BASIC FUNCTION SUMMARY
Performs a variety of technical and administrative activities related to continuous improvement and the
establishment of quality standards, processes and measures. Provides technical support and assists in the
areas of data management, statistical analysis, data collection, continuous improvement and reporting for
assigned airfield. Works with airfield maintenance, the Office of Continuous Improvement (OCI), quality
control, logistics, EH&S and training personnel to identify waste and variation reduction opportunities,
promote continuous quality improvement, and develop appropriate procedures. Demonstrates continuous
effort to improve operations by decreasing cycle time, increasing throughput, and streamlining work
processes, Works cooperatively and jointly to provide quality seamless customer service. Demonstrates
knowledge of Lean, Six Sigma and Theory of Constraints (TOC) Methodologies (LSSTOC).
ESSENTIAL DUTIES AND RESPONSIBILITIES
Coordinates and synchronizes Lean, Six Sigma & TOC (LSSTOC) activities, goals and objectives with
airfield management and the Office of Continuous Improvement.
Collects, analyzes, interprets, and summarizes airfield Lean Six Sigma data in preparation for generation of
statistical and analytical reports.
Assist the Airfield Manager in the visual displays, monitoring and capturing data for LSSTOC projects at
specified airfield.
Develops, maintains, and ensures quality control of databases and may assist in development and
implementation of measurement systems.
Assess the quality of data, troubleshoots and corrects problems with data (e.g., inaccurate or missing data)
Prepares charts and graphs to illustrate trends. Prepares PowerPoint presentations as needed.
Implements evaluation activities, including data collection and preparing appropriate spreadsheets and
databases.
Provides technical support, direction, guidance, and instruction to personnel at designated airfield in the
areas of LSSTOC data collection, management, and reporting.
Monitors quality data tools and collects, evaluates, and prepares research and statistical data of LSSTOC
airfield projects..
3. Identifies strengths and weaknesses in processing activities and make recommendations for improvement.
Works to identify LSSTOC training needs and develop and tests procedures to improve the quality of work
performed.
Provides back up expertise as needed.
Ensures that policies are in accordance with evolving regulations, legal requirements, and industry trends.
Reports all deviations from established policies or procedures, changes caused by the contractor, federal, or
state requirements, or non-compliance with regulations and changes that may impact on lean.
Plays an active part in problem resolution, communicating LSSTOC plans to airfield management and
personnel, and following up to ensure problems are resolved. Identifies and ensures customer requirements
are met, and assesses and analyzes data to determine customer satisfaction.
Ensures summaries, analyses, reports, and other lean data necessary to determine compliance with the
overall maintenance effort, is submitted to the Office of Continuous Improvement.

QUALIFICATION STANDARDS
The incumbent must have a high school diploma or equivalent. The incumbent must have successfully
completed formal training conducted by the U.S. Army or Armed Forces equivalent, or training courses
conducted by industry or civilian institutions in continuous improvement methods. The incumbent must
have a minimum of seven years experience in aviation maintenance and possess five years experience
working in production. Two or more years experience managing/supervising personnel is required. A
Bachelors degree in a related field and five years experience in aviation maintenance is desired. Experience
in analyzing performance results, Six Sigma, LEAN, TOC or other performance enhancement
methodologies is desired
The incumbent must have the background and aptitude to become proficient with various software
packages such as Excel, Access, PowerPoint, etc. He or she must have knowledge of research
methodology, principles and procedures; and have the ability to design and implement systems necessary to
collect, maintain, and analyze data. The incumbent must be able to design and produce comprehensive
computerized data queries and reports.
The incumbent must possess leadership and management skills and must be highly motivated and have a
proven track record demonstrating adaptability to change and the ability to respond to challenges in a
changing environment. The incumbent must be able to communicate effectively with all levels of
employees throughout the organization. He or she must also be able to develop and maintain strong
working relationships with internal and external customers. The incumbent must be able to meet any
Government/Company licensing/qualification requirements for the position and obtain the level of
Industrial Security Clearance required by the Government.
4. The incumbent must be knowledgeable of problem solving techniques and have knowledge of ISO 9000
Quality Management System. The incumbent must have excellent prioritization, organization, analytical
and decision-making skills. He or she must be able to define problems, collect data, establish facts, and
draw valid conclusions. The incumbent must be computer literate and proficient in Microsoft Office.
PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONS
Physical Demands:
This classification activity is usually accomplished in an office environment and as such requires the scope
of physical movements and postures normally associated with these activities. Typical physical demands
or activities include climbing, standing, bending, stooping, pushing, kneeling, reaching and walking. May
be required to lift objects whose weight normally will not exceed 10 pounds. Special vision abilities
required to perform this job are close vision, peripheral vision, color vision, depth perception and the ability
to adjust and focus.
Work Environment:
The working conditions are those of a normal office setting or environment, where there is little or no
physical discomfort.
