Forwarding letter from USFFC FLTCM for emphasis and reinforcement on
what you and I and all of our fellow Chiefs have known since
day one of putting our anchors. Please send to all Chiefs and maximize
the discussion in each of your goatlockers.
Anticipate next letter to be on accountability and excellence on
Brilliant on Basics (BoB) and other command programs - again, theme
of Accountability should already be familiar from what Master Chiefs
heard at the last USFFC Master Chief call.
Within our own lifelines, we will roll with BoB assessment on ESG2 next
week - if you haven't already done so, ask that you verify compliance
with six Command Programs from attached NAVADMIN 043/08 (140017Z
FEB 08)
To assist in verification, resending you the following list of
references for the Command Programs specified in BoB navadmin.
-Sponsorship (OPNAVINST 1740.3C)
-Indoctrination (OPNAVINST 1740.3C, OPNAVINST 6100.2A, OPNAVINST
5100.12H)
-Career Development (OPNAVINST 1040.11C & NAVPERS 15878K)
-Mentorship (OPNAVINST 1040.11C)

Two additional areas of focus during the assessment will be on GMT/CPO
Training and Sexual Assault Prevention Response. There are
21 programs highlighted in USFFC's P4 that you first saw in Feb 2010
but we will put our initial focus on BoB (Sponsorship, Indoctrination,
Career Development, Mentorship, Ombudsman, Recognition), GMT/CPO
Training and SAPR.
Thanks for your leadership of our Strike Group Chiefs - appreciate all
that you do for the Flag Officers and all shipmates that we
are privileged to serve.

To the Chief Petty Officers of the Atlantic Fleet,
I wanted to take a minute to share a few words with you. First, I
would like to thank you for your many years of sacrifice and
service to our great Navy. You did not become Chief Petty Officers by
accident. To achieve this milestone in your careers, you
have proven yourselves to be exceptional mentors and deckplate leaders.
Today, we are part of the greatest Maritime Force that the world has
ever known. We did not achieve this status by accident;
our Navy today is the legacy we've been given by the service of Sailors
just like you over the past 234 years. We must continue to
honor that legacy and ensure we remain the most capable Navy in the
world by upholding our time tested, combat-proven standards at
the deckplates, mentoring our junior Sailors, and demonstrating the
leadership that our COs expect from us.
We are doing well - we are accomplishing our mission - but there is
still room for improvement. We cannot be satisfied with the
status quo.
I know we are operating at an accelerated pace, and have been doing
so for some time with less manpower and resources than we
would like - we're carrying a heavy load. But we are Navy Chiefs, and
we are the ones who are supposed to be able to carry the
heavy load! Sometimes we spend too much time worrying about the things
we cannot control and not enough on what we can control.
I believe in you and know what you can do. In your heart of hearts,
only you know if you are doing all you can to make a
difference to our Navy and our Sailors. You and I must lead in a
manner that our nation expects and demands of us.
Bottom line, you and I have a choice to make - we can either become
victims of our challenges or we can choose to embrace these
challenges and act to the limits of our authority and be the Chiefs the
Navy needs us to be.
I ask that you join me as a "Chief Petty Officer of Positive
Influence" and together we will fight the good fight.
