Gender-based violence prevention campaign Factsheet
On December 4, 2014, the International Rescue Committee (IRC) in South Sudan will launch
a community-based campaign to promote women’s empowerment and reduce gender-based
violence. Titled Respect & Respond: We can end violence against women, the campaign
centers on the message that the safety and empowerment of women is achieved by
community members coming together to protect and support those that have experienced
gender-based violence. The campaign will work with community members and police in Central
Equatoria, Western and Northern Bahr El Ghazal, and Lakes States.

Campaign concept
The concept for Respect & Respond was devised
during a social behavior change communications
workshop held with IRC and partners in June
2014. Using findings gleaned from a literature
review of GBV in South Sudan and extensive
focus groups with local community members,
workshop participants came up with target
audiences and messages that were then
rigorously tested with those audiences in the field.
Since this time, the IRC and partners in the
campaign have developed the implementation
plan, which focuses on multi-lingual radio
messaging spots and a drama series to be
produced by Eye Radio and Internews as
partners. Zain telecom has come onboard as a sponsor of a campaign hotline to be introduced early in 2015, as well as
targeted SMS messaging and SMS promotion of the radio series and expert panels and call-in programs.
Campaign objectives
As a result of the Respect & Respond campaign, we hope that more survivors of gender-based violence will seek
medical help following incidents, that community members will be more forthcoming with providing appropriate support
to survivors, and that more women are speak up when incidents occur. Listed below are some of the specific objectives
for each target group of the campaign.
• Elders and parents – Encouragement to assist survivors in seeking psychosocial help for gender-based violence
cases in their community.
• Police – Promote commitment amongst officers to respect and respond appropriately to GBV survivors.
• Women – Recognition that it is more beneficial to speak up about cases of violence than to stay silent.
Partners
Key partners on the campaign include the Ministry of Gender, Child and Social Welfare and the Women Development
Group of Western Bahr el Gazal. Other partners include several local and international NGOS.
