New Delhi: A 40-year-
old woman from Delhi
was allegedly gang-
raped by five men in
Ghaziabad inside a ve-
hicle. Police have regis-
tered a case in the mat-
ter and detained four
people. According to
Ghaziabad SP Nipun
Agarwal, the incident
came to light after the
police received informa-
tion that a woman was
found lying near Ghazi-
abad’s Ashram Road.
The five men named
in the FIR are Dinu,
Shahrukh, Javed, Dho-
la and Aurangzeb. He
added that the incident
might be in connection
with a property dispute
between the parties in-
volved. He also said that
the woman knew all the
five men who raped her.

and seized spurious
ghee, butter and milk
powder. ADG (Crime)
Dr Ravi Prakash Me-
harda informed that
based on specific in-
puts, the Mahwa Thana
Police and a team from
the food department
raided Dauji Milk Food
and recovered thou-
sands of kgs of adulter-
ated dairy products.
“A total of 5,250 kgs of
adulterated desi ghee,
43,000 kg of butter and
dry milk powder was
seized during the raid,”
said Dr Ravi Prakash
Meharda. “Low-quality
dairy products were
found, following which,
157 tins of 15 kg and 75
packets of 1 kg of De-
shratna Desi Ghee and
2150 cartoons of 20 kg of
Deshratna Butter was
seized,” he added.

After the controver-

State Commission for
Women on Wednesday
issued orders to regis-
ter cross case against
65 women who have
filed false cases of rape
and extortion.
The issue pertaining
to women targeting in-
nocent people by regis-
tering false cases of
rape and extortion was
prominently raised by
the First India.
Chairperson of the
Rajasthan State Com-
mission for Women,
Rehana Rayaz took the
matter seriously and
got nearly 1,000 cases
examined. Of them, 451
cases were found to be
false, following which
Rayaz directed all the
SPs concerned to regis-
ter cross-cases against
women who have regis-
tered fake cases.

tourism industry and

QUITE SCARY

ernment and on so-
cial media. Adding to
judiciary’s troubles
is the concern voiced by senior
advocate CS Vaidyanathan who
said on Tuesday that there were
rumours the Supreme Court
Collegium “is thinking of send-
ing recommendations only if
they are going to be accepted by
the government”. Even as a ru-
mour it is dangerous to imagine
that such a situation could arise.
The government has been
critical of the Collegium system
and judiciary
. Union Law Minis-
ter Kiren Rijiju recently said
that the Collegium system is
“too opaque” and that the judges
spend half their time in deciding
who to appoint as judges instead
of delivering justice. Appointing
judges is the task of the govern-
ment, he said. The remark was
an unexpected cut Rijiju inflict-
ed. It may not have been without
a purpose, however.
Jibes like these are intended
to bring the judiciary to its
knees. Hopefully the Collegium
will stand its ground and not
make bureaucrats out of judges.

