Adityanath has come of
age. Today
, the people’s lead-
er attains the magnificent milestone of
being the longest serving CM from the
Bhartiya Janata Party in UP
. In the last
four years, the CM has been at logger-
heads with adversaries in varied forms.
From his predecessors, he got as herit-
age, an Uttar Pradesh that was low on
confidence, riddled with criminal forc-
es and public mechanisms that were
dying a slow death.
Cometh March, 2017 and Yogi takes
charge as CM. Ever since then, feloni-
ous forces have flung the corridors of
the state, the government machinery
seems well overhauled and the state has
gained back the confidence it lost.
Be it the ease of doing business rank-
ings, or the five mega expressways, or
the upliftment of the poor at the grass-
roots, or taking government to people
in the remotest parts of the state, Yogi
has been one man who has stood rock-
solid with the people of his state.
He has a heart of gold which beats for
the poor and the destitute. Going with
the flow, it won’t be incorrect to say that
there are many more tenures up and
waiting for the saint from the land of
Gorakhnath Temple.

, then it becomes a
spiritual power” when he
launched the world’s larg-
est vaccination drive ear-
lier this year on 16 Janu-
ary. As India prepared it-
self to vaccinate its citi-
zens, there were several
skeptics who were quick to
point out that the attempts
to launch a vaccine pro-
gramme in India would be
fraught with corruption,
underhand dealing, and
overpricing of the vac-
cines. Some even thought
there would be a possibil-
ity of a black market and
the lack of transparency
in the entire process.
I can say this with great
pride and happiness that af-
ter two months of the vacci-
nation drive, India has suc-
cessfully inoculated 29.74 mil-
lion doses, and around 24.31
million people have received
the first vaccine dose. This
means that 1.26 million doses
are roughly administered
every day
. This data alone sig-
nifies that the vaccination
programme in the world’s
largest democracy has been a
huge success. As per the lat-
est reports from the Health
Ministry, roughly 3.39 crore
vaccine jab has been given
and more than 1 crore benefi-
ciaries aged over 60 years
were covered within a span
of just 15 days. India’s inocu-
lation drive is now the largest
in the world ahead of UK.
The government aims to
utilise up to 50 million dos-
es to provide jabs to 250
million priority group, at
least by end of July
. In the
first phase, the Healthcare
and Frontline workers
were prioritised, where by
mid February
, that is, with-
in a month since the drive
was launched, the govern-
ment was fully able to vac-
cinate 3.24 lakh workers.
In the second phase, as
many as 9,29,359 aged 45
and above with specific co-
morbidities and 55,99,143
beneficiaries more than 60
years old were given their
first dose, within the first
ten days since the start of
the second phase.
PM Modi’s decision to take
the vaccine on 1 March to
kick-start the next step in the
vaccination drive proved to
be hugely beneficial in curb-
ing the fake propaganda
spread by anti-vaxxers and
encouraged people to be vac-
cinated safely. This further
gave a boost to the vaccina-
tion drive. This proved criti-
cal in eradicating the fear
over the safety procedure
and hygiene standards.
Many people also raised
concerns over the safety of
the indigenous covid vac-
cine, ‘Covaxin’, developed
by Bharat Biotech. Those
concerns were finally laid
to rest as the Phase 3 trial
results demonstrate 81 per-
cent efficacy rate. Prime
Minister Modi and Exter-
nal Affairs Minister, S Jais-
hankar were administered
a jab of Covaxin, which
gave a sense of confidence
among those wary of it.
The relatively lucid and
straight forward procedure
to get the vaccine dose has, in
my opinion, hugely ensured
the success of the drive. A
well thought out plan and an
effective system in place are
the main reasons for the
smooth functioning of the
vaccination process, which is
otherwise a daunting and
challenging exercise.
In my city, Surat, the
Municipal Corporation ad-
ministered roughly 56,950
doses of vaccine to the
healthcare workers and
around 36,336 to frontline
workers. Citizens aged
above 60 years received
60,384 doses and those
above 45 years with co-
morbidities got 11,481
jabs. In my personal visits
to the health centres and
the civil hospital, people
had a positive mindset to-
wards the vaccine drive
and expressed relief upon
receiving the jab.
India’s global standing in
the world has received a boost
by its vaccine diplomacy
. As
the world’s largest vaccine
manufacturer,wehavesentas
many as 586 lakh doses to 71
countries in 55 days. Follow-
ing a truly internationalist
approach, the Indian govern-
ment provided vaccine free of
cost to all its neighbours as a
“goodwill” gesture. Around
80.75 lakh doses were export-
ed as gift, while 165.24 lakh
doses have been delivered as
part of Covax mechanism un-
der the aegis of the Global Al-
liance for Vaccines and Im-
munisation. Saudi Arabia,
Morocco , and Brazil are the
few countries that got vac-
cines as the rest of the world
scrambles for vaccine sup-
plies. This also strengthened
our position against China
and paved the way for India
becoming a superpower.
Indian vaccine diploma-
cy is what led to the Quad
vaccine initiative. The vac-
cine diplomacy will fur-
ther see an increase in the
upcoming months and na-
tions in need of vaccines
can soon get more doses as
India’s Gland Pharma pre-
pares to produce and sup-
ply 25 crores of Russia’s
Sputnik V doses. The Rus-
sian vaccine has an effica-
cy rate of 91.6 percent
which will help contain the
spread of the virus.
Theinexpensiverateof vac-
cine dose which is Rs.250 at
private clinics and hospitals
andotherwisefreeatthestate-
run health centre has mas-
sively contributed to India’s
triumph in the vaccination
campaign. The government’s
generous budget allocation of
Rs.35,000 crore to fully vacci-
nate 50 crore citizens will cov-
er the entire expenditure.
The government’s ambi-
tious vaccination drive
has confidently defied its
sharpest critics and placed
India on the world map
ahead of many developed
nations in successfully
overcoming challenges in
its fight against Covid-19.
As India and the rest of
the world looks forward to
once again return to the
normal, pre-pandemic
life, it is heart-warming to
see conscientious citizens
and NGOs come forward
to work with the govern-
ment to defeat this deadly
virus. As a citizen, dedi-
cated to serve the people
of my country, I would
like to thank each and eve-
ryone who stepped up and
helped fellow Indians dur-
ing the lockdown and who
continue to play an active
role in society.

