run a training and development programme on the new policy and this is available to all hospi tal s. The results were as follows :- • 38% - were awaiti ng administrative follow up i.e. the patient had not responded to correspondence from the hospital or had not attended a scheduled appointment. • 33% - were awaiting treatment including patients who were reported, because of clinical complexity, as being unsuitable for referral and those who had declined an offer of NTPF treatment. • 29% - were not awai ting treatment and were re-categorized i.e. these patients should not have been listed as waiting as they had either had treatment or were currentl y unsuitable for treatment. In 2009 we conti nued to work with private hospitals to maximise the volume of patients that coul d be treated. If particular treatment prices offered to the NTPF by a hospital are higher than the market rate we will source an al ternati ve supplier. Thi s means that when and where it makes sense to do so NTPF patients are steered to quality providers that represent better value for money. • This simple principle of “volume follows value” has an additional posi tive consequence because private hospitals can plan in a way that the treatment price lowers as the volume of NTPF authorised patient referrals increase. • This means the NTPF can both negotiate volume discount deals and conti nue to leverage the effect of increases in capaci ty due to newer private hospitals and clinics in Ireland. We h a v e seen the impact of this approach with a 15% reduction in the overall inpatient and day-case average cost si nce 2006. At a time when medical inflation over the same period was increasi ng and our case profile remained broadl y unchanged, thi s represents a very real saving. • Benchmarking is also an important i ngredient i n making sure we get value for money. Prices offered by hospi tals are subjected to a number of tests incl udi ng comparison against pri ces for similar treatments in other peer private hospitals and, when publicly available, prices paid by medical insurers. Pri ces are also compared with public hospi tal average costs (“casemix data”). • Duri ng 2009 the Office of the Comptroller & Audi tor General conducted an extensive three month review of NTPF that i ncluded an independent check on arrangements for the cost effective procurement of treatments. His review concluded that most procedures purchased by NTPF from pri vate hospital s cost less than the comparable public benchmark cost. L o o k i n g F o r w a r d t o 2 0 1 0 On the 3rd July 2009 the Minister for Heal th & Children commenced sections 40 & 41 of the Nursing Homes Support Scheme Act 2009. This legally enabled the NTPF to negotiate and agree prices with private and vol untary nursing home owners for the purposes of the new nursi ng homes support scheme (“Fair Deal”). The NTPF has a speci fic remit wi thin this, HSE - admini stered scheme. If the NTPF are of the view that prices offered by a nursing home represent value for money a pricing agreement i s reached with the nursi ng home and in turn we provide the HSE with the relevant pricing details. Agreements were reached on prices with almost all private nursing homes in the country before the commencement of the scheme on 27th October 2009. At the time of writing 440 (99%) private and voluntary nursing homes have agreed prices wi th the NTPF. We Are al so satisfi ed that the rates agreed compare favourably with the average amounts paid by residents and families prior to the commencement of the scheme. The Symposium brings together key people from the public and private hospitals. The theme for 2009 was “Patient Safety”. Mrs. Murphy is a patient advocate for patient safety and works with local, state and international agencies (WHO) to promote safety. The focus of her work is healthcare. The motivation for her work came following the death of her son, Kevi n, as the resul t of a medical error. Margaret’s address on the day was both powerful and moving. She tells the story of her son’s life and death to promote the safety of others. As a result of the NTPF 164,449 patients (December 2009) have been treated and thus removed from public hospital waiting lists. For those patients who are waiting and worrying about an operation and choose to have their treatment with the NTPF, they receive their operation or procedure FREE of charge. Medical card entitlements are not affected in any way and the NTPF helps patients who require major as well as minor procedures.