the incumbent Sonia Gandhi,

ocation, a person does and
says things which one re-
grets later, that makes him /
her lose friends and ruin re-
lationships. Acting rashly on
some personal affront, makes
one appear foolish in the eyes
of others. By ignoring the er-
rors, one allows the dishon-
our to die down. It helps one
to preserve his / her dignity
as well as peace of mind, and
even aid those responsible
for provocation to attain
emotional balance.
Shrewdness is defined as
sharpness in perception or
understanding. An emotion-
ally shrewd person is not
crafty but practical and pru-
dent, who can foresee diffi-
culties and prepare for it.
Over sensitivity
, over con-
scientiousness,andbeingover
fussy results in nervous ex-
haustion. Such persons make
‘mountains out of molehills,’
and expect much from others.
Anxiety, fear and worry
are other harmful emotions.
They speed up aging, wrinkle
the skin and make one sus-
ceptible to disease. Tension
headaches may occur due to
stress from conflict at work
or at home.
Controlling and restrain-
ing our emotions is a sign of
strength. What makes more
sense – to ‘let off steam’ now,
thus showing anger or to cool
down the fire that is building
up the steam? Often, due to
short sightedness or igno-
rance, one reacts in a hasty
manner.
Am I a ‘worry bird’? One
can ask oneself. Can I do
something about it? If not,
one must dismiss it from
one’s mind. As the saying
goes, “what cannot be cured
must be endured.” Getting
rid of the ‘blues’ requires re-
adjusting one’s outlook to-
wards problems and learning
to remain unruffled when
people irritate. This will re-
duce emotional strain. Fa-
tigue vanishes through pur-
poseful activity
.
If a friend or a family mem-
ber is emotionally disturbed,
it is easy for them to give in to
instability, become with-
drawn, introvertedorbecome
very independent and asser-
tive. Some use coarse speech,
others pretend to be some-
thing they are not, thereby
becoming superficial.
By showing affection and
care, their self-respect can be
built. Emotional maturity is
the ability to get along well
with others with minimum
friction. Rather than treating
anyone inferior, one can heal
others by thoughtful words
and actions.
Good mental and emotion-
al habits lead to good health.
Taking out time for relaxa-
tion and a jovial frame of
mind can shield one from the
bad effects of harmful emo-
tions. Those who maintain a
cheerful disposition despite
difficulties benefit them-
selves physically
.
Music can stir every kind
of emotion – love, tender-
ness, reverence, sadness, ha-
tred and passion. It can relax
and soothe, or refresh and
enliven when one listens to
the right kind. We have an
aesthetic nature that can re-
spond emotionally to the
unique song of birds.
Fearful people generally
complainof abdominalpains.
Aggressive persons experi-
ence pain in the neck and
those in sadness usually com-
plainof backpain.One’semo-
tions can intensify the pain,
or can suppress it. For exam-
ple, players, who are involved
in a game can be injured and
yet feel no pain at that time.
Strong motivation helps one
to resist yielding to damaging
emotional upheavals.

ers from Priyanka Gandhi Vadra to former Karnataka Chief Minister Siddaramaiah congratu-

decades. Thiruvananthapuram MP Shashi Tharoor who sprang a surprise by polling more

In its first official re-
sponse to Shah’s state-
ment that India would

Pakistan, the PCB said
“such statements can

munities” and impact
Pakistan’s visit to India
for the 2023 World Cup.
Shah, who made the

also happens to be the

“The overall impact
of such statements have
the potential to split the

cricketing communi-
ties, and can impact Pa-

the ICC Cricket World
Cup 2023 and future ICC

PCB has to date not re-
ceived any official com-
munication or clarifica-

ACC President. As such,

tiger reserve as
the National Tiger Con-
servation Authority
Technical Committee
has submitted its report
on the proposal of the
State Government for
declaring Dholpur Ti-
ger Reserve.
The forest area of
Dholpur and Karauli
comes in the Dholpur
Tiger Reserve of about
1105 square kilometres,
in which at present
there is a variance of
about 10 tigers.
After this, the Union
Ministry of Forest and
Environment will issue
the notification of Dhol-
pur Tiger Reserve.
The efforts of Princi-
pal Secretary Forest,
Shikhar Agrawal,
PCCF Holf Dr DN Pan-
dey, and the Forest
team are likely to fruc-
tify soon. Now the gov-

was allegedly found
dead under mysterious
circumstances in
Bharatpur’s Sikri area,
police said. Police in-
formed the victim was
kidnapped, gang-raped
and forced to change
her religion.
“The victim’s father
has filed an FIR in Sikri
Police Station and stat-
ed that his daughter
was kidnapped nearly
ten months ago. The ac-
cused then forced the
victim to change her
religion and recite
Namaz. The victim was
even forced to eat beef,”
police said.
“The woman was
gang-raped by different
men in the last ten
months. On Wednes-
day, the woman was
found dead under mys-
terious circumstances,
following which, an
FIR was filed in the po-
lice station,” police
added. “A medical
board was constituted
and the body was hand-
ed over to family mem-
bers after the post-mor-
tem. The matter is be-
ing investigated,” po-
lice informed.

come but pollution has
started increasing in
the air of the cities.
In many cities in-
cluding Jaipur, Jodh-
pur, Bhiwadi, Kota,
current Air Quality
Index (AQI) level is be-
tween 100  220. Jodh-
pur is the most pollut-
ed where the AQI level,
which was below 100 a
week ago, has crossed
200. This is worse than
Bhiwadi, which is con-
sidered among the
most polluted cities.
A week ago, on Oct
12, Jodhpur’s AQI lev-
el was 84  has in-
creased to 220.
Bhiwadi is the sec-
ond most polluted city
in the state after Jodh-
pur, where an AQI
level is close to 180. At
the same time, the lev-
el of air pollution in
Jaipur has reached
105. With this, Jaipur
has come out of the
Green Zone and is in
the Yellow Zone.