ducation has
emerged as one
of the most con-
sequential cas-
ualties of the
pandemic. According to
estimates from UNESCO,
around 1.6 billion students
across more than 190 coun-
tries were forced out of
school at the peak of the
crisis.
In higher-income coun-
tries, school closures have
disproportionately harmed
students from socioeco-
nomically disadvantaged
backgrounds, raising con-
cerns about the long-run
implications for learning
and earnings inequality.
There is a visible and wid-
eninggapbetweenstudents
with educated parents and
access to computers and
the internet, and those
lacking such resources.
But the picture is even
bleaker in low-income set-
tings. In 2019, the World
Bank estimated that 53% of
children finishing primary
school in low- and middle-
income countries (and as
many as 80% in some low-
income countries) still
could not read and under-
stand a simple text. In light
of these findings, the bank
introduced a new concept:
“learning poverty
.”
Along the same lines, the
2018 World Development
Report found that in Kenya,
Tanzania, and Uganda,
three-quarters of third-
grade students could not
read a basic sentence such
as “The name of the dog is
Puppy
.” In rural India,
three-quarters of third-
grade students could not
solve a two-digit subtrac-
tion problem such as 46 – 17.
Worse, these learning
deficits seem to persist de-
spite impressive growth in
average years of schooling
in the past two decades, and
despite higher enrollments
in primary and secondary
education in most coun-
tries. Simply put, more
schooling has not translat-
ed into more learning. And
this divergence has become
so large in some settings as
to invite warnings of a
global “learning crisis.”
As my co-authors and I
show in a recent study, this
alarming pattern is not
confined to a handful of
poor countries; it is typical
of many middle- and low-
income countries. Simi-
larly, a recent study by the
Center for Global Develop-
ment documents learning
differences between high-
and low-income countries
that are much larger than
differences in years of
schooling would predict.
The middle of a pandem-
ic may seem like an inop-
portune time to tackle a
learning crisis, especially
in countries lacking fiscal
resources,butthelong-term
costs of the current educa-
tion gap are too large to ig-
nore. So, what can be done?
A strategy for tackling
the learning crisis must in-
clude two components.
First, policymakers in
countrieswithlowlearning
levels must be persuaded to
placeahighpriorityonedu-
cation. This may seem obvi-
ous, but education’s crucial
role in enabling economic
growth and development is
not always so apparent to
those who control the re-
sources.Governmentsoften
prioritize investments in
physical infrastructure
over investments in people.
Whereas roads and bridges
yield fast, tangible returns,
and often can help politi-
cians get re-elected, the re-
turns on education tend to
materialize only over the
long run – and usually after
the government that spear-
headed them is gone.

LONGEST SERVING BJP CM IN UP
CM Yogi will break the record
of longest serving chief min-
ister in UP after completing
four years in office on Friday.
He took over as CM in March
2017 after the BJP come to
power in Uttar Pradesh with a
thumping majority.
His list of achievements is
long but he faces several
challenges when he enters
into fifth year ahead of 2022
UP assembly polls. So far the
saffron leader has managed
to turn the challenges into
opportunities and silenced
most of his critic.
His first challenge come from
his own constituency Gora-
khpur in August 2017 when
more than 60 children died
due to disruption in oxygen
supply at the BRD Medical
College. He came down heav-
ily against those responsible
for the tragedy and subse-
quently also managed to
contain the Encephalitis which
caused the death of hundreds
of children since the past four
decades
He pushed forward the state’s
economy with Investors Sum-
mit, Defence Expo
His biggest challenge which
later also turned out be his
biggest achievement was
the Corona Pandemic. Covid
hospitals were set up within
days and the safety protocols
were strictly enforced dur-
ing the lockdown. 1.75 lakh
Covid leds. Contact tracing
of about 16 crore people was
done.

decreased by 59.70 per cent
in 2019 as compared to 2016,
there was a decrease of 47.09
per cent in murder cases in
the same period.
By adopting a policy of zero
tolerance towards crime
and corruption, the police
system has been immensely
improved. Crime figures
have dropped to a consider-
able extent. While dacoity
cases decreased by 59.70
percent in the year 2019 as
compared to 2016, there was
a decrease of 47.09 percent
in murder cases in the same
period.

