ARMY FLEET SUPPORT JOB DESCRIPTIONJob Title: Lean Airfield Job Number: Grade:CoordinatorDepartment: Quality FLSA Status: Risk Level:Reports to: Airfield Program Manager Schedule:Location: Various Locations Revision Date: 24 June 2010 Approved: Human Resources BASIC FUNCTION SUMMARYPerforms a variety of technical and administrative activities related to continuous improvement and theestablishment of quality standards, processes and measures. Provides technical support and assists in theareas of data management, statistical analysis, data collection, continuous improvement and reporting forassigned airfield. Works with airfield maintenance, the Office of Continuous Improvement (OCI), qualitycontrol, logistics, EH&S and training personnel to identify waste and variation reduction opportunities,promote continuous quality improvement, and develop appropriate procedures. Demonstrates continuouseffort to improve operations by decreasing cycle time, increasing throughput, and streamlining workprocesses, Works cooperatively and jointly to provide quality seamless customer service. Demonstratesknowledge of Lean, Six Sigma and Theory of Constraints (TOC) Methodologies (LSSTOC). ESSENTIAL DUTIES AND RESPONSIBILITIESCoordinates and synchronizes Lean, Six Sigma & TOC (LSSTOC) activities, goals and objectives withairfield management and the Office of Continuous Improvement.Collects, analyzes, interprets, and summarizes airfield Lean Six Sigma data in preparation for generation ofstatistical and analytical reports.Assist the Airfield Manager in the visual displays, monitoring and capturing data for LSSTOC projects atspecified airfield.Develops, maintains, and ensures quality control of databases and may assist in development andimplementation of measurement systems.Assess the quality of data, troubleshoots and corrects problems with data (e.g., inaccurate or missing data)Prepares charts and graphs to illustrate trends. Prepares PowerPoint presentations as needed.Implements evaluation activities, including data collection and preparing appropriate spreadsheets anddatabases.Provides technical support, direction, guidance, and instruction to personnel at designated airfield in theareas of LSSTOC data collection, management, and reporting. Monitors quality data tools and collects, evaluates, and prepares research and statistical data of LSSTOCairfield projects..
Identifies strengths and weaknesses in processing activities and make recommendations for improvement.Works to identify LSSTOC training needs and develop and tests procedures to improve the quality of workperformed.Provides back up expertise as needed.Ensures that policies are in accordance with evolving regulations, legal requirements, and industry trends.Reports all deviations from established policies or procedures, changes caused by the contractor, federal, orstate requirements, or non-compliance with regulations and changes that may impact on lean.Plays an active part in problem resolution, communicating LSSTOC plans to airfield management andpersonnel, and following up to ensure problems are resolved. Identifies and ensures customer requirementsare met, and assesses and analyzes data to determine customer satisfaction.Ensures summaries, analyses, reports, and other lean data necessary to determine compliance with theoverall maintenance effort, is submitted to the Office of Continuous Improvement.Performs miscellaneous job-related duties as assigned.Number of Personnel Supervised Exempt Non-Exempt Contract Total 0 0 0 0Number of Personnel Indirectly Supervised Exempt Non-Exempt Contract Total 0 0 0 0*As required by job classification QUALIFICATION STANDARDSThe incumbent must have a high school diploma or equivalent. The incumbent must have successfullycompleted formal training conducted by the U.S. Army or Armed Forces equivalent, or training coursesconducted by industry or civilian institutions in continuous improvement methods. The incumbent musthave a minimum of seven years experience in aviation maintenance and possess five years experienceworking in production. Two or more years experience managing/supervising personnel is required. ABachelors degree in a related field and five years experience in aviation maintenance is desired. Experiencein analyzing performance results, Six Sigma, LEAN, TOC or other performance enhancementmethodologies is desiredThe incumbent must have the background and aptitude to become proficient with various softwarepackages such as Excel, Access, PowerPoint, etc. He or she must have knowledge of researchmethodology, principles and procedures; and have the ability to design and implement systems necessary tocollect, maintain, and analyze data. The incumbent must be able to design and produce comprehensivecomputerized data queries and reports.The incumbent must possess leadership and management skills and must be highly motivated and have aproven track record demonstrating adaptability to change and the ability to respond to challenges in achanging environment. The incumbent must be able to communicate effectively with all levels ofemployees throughout the organization. He or she must also be able to develop and maintain strongworking relationships with internal and external customers. The incumbent must be able to meet anyGovernment/Company licensing/qualification requirements for the position and obtain the level ofIndustrial Security Clearance required by the Government.
The incumbent must be knowledgeable of problem solving techniques and have knowledge of ISO 9000Quality Management System. The incumbent must have excellent prioritization, organization, analyticaland decision-making skills. He or she must be able to define problems, collect data, establish facts, anddraw valid conclusions. The incumbent must be computer literate and proficient in Microsoft Office. PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONSPhysical Demands:This classification activity is usually accomplished in an office environment and as such requires the scopeof physical movements and postures normally associated with these activities. Typical physical demandsor activities include climbing, standing, bending, stooping, pushing, kneeling, reaching and walking. Maybe required to lift objects whose weight normally will not exceed 10 pounds. Special vision abilitiesrequired to perform this job are close vision, peripheral vision, color vision, depth perception and the abilityto adjust and focus.Work Environment:The working conditions are those of a normal office setting or environment, where there is little or nophysical discomfort.