Jaipur: Finally, the
wait is over for senior
IAS Sudhansh Pant, as
he has been called by
Delhi. He has been ap-
pointed as OSD in the
Ministry of Ports,
Shipping and Water-
ways but it will be after
February 1, 2023, when
the current serving
OSD in the Ministry re-
tires, that Pant will
take charge of the posi-
tion.
1991 batch IAS, Sud-
hansh Pant is current-
ly serving as the Direc-
tor General of HCM-
RIPA. Two months
back, Pant was empan-
elled on the post of Sec-
retary and since then
he was awaiting a call
from Delhi. Before this,
in the year 2014, Pant
had gone on deputation
to the Centre to the De-
partment of Pharma-
ceuticals and returned
to Rajasthan in Febru-
ary 2019.
But when Covid hit,
Delhi called Pant back
and it was thought
that he would continue
in the central govern-
ment. At that time he
had even sought a NOC
from the state govern-
ment. But his stay in
Rajasthan since could
not be termed as a
good tenure owing to
‘friction’ with the min-
ister and at times,
CM’s remarks. But it
seems that now his
stars have changed
and his ‘Acche Din’ are
here.
There are still five
more years to go be-
fore Pant retires and it
is said that he is an of-
ficer, fit for the work
of the Central Govern-
ment. It is now be-
lieved that he may not
return to Rajasthan.
Along with Pant’s
appointment orders,
the Central Govern-
ment issued appoint-
ment orders of a total
34 IAS, and through
this order, another IAS
from Rajasthan - San-
jay Malhotra - has also
been given a major
role. Currently, he is
serving as Secretary,
the Financial Services
Department, Ministry
of Finance. He has
now been assigned the
role of Department of
Revenue under the Fi-
nance Ministry itself,
which is an important
posting. This position
is considered an im-
portant and high-rank-
ing position in the cen-
tral government. Mal-
hotra will take over
the post on December
1, 2022, when the cur-
rent Secretary - Tarun
Bajaj - retires.
There is another
good news for Ra-
jasthan cadre IAS as
1997 batch IAS Rohit
Kumar has also been
empanelled for the
post of Additional Sec-
retary. These orders
were also issued on
Wednesday. Kumar is
currently posted as
Joint Director in the
Rural Development
Department in the
Central Government.

jun Kharge becoming
the new Congress Presi-
dent, the Congress par-
ty
, under his leadership,
will work to formulate
the strategy for the next
Lok Sabha elections.
Kharge has a daunting
task before him, wheth-
er it is the elections in
his own home state of
Karnataka or Himachal
Pradesh and Gujarat
and at the same time, he
will have to solve the
complex issues of Ra-
jasthan Congress as
well. This new political
journey is not easy for
Malikarjun Kharge,
and challenges abound
for him.
Kharge, who hails
from Southern part of
India, will have to first
tackle the Northern is-
sues and prove his capa-
bilities in the Gujarat
andHimachalelections.
The challenges with-
in the Congress will be
the most difficult for
him and the most im-
portant of these are the
states of Rajasthan and
Chhattisgarh. These
are the only two states
in the country where
the Congress has com-
plete power and if the
Congress does not fix
its ‘clan’, then till the
next election, problems
will be dime a dozen for
the grand old party
.
Moreover, in Decem-
ber, Rahul Gandhi’s
‘Bharat Jodo Yatra’ will
also enter Rajasthan
and prior to this,
Kharge will have to ‘fix’
the existing issues of
Rajasthan Congress
and bring the two fac-
tions into a cohesive
unit. The distance be-
tween both Gehlot 
the Pilot camps will
have to be reduced.
Correcting the condi-
tion of Raj Cong will be
Kharge’s responsibility