Mumbai: Maharashtra
on Thursday recorded
25,833 new coronavirus
cases, the highest one-
day spike since last
March when the first
coronavirus infection
was detected.
It took the caseload to
23,96,340, said a health
official. With 58 fatali-
ties, the death toll
jumped to 53,138. The
earlier record was 24,886
cases, reported on Sep-
tember 11 last year.
On Thursday, 12,764
patients were dis-
charged from hospitals,
the highest in single
day this year.
The total of recover-
ies now stands at
21,75,565. There are
1,66,353 active cases in

‘RAKHI’ ORDER
The Supreme Court on Thursday
set aside a judgment of the Madhya
Pradesh High Court wherein it had
asked a man, who was accused of
sexual assault, to get a “rakhi” tied on
his wrist by the victim as a prerequisite
condition of bail. While setting aside
the order, the bench of Justices AM
Khanwilkar and Ravindra Bhat issued di-
rections to be followed by lower courts
while dealing with bail petitions in mat-
ters relating to crimes against women.

New Delhi: Toll booths
across the country and
the long wait there will
soon become a thing of
the past, Union minis-
ter Nitin Gadkari told
parliament on Thurs-
day. Instead, there will
be GPS-based system
that will track cars and
levy charges accord-
ingly. Once the system
becomes operational, it
will lead to seamless
movement of vehicles
across the country, add-
ed the minister, who
started trending on
Twitter soon after.
“I want to assure the
House that within one
year, all physical toll
booths in the country
will be removed,” Gad-
kari said in Lok Sabha.
“Toll money will be
collected based on GPS
imaging,” he said, add-
ing that the system will
be in place within year.
In December, Gadkari
had promised a “toll
nakamuktBharat(India
devoid of toll barriers)”.
The GPS system will
be obtained with the
help of Russia and the
toll charges will be di-
rectly deducted from
theuser’sbankaccount,
the minister had said.
In February, Gadka-
ri’s ministry had made
automatic toll plaza
payment system FAST-
ag mandatory
. The gov-
ernment had said the
system would help pro-
mote digital payment of
fees, reduce waiting
time and fuel consump-
tion, and provide for a
seamless passage
through fee plazas.
The Transport Minis-
try had mandated
FASTag in “M and N”
categories of vehicles.
“M” category stands for
a vehicle with at least
four wheels used for
carrying passengers.
Category “N” stands for
a vehicle with 4 wheels
used for carrying goods
as well as passengers.
Those who don’t in-
stall FASTag in their
vehicles or have a tag
that does not work will
have to pay twice the fee
for the category of the
vehicle they are driv-
ing, the government

Chief secretary RK Ti-
wari has issued de-
tailed guidelines in
this connection to the
officers.
The Chief Minis-
ter, while enumerat-
ing achievements of
four years of his gov-
ernment on Friday, is
also scheduled to roll
out action plan in the
run up to the 2022 as-
sembly elections.
Functions would
also be organised at
the district level
which would include
short film, song,
booklet and exhibi-
tion about govern-
ment’s achievements.
The district magis-
trates have been asked
to nominate one nodal
officer for these func-
tions to be held at the
assembly constituen-
cies. Similarly, certifi-
cates, golden cards and
tri-cycles will also be
distributed to some
beneficiaries under
various welfare pro-
grammes. A 64-page

in Uttar Pradesh, the
Yogi Adityanath gov-
ernment is sending a
proposal to the Union
Health Ministry for al-
lowing vaccination of
people in the 18-45 age
group and to withdraw
the mandatory comor-
bidity provision for 45-
60 age group. After a
thorough discussion,
the state Health Minis-
ter Jai Pratap Singh has
directed his depart-
ment to prepare a pro-
posal in this regard to
seek the Centre’s nod.
This comes as the state
is staring at the second
wave of COVID-19 out-
break. Under the pro-
posal, permission will
be sought from the Cen-
tre to open COVID-19
inoculation between
the age-group of 18-45,
particularly to those
who are having hyper-

Lucknow: UP STF has arrested three members of
inter-state drug peddling gang and recovered 1.21
quintal hemp from them. The STF, acting on tip-off
police team intercepted suspected vehicle, recov-
ered 1.21 quintal illegal hemp worth Rs 25 lakh
from the vehicle and arrested Bhim Singh, Munna
and Abhay Chauhan. During interrogation ar-
rested accused told police that illegal hemp was
coming from Malkhan Giri jungle, Orrisa to Kan-
nauj and Abhay Chauhan distributed it to others.
Barabanki: Barabanki, A 70-year-old man raped
a 13-year-old girl in his house after abducting her.
The accused lured her for Rs 10 and sexually
abused her. After registering case against accused
police have arrested him. Pankaj Singh, circle of-
ficer, Ram Sanehi Ghat here said that accused
Babu alias Gama was arrested within one hour of
the complaint. When he was trying to molest her,
locals reached at his house and rescued the victim.

has given instruc-
tions to maintain
tight vigil in view of
Covid-19 and said that
the increase in the
rate of corona infec-
tion in many states is
a warning to all. He
asked the officials to
maintain an effective
monitoring system of
prevention and treat-
ment in the state to
keep Corona infec-
tion in check.
The UP CM was re-
viewing the unlock sys-
tem at a high-level
meeting at Lok Bhawan
on Thursday. He said
that Corona testing
should be conducted at
full capacity
. At least 45
percent of the total Cov-
id test conducted by
various methods should
be done daily with RT-
PCR method, he
stressed.
Effective measures
should be taken to in-
crease the RTPCR test
to 50 percent in the
total daily test, he fur-
ther stated while issu-
ing instructions that
the system of rapid
antigen tests at rail-
way stations, airports
and bus stations be
made more effective.
The Chief Minister
reiterated that dedi-
cated Covid hospitals
should be kept func-
tional in all the dis-
tricts. It should be
ensured that Integrat-
ed Command and
Control Centre works
actively, while under-
lining the need and
importance of
strengthening the sys-
tem of contact trac-
ing, he commented.
CM Yogi said that in
the coming days, a large
number of people will
come to various public
places including mar-
kets in view of festivals,
therefore, full attention
should be paid to social
distancing and manda-
tory use of masks

to the guidelines and

polls in Uttar Pradesh,
State Election Commis-
sioner (SEC) on Thurs-
day directed all the dis-
trict magistrates and
district police chiefs to
make on the spot in-
spection of polling cen-
tres and take necessary
action so that all the
preparations should be
completed in time.
Instructions have
also been given to re-
solve all the disputes
within 24 hours and to
appraise the Commis-
sion of the action tak-
en. The Commissioner
also warned the offi-
cials of stern action if
any untoward inci-
dent took place.

the DMs/SSP and SPs
of all the districts of
the State through vid-
eo conferencing here
on Thursday, SEC,
Manoj Kumar said
that the officers were
instructed to visit all
the polling centres un-
der their jurisdiction
and take necessary ac-
tion so that any type
of disputes or short-
comings regarding
elections should be
resolved within
24-hours.
Kumar asked to vis-
it the arms shop and
check the register and
if any irregularity
was detected then take
action accordingly. He

deliver their duties
with full honesty then

the medicines to drug
de-addiction centres,
while the company

stricted medicines to

ly in many states.

worth Rs 1.29 lakh.
After interrogation it

Road Transport and
Highways Minister Ni-
tin Gadkari announced
the vehicle scrappage
policy in Lok Sabha.
In case of failure to
get a fitness certificate,
commercial vehicles
will be de-registered af-
ter 15 years. Private ve-
hicles will be de-regis-
tered after 20 years if
found unfit or in case of
a failure to renew regis-
tration certificates, the
Minister said. He added
that under the new ve-
hicle scrappage policy,
owners of old vehicles
will get strong incen-
tives to scrap old and
unfit vehicles.
“We have issued an
advisory to all vehicle
manufacturers to offer
5 per cent discount
while selling a new ve-
hicle against a scrap-
ping certificate,” the
minister said.
“In the interest of a
clean environment and
rider and pedestrian
safety, the Ministry of
Road Transport and
Highways is introduc-
ing the ‘Voluntary Vehi-
cle-Fleet Moderniza-
tion Program’ or ‘Vehi-
cle Scrapping Policy’,
which is aimed at creat-
ing an eco-system for
phasing out of unfit and
polluting vehicles,”
said the Union Minister
in a suo-moto state-
ment. “The objectives
of the policy are to re-
duce the population of
old and defective vehi-
cles, achieve a reduc-
tion in vehicular air
pollutants to fulfill In-
dia’s climate commit-
ments, improve road
and vehicular safety,
achieve better fuel effi-
ciency, formalize the
currently informal ve-
hicle scrapping indus-
try, and boost the avail-
ability of low-cost raw
materials for automo-
tive, steel and electron-
ics industry,” Gadkari
added.
The criteria for a ve-
hicle to be scrapped is
primarily based on the
fitness of vehicles
through Automated Fit-
ness Centres (AFCs) in
case of commercial ve-
hicles and non-renewal
of Registration in case
of private vehicles.
“The Ministry shall
promote setting up of
AFCs on a PPP model
by state government,
private sector, automo-
bile companies etc.,”

New Delhi: A properly framed All India Judicial
Service (AIJS) on the lines of other all-India services
such as IAS and IPS is important to strengthen the
overall justice delivery system, Law Minister Ravi
Shankar Prasad told Rajya Sabha on Thursday.
The service will give an opportunity for induction of
suitably qualified fresh legal talent selected through
a proper all-India merit selection system.

from the current 49% was approved by the
Rajya Sabha on Thursday. Replying to the
debate on Insurance (Amendment) Bill, 2021,
Finance Minister Nirmala Sitharaman said

applicable to all the in-

In line with Chief Min-
ister Yogi Adityanath’s
intention to give jobs to

Employment Depart-
ment has been gearing
up to tighten the re-
cruitment system in the
state.
The Employment De-
partment mentioned
that under mandatory
notification of vacan-
cies Act-1959 every com-
pany must upload infor-
mation about employee
every three months
onto the employment
department website
(service.up.nic.in) and
this information must
contain all information
regarding salary as well
as reason for firing the
employee.
The unemployed can
also apply for jobs on-
line from the website of
the Employment De-
partment as the institu-
tions will be able to
fetch the details of the
unemployed youths
based on their qualifi-
cation. The Employ-
ment Department also
mentioned that there
will be a job fairs every
3 months.