held in UPSC in Delhi
on Wednesday which

Usha Sharma  other

of names of 3 IPS offic-
ers having seniority
and fulfilling the crite-
ria was decided, out of
which one name will be
selected by the State
Government till DGP
Lather’s retirement.
With the date of re-
tirement of ML Lather
Nov 3 drawing near, the
exercise has intensified
regarding who will be
the next DGP of the
State. Three senior of-
ficers from the Ra-
jasthan cadre of IPS
were selected in the
UPSC meeting held in
Delhi. It is believed that
these names were se-
lected on the basis of
seniority
.
According to seniority, 1988 batch IPS PK Singh comes af-
ter Lather, but he is scheduled to retire in December. The
same applies to BL Soni, who comes after Singh in seniority,
 has only 1 month  27 days left to retire. Thus, both of
them are out of the race because only a senior IPS, who has
more than 6 months left in retirement, can be made DGP.
At present, Sahoo is DG 
Commandant General of
Home Guards. He is a 1988
batch IPS and his name
comes according to seniority
with Pankaj Kumar Singh,
who is on deputation and
BL Soni’s, who will retire
in December 2022. Sahoo
has played his responsibili-
ties in posts like DG Police
Planning, ADG Home Guard,
ADG Intelligence and in CM
Vigilance.
Presently serving as DG
Jail, Dak is a 1989 batch
IPS. In seniority, he ranks
after Sahoo, but his name

3 CONTACTS: The networking
and contacts you will build when
you actually get out there and work
will make or break your career. That
is not to say you must compromise as
an artist. It only means that you
should be smart, be good to people, be
a bit PR savvy and always maintain
great relations with your employers,
past and present. Never leave a job, no
matter how painful, on a sour note.
You never know!
4 AGE: The one big advantage of
working instead of studying
further of course is age. If you de-
cide for example NOT to do your
2-year MFA in Film Making, and
invest that time instead on set –
some might say that you have a
2-year head-start over your contem-
poraries. Then again, there is no
hard and fast rule, nor is there any
right or wrong.
The arts present their unique des-
tiny for each individual. As a men-
tor, I can advise you that if you feel
you have the time, opportunity and
energy, do both. The combination of
robust education and great work ex-
perience is, without a doubt, the
ideal scenario. Two paths lead to the
Arts. Why not take both?
STUDY
WORK
1 Technical Foundation: Doing a
Diploma, bachelor's Degree or a
Masters in any of the Arts streams
will give you a firm grounding in your
chosen sphere. It will endow you with
the tools using which you will be able
to hone your craft and refine it.
2 Exposure: Studying with other
students who are passionate
about your field of study will provide
immense exposure to different view-
points – a vital aspect of the arts. It
makes the experience of learning
richer, and makes one’s own percep-
tions and opinions, more diverse, bet-
ter informed, and more sensitive.
3 Network: Depending on what
college you study at, there will
be an opportunity to network. This
will come in handy, especially after
your program. If it is an Artist you
choose to become, or it is in Aca-
demia that you opt to pursue your
career. Attending a good school will
open doors.
4 Self-Discovery: Perhaps the
most important facet of a good
higher education in the Arts is the
process of self-discovery. It is only
when you undertake a concentrated
program will you delve deeper into
yourself and come to many realiza-
tions about your-
self as an artist.
You will likely
find your voice,
which is a great
plus before you
embark into the
world.