The ruling BJP
seems to have
metamorphosed
from a party with a
difference into a party
of differences. At
least, that is what a
section of ‘disgruntled’
workers are saying
post party’s recent
executive committee
meeting, which was
cut-short from two to
just a one-day affair
at the last minute.
Was it to done to curb
dissent? Did the top
leadership sensed the
brewing unrest? The
official reason for being
cited for curtailing the
session: most of the
senior party leaders
had to be drafted for
campaigning in West
Bengal and Assam,

such a meeting if you

to workers feedback,”

mal lows. Yogi was
named as the CM in
March of 2017 when the
BJP came into power
with a thumping ma-
jority in UP.
Initially many politi-
cal pundits were un-
willing to place bets on
him but Yogi Aditya-
nath has managed to
turn challenges into
opportunities and si-
lenced most critics
with his performance
— not only in the oppo-
sition but also within
his own party. The UP
CM’s first challenge
came from his own con-
stituency of Gorakh-
pur in August 2017,
when more than 60
children died due to
disruption in oxygen
supply at BRD Medical
College. Yogi took strict
and stringent steps
those responsible for
the tragedy and within
a year, had managed to
control deaths from en-
cephalitis in the area to
a large extent. This is
an appreciable step as
hundreds of children
were dying from en-
cephalitis for the last
four decades with the
government turning a
blind eye towards it.
The one area were the
government though fal-
tered was the migra-
tion of workers who
due to the pandemic
began returning to the
home state and this put
an additional strain on
the state which was not
ready for mass migra-
tion. CM Yogi though
managed to solve an-
other problem in the
form of unemployment
as he announced his
flagship scheme of
‘One District One Prod-
uct’. This scheme
emerged as the largest
driving force in the
state and with assis-
tance from the MSME
sector it helped the tra-
ditional crafts and art
of the state gain prom-
inence in the country.

inside an open septic
tank in Agra district,
officials said. The Na-
tional Human Rights
Commission, in a state-
ment, said it has taken
suo motu cognisance of
a media report, as per
which the 12-feet deep
sewage water tank was
dug three days ago, and
was ‘’left uncovered’’,
and was filled with 4-ft
feet deep sewage.
Five persons, includ-
ing four from a family,
died after inhaling poi-
sonous gas inside an
open septic tank in
Fatehabad in Agra on
March 16, NHRC said.
The Commission has
issued notices to the
chief secretary and the
director general of po-
lice, Uttar Pradesh,
seeking a detailed re-
port within four weeks.
The report must in-
clude information re-
garding the measures
being adopted by the
state government to
deal with such tragic
incidents, it said.

More than 4,000 judg-
es’ posts are vacant in
trial courts across the
country, while over 38
per cent of the sanc-
tioned posts for perma-
nent and additional
judges in India’s 25 high
courts also lie empty,
the Union Ministry of
Law and Justice has re-
vealed. As per data
placed before Parlia-
ment, high courts have
a sanctioned strength
of 1,080 judges, but 419
of these posts remain

er, Veer Chandra Singh
Garhwali refused to open
fire on an unarmed proces-
sion of Congressmen in Pe-
shawar in 1930, and over
2,500 soldiers of these regi-
ments opted to join the Azad
Hind Fauj under Subhash
Chandra Bose in 1945 when
the occasion arose. Captain
Chandra Singh Negi rose to
become a Lt. Colonel in the
Azad Hind Fauj, and Cap-
tain RN Awasthi and Bud-
dhi Singh also held respon-
sible positions.
In the aftermath of inde-
pendence, the entire region
as well as the princely Tehri
Garhwal was brought under
the administration of Uttar
Pradesh (erstwhile United
Provinces). It may be men-
tioned that as Tehri was un-
der the Punjab States Agen-
cy from 1936, and then under
Punjab Sates (in the Minis-
try of States), the possibility
of a larger Himalayan state
including Ladakh, Lahaul
Spiti, Garhwal and Kumaun
was under active considera-
tion for a brief period. Be
that as it may
, by 1950, the
first map of the Republic of
India had both Kumaun and
Garhwal under the state of
UP
.Inthepost-independence
period, the first political
party to take up the issue of
a separate Uttarakhand was
the Communist Party of In-
dia. The undivided CPI took
it up in 1952 when its Gen-
eral Secretary PC Joshi sent
a memorandum in this re-
gard to the Government of
India. It was forwarded to
the States Reorganization
Commission which did not
accedetothedemanddespite
KM Panikkar’s note of dis-
sent mentioned that the
sheer size of UP made it ad-
ministratively unmanagea-
ble. The ex-Maharaja of
Tehri, Manabendra Shah
revived the issue of a sepa-
ratestatein1957,andlaterin
1966,hesentamemorandum
in this regard after the crea-
tionof theHimachalasaUT.
Perhaps the prominent posi-
tion held by leaders from Ut-
tarakhand in the national
polity — GB Pant, HN Bahu-
guna, ND Tiwari and KC
Pant — in the first three dec-
ades of independence never
letthefeelingof regionalism
come to fore. In many ways,
the rise of the ‘Uttarakhand
sentiment’ coincided with
the marginalization of these
leadersbothinthepoliticsof
UP and the Centre.
Earlier, the National For-
est Policy of 1952 had laid
down that properly-man-
aged forests must not only
supply raw materials for
industry, export and de-
fence, but also secure a bal-
anced ecosystem while en-
suring the fulfilment of lo-
cal people’s demands for
firewood, grazing land, and
minor forest produce for
livelihoods and entrepre-
neurship. However, the For-
est Department was set in
its old ways and discour-
agedallformsof small-scale
commodity extraction.
Moreimportantly
,underthe
extant rules, it was difficult
for small-scale local entre-
preneurs to compete at the
Forest Department auctions
with merchants and traders
from outside the region who
could mobilize finances
through their links in capi-
tal and credit markets. They
also brought with them
skilled and semi-skilled la-
bourers, mostly Nepalis,
who were more ‘biddable’
and willing to work for low-
er wages.

set a ‘bad example’ for
society and lead to sub-
stance abuse. Hitting
out at the sartorial
choices of women,
Rawat recalled an inci-
dent where he had
come across a woman
‘in ripped jeans’ who
ran an NGO and ex-
pressed his concern
about the kind of ‘mes-
sage’ she is putting out
to the world.
While Twitter was
flooded with reactions
all through the day,
#RippedJeansTwitter
became one of the top
trends on the micro-
blogging platform this
morning. In an exclu-
sive interview with
City First, Purvi Gula-
ti, a forensic aspirant
said that passing such
derogatory comments
on someone’s choice of
clothing is so shame-
ful. How one can be
provoked by this and
the fact that it starts
from home? Dear par-
ents, don’t teach your
daughter how to dress,
teach your son, how to
behave. This country
would become a safe
place then.” While
Pooja Parekh, CMO
said, “I don’t under-
stand how my choice
of toggery be it ripped
jeans, off-shoulder top,
dress revealing cleav-
age or saree can decide
my values. In what
kind of world are we
living that how I dress
is the certificate of my
character. Don’t
change ripped jeans
but surely change the
ripped mindset.” Tanvi
Srivastav, an independ-
ent woman had the
same belief. She said,
“Making such com-
ments about women’s
clothing by someone
who is a Chief Minis-
ter of a state, who is
virtually and physi-
cally heard by a huge
audience is degrading.
This would only give
confidence to the gen-
eral public to objectify
women.”

Akshay Kumar, Jacqueline Fernandez and Nushratt Bharuchha have jetted off to Ayodhya on
Thursday morning to kick-start the shooting of their upcoming film Ram Setu. The star cast
was spotted at Mumbai Airport.
Adding to the tally of Covid vaccine
recipients in Uttar Pradesh, several
frontline workers including senior officers,
were administered vaccine shots on
Thursday. The jabbing process was carried
out in various hospitals of Lucknow.

Tripathi, Divisional Railway Manager,
Northern Railway and Suresh Kumar
Khanna, Cabinet Minister for Finance,

after getting jabbed. They motivated the
others to get vaccinated and cleared
the doubts regarding the efficacy of the
indigenous vaccines.
The Lucknow traffic police have set the wheels in motion for project ‘Saathi’, roping in 200
college students as volunteers to manage and streamline automobiles on the city roads. The
initiative has been launched under the able guidance of the DCP of Traffic, who informed that
the volunteers will be trained on the basis of a proper curriculum designed by the Lucknow
traffic police for the same. Students will be deployed on roads twice a week, she stated,
adding that it will further ease the city’s traffic woes.
Lucknow Police has braced itself to manage traffic ahead
of the festival week. Traffic police have imposed one-way
restriction and barricaded movement of four-wheelers in
markets like Bhoothnath, Hazratganj on Wednesday. Joint
Commissioner of Police, law and order, Naveen Arora said
that to curb pollution and ensure that COVID-19 protocol is
maintained in the city, police have taken several initiatives.

Today , the people’s lead- er attains the magnificent milestone of being the longest serving CM from the Bhartiya Janata Party in UP . In the last four years, the CM has been at logger- heads with adversaries in varied forms. From his predecessors, he got as herit- age, an Uttar Pradesh that was low on confidence, riddled with criminal forc- es and public mechanisms that were dying a slow death. Cometh March, 2017 and Yogi takes charge as CM. Ever since then, feloni- ous forces have flung the corridors of the state, the government machinery seems well overhauled and the state has gained back the confidence it lost. Be it the ease of doing business rank- ings, or the five mega expressways, or the upliftment of the poor at the grass- roots, or taking government to people in the remotest parts of the state, Yogi has been one man who has stood rock- solid with the people of his state. As India prepared it- self to vaccinate its citi- zens, there were several skeptics who were quick to point out that the attempts to launch a vaccine pro- gramme in India would be fraught with corruption, underhand dealing, and overpricing of the vac- cines. Some even thought there would be a possibil- ity of a black market and the lack of transparency in the entire process. I can say this with great pride and happiness that af- ter two months of the vacci- nation drive, India has suc- cessfully inoculated 29.74 mil- lion doses, and around 24.31 million people have received the first vaccine dose. This means that 1.26 million doses are roughly administered every day . This data alone sig- nifies that the vaccination programme in the world’s largest democracy has been a huge success. As per the lat- est reports from the Health Ministry, roughly 3.39 crore vaccine jab has been given and more than 1 crore benefi- ciaries aged over 60 years were covered within a span of just 15 days. India’s inocu- lation drive is now the largest in the world ahead of UK. The government aims to utilise up to 50 million dos- es to provide jabs to 250 million priority group, at least by end of July . In the first phase, the Healthcare and Frontline workers were prioritised, where by mid February , that is, with- in a month since the drive was launched, the govern- ment was fully able to vac- cinate 3.24 lakh workers. In the second phase, as many as 9,29,359 aged 45 and above with specific co- morbidities and 55,99,143 beneficiaries more than 60 years old were given their first dose, within the first ten days since the start of the second phase. PM Modi’s decision to take the vaccine on 1 March to kick-start the next step in the vaccination drive proved to be hugely beneficial in curb- ing the fake propaganda spread by anti-vaxxers and encouraged people to be vac- cinated safely. This further gave a boost to the vaccina- tion drive. This proved criti- cal in eradicating the fear over the safety procedure and hygiene standards. Many people also raised concerns over the safety of the indigenous covid vac- cine, ‘Covaxin’, developed by Bharat Biotech. Those concerns were finally laid to rest as the Phase 3 trial results demonstrate 81 per- cent efficacy rate. Prime Minister Modi and Exter- nal Affairs Minister, S Jais- hankar were administered a jab of Covaxin, which gave a sense of confidence among those wary of it. The relatively lucid and straight forward procedure to get the vaccine dose has, in my opinion, hugely ensured the success of the drive. A well thought out plan and an effective system in place are the main reasons for the smooth functioning of the vaccination process, which is otherwise a daunting and challenging exercise. In my city, Surat, the Municipal Corporation ad- ministered roughly 56,950 doses of vaccine to the healthcare workers and around 36,336 to frontline workers. Citizens aged above 60 years received 60,384 doses and those above 45 years with co- morbidities got 11,481 jabs. In my personal visits to the health centres and the civil hospital, people had a positive mindset to- wards the vaccine drive and expressed relief upon receiving the jab. India’s global standing in the world has received a boost by its vaccine diplomacy . As the world’s largest vaccine manufacturer,wehavesentas many as 586 lakh doses to 71 countries in 55 days. Follow- ing a truly internationalist approach, the Indian govern- ment provided vaccine free of cost to all its neighbours as a “goodwill” gesture. Around 80.75 lakh doses were export- ed as gift, while 165.24 lakh doses have been delivered as part of Covax mechanism un- der the aegis of the Global Al- liance for Vaccines and Im- munisation. Saudi Arabia, Morocco , and Brazil are the few countries that got vac- cines as the rest of the world scrambles for vaccine sup- plies. This also strengthened our position against China and paved the way for India becoming a superpower. Indian vaccine diploma- cy is what led to the Quad vaccine initiative. The vac- cine diplomacy will fur- ther see an increase in the upcoming months and na- tions in need of vaccines can soon get more doses as India’s Gland Pharma pre- pares to produce and sup- ply 25 crores of Russia’s Sputnik V doses. The Rus- sian vaccine has an effica- cy rate of 91.6 percent which will help contain the spread of the virus. As India and the rest of the world looks forward to once again return to the normal, pre-pandemic life, it is heart-warming to see conscientious citizens and NGOs come forward to work with the govern- ment to defeat this deadly virus. As a citizen, dedi- cated to serve the people of my country, I would like to thank each and eve- ryone who stepped up and helped fellow Indians dur- ing the lockdown and who continue to play an active role in society. According to estimates from UNESCO, around 1.6 billion students across more than 190 coun- tries were forced out of school at the peak of the crisis. In higher-income coun- tries, school closures have disproportionately harmed students from socioeco- nomically disadvantaged backgrounds, raising con- cerns about the long-run implications for learning and earnings inequality. There is a visible and wid- eninggapbetweenstudents with educated parents and access to computers and the internet, and those lacking such resources. But the picture is even bleaker in low-income set- tings. In 2019, the World Bank estimated that 53% of children finishing primary school in low- and middle- income countries (and as many as 80% in some low- income countries) still could not read and under- stand a simple text. In light of these findings, the bank introduced a new concept: “learning poverty .” Along the same lines, the 2018 World Development Report found that in Kenya, Tanzania, and Uganda, three-quarters of third- grade students could not read a basic sentence such as “The name of the dog is Puppy .” In rural India, three-quarters of third- grade students could not solve a two-digit subtrac- tion problem such as 46 – 17. Worse, these learning deficits seem to persist de- spite impressive growth in average years of schooling in the past two decades, and despite higher enrollments in primary and secondary education in most coun- tries. Simply put, more schooling has not translat- ed into more learning. And this divergence has become so large in some settings as to invite warnings of a global “learning crisis.” As my co-authors and I show in a recent study, this alarming pattern is not confined to a handful of poor countries; it is typical of many middle- and low- income countries. Simi- larly, a recent study by the Center for Global Develop- ment documents learning differences between high- and low-income countries that are much larger than differences in years of schooling would predict. The middle of a pandem- ic may seem like an inop- portune time to tackle a learning crisis, especially in countries lacking fiscal resources,butthelong-term costs of the current educa- tion gap are too large to ig- nore. So, what can be done? A strategy for tackling the learning crisis must in- clude two components. First, policymakers in countrieswithlowlearning levels must be persuaded to placeahighpriorityonedu- cation. This may seem obvi- ous, but education’s crucial role in enabling economic growth and development is not always so apparent to those who control the re- sources.Governmentsoften prioritize investments in physical infrastructure over investments in people. Whereas roads and bridges yield fast, tangible returns, and often can help politi- cians get re-elected, the re- turns on education tend to materialize only over the long run – and usually after the government that spear- headed them is gone. He took over as CM in March 2017 after the BJP come to power in Uttar Pradesh with a thumping majority. His list of achievements is long but he faces several challenges when he enters into fifth year ahead of 2022 UP assembly polls. So far the saffron leader has managed to turn the challenges into opportunities and silenced most of his critic. His first challenge come from his own constituency Gora- khpur in August 2017 when more than 60 children died due to disruption in oxygen supply at the BRD Medical College. The courts while adjudicating cases involving gender-related crimes, should not suggest or entertain any notions Toll booths to go in a year, tax collection based on GPS imaging, says Nitin Gadkari New Delhi: Toll booths across the country and the long wait there will soon become a thing of the past, Union minis- ter Nitin Gadkari told parliament on Thurs- day. Instead, there will be GPS-based system that will track cars and levy charges accord- ingly. Once the system becomes operational, it will lead to seamless movement of vehicles across the country, add- ed the minister, who started trending on Twitter soon after. “I want to assure the House that within one year, all physical toll booths in the country will be removed,” Gad- kari said in Lok Sabha. “Toll money will be collected based on GPS imaging,” he said, add- ing that the system will be in place within year. In December, Gadkari had promised a “toll nakamuktBharat(India devoid of toll barriers)”. The GPS system will be obtained with the help of Russia and the toll charges will be di- rectly deducted from theuser’sbankaccount, the minister had said. In February, Gadka- ri’s ministry had made automatic toll plaza payment system FAST- ag mandatory . The gov- ernment had said the system would help pro- mote digital payment of fees, reduce waiting time and fuel consump- tion, and provide for a seamless passage through fee plazas. The Transport Minis- try had mandated FASTag in “M and N” categories of vehicles. “M” category stands for a vehicle with at least four wheels used for carrying passengers. Category “N” stands for a vehicle with 4 wheels used for carrying goods as well as passengers. The Chief Minis- ter, while enumerat- ing achievements of four years of his gov- ernment on Friday, is also scheduled to roll out action plan in the run up to the 2022 as- sembly elections. Functions would also be organised at the district level which would include short film, song, booklet and exhibi- tion about govern- ment’s achievements. The district magis- trates have been asked to nominate one nodal officer for these func- tions to be held at the assembly constituen- cies. Similarly, certifi- cates, golden cards and tri-cycles will also be distributed to some beneficiaries under various welfare pro- grammes. CRIME ROUND UP First India Bureau L u c k n o w : U t t a r Pradesh Chief Minis- ter Yogi Adityanath has given instruc- tions to maintain tight vigil in view of Covid-19 and said that the increase in the rate of corona infec- tion in many states is a warning to all. He asked the officials to maintain an effective monitoring system of prevention and treat- ment in the state to keep Corona infec- tion in check. The UP CM was re- viewing the unlock sys- tem at a high-level meeting at Lok Bhawan on Thursday. He said that Corona testing should be conducted at full capacity . At least 45 percent of the total Cov- id test conducted by various methods should be done daily with RT- PCR method, he stressed. After interrogation it was revealed that il- legal drugs were be- ing supplied from a pharma company in Meerut. Punjab police com- missioner informed SSP Meerut Ajay Sahni and launched the inves- tigation into the supply racket. The probe revealed that medical store own- er Sadiq alias Bablu and gym supplement supplier Mohammad John were supplying illegal medicines to Anup in Punjab. He added that under the new ve- hicle scrappage policy, owners of old vehicles will get strong incen- tives to scrap old and unfit vehicles. “We have issued an advisory to all vehicle manufacturers to offer 5 per cent discount while selling a new ve- hicle against a scrap- ping certificate,” the minister said. “In the interest of a clean environment and rider and pedestrian safety, the Ministry of Road Transport and Highways is introduc- ing the ‘Voluntary Vehi- cle-Fleet Moderniza- tion Program’ or ‘Vehi- cle Scrapping Policy’, which is aimed at creat- ing an eco-system for phasing out of unfit and polluting vehicles,” said the Union Minister in a suo-moto state- ment. “The objectives of the policy are to re- duce the population of old and defective vehi- cles, achieve a reduc- tion in vehicular air pollutants to fulfill In- dia’s climate commit- ments, improve road and vehicular safety, achieve better fuel effi- ciency, formalize the currently informal ve- hicle scrapping indus- try, and boost the avail- ability of low-cost raw materials for automo- tive, steel and electron- ics industry,” Gadkari added. The report must in- clude information re- garding the measures being adopted by the state government to deal with such tragic incidents, it said.