He also said that the woman knew all the five men who raped her. Police added that a case regarding the property dispute is currently pending in court.Cops said probe underway . Birbal Ram Bishnoi, posted as Patwari at Punjala of Jodhpur, had demanded a bribe of Rs 50 lakh in lieu of get- ting the land mutation done and providing other related docu- ments, Soni said. Shrewdness is defined as sharpness in perception or understanding. An emotion- ally shrewd person is not crafty but practical and pru- dent, who can foresee diffi- culties and prepare for it. Over sensitivity , over con- scientiousness,andbeingover fussy results in nervous ex- haustion. Such persons make ‘mountains out of molehills,’ and expect much from others. Anxiety, fear and worry are other harmful emotions. They speed up aging, wrinkle the skin and make one sus- ceptible to disease. Tension headaches may occur due to stress from conflict at work or at home. Controlling and restrain- ing our emotions is a sign of strength. What makes more sense – to ‘let off steam’ now, thus showing anger or to cool down the fire that is building up the steam? Often, due to short sightedness or igno- rance, one reacts in a hasty manner. Am I a ‘worry bird’? One can ask oneself. Can I do something about it? If not, one must dismiss it from one’s mind. As the saying goes, “what cannot be cured must be endured.” Getting rid of the ‘blues’ requires re- adjusting one’s outlook to- wards problems and learning to remain unruffled when people irritate. This will re- duce emotional strain. Fa- tigue vanishes through pur- poseful activity . If a friend or a family mem- ber is emotionally disturbed, it is easy for them to give in to instability, become with- drawn, introvertedorbecome very independent and asser- tive. Some use coarse speech, others pretend to be some- thing they are not, thereby becoming superficial. By showing affection and care, their self-respect can be built. Emotional maturity is the ability to get along well with others with minimum friction. Rather than treating anyone inferior, one can heal others by thoughtful words and actions. Good mental and emotion- al habits lead to good health. Taking out time for relaxa- tion and a jovial frame of mind can shield one from the bad effects of harmful emo- tions. Those who maintain a cheerful disposition despite difficulties benefit them- selves physically . Music can stir every kind of emotion – love, tender- ness, reverence, sadness, ha- tred and passion. It can relax and soothe, or refresh and enliven when one listens to the right kind. We have an aesthetic nature that can re- spond emotionally to the unique song of birds. Fearful people generally complainof abdominalpains. Aggressive persons experi- ence pain in the neck and those in sadness usually com- plainof backpain.One’semo- tions can intensify the pain, or can suppress it. For exam- ple, players, who are involved in a game can be injured and yet feel no pain at that time. Strong motivation helps one to resist yielding to damaging emotional upheavals. Tiwari said his or- ganisation will under- take an awareness cam- paign on the issue in the coming days. Before this, in the year 2014, Pant had gone on deputation to the Centre to the De- partment of Pharma- ceuticals and returned to Rajasthan in Febru- ary 2019. But when Covid hit, Delhi called Pant back and it was thought that he would continue in the central govern- ment. At that time he had even sought a NOC from the state govern- ment. But his stay in Rajasthan since could not be termed as a good tenure owing to ‘friction’ with the min- ister and at times, CM’s remarks. But it seems that now his stars have changed and his ‘Acche Din’ are here. There are still five more years to go be- fore Pant retires and it is said that he is an of- ficer, fit for the work of the Central Govern- ment. It is now be- lieved that he may not return to Rajasthan. Along with Pant’s appointment orders, the Central Govern- ment issued appoint- ment orders of a total 34 IAS, and through this order, another IAS from Rajasthan - San- jay Malhotra - has also been given a major role. Currently, he is serving as Secretary, the Financial Services Department, Ministry of Finance. He has now been assigned the role of Department of Revenue under the Fi- nance Ministry itself, which is an important posting. This position is considered an im- portant and high-rank- ing position in the cen- tral government. Mal- hotra will take over the post on December 1, 2022, when the cur- rent Secretary - Tarun Bajaj - retires. There is another good news for Ra- jasthan cadre IAS as 1997 batch IAS Rohit Kumar has also been empanelled for the post of Additional Sec- retary. These orders were also issued on Wednesday. Three senior of- ficers from the Ra- jasthan cadre of IPS were selected in the UPSC meeting held in Delhi. It is believed that these names were se- lected on the basis of seniority . According to seniority, 1988 batch IPS PK Singh comes af- ter Lather, but he is scheduled to retire in December. The same applies to BL Soni, who comes after Singh in seniority, has only 1 month 27 days left to retire. Thus, both of them are out of the race because only a senior IPS, who has more than 6 months left in retirement, can be made DGP. At present, Sahoo is DG Commandant General of Home Guards. He is a 1988 batch IPS and his name comes according to seniority with Pankaj Kumar Singh, who is on deputation and BL Soni’s, who will retire in December 2022. Sahoo has played his responsibili- ties in posts like DG Police Planning, ADG Home Guard, ADG Intelligence and in CM Vigilance. Presently serving as DG Jail, Dak is a 1989 batch IPS. In seniority, he ranks after Sahoo, but his name is significant in the race for DGP. He has served on important posts. IPS Mishra, of 1989 batch, is currently serving as DG Intelligence. In the past, he has served as ADG ATS, CID, ACB, IG Range Jodhpur, SP Kota City, Pali, Bharatpur and Churu. Revenue Min Ramlal Jat reached Udaipur and met kids orphaned due to Corona. CM Ashok Gehlot has approved Rs 7.20 crore from state fund for survey and DPR works in Bharatpur and Dholpur districts under Chambal- Dholpur-Bharatpur mega drinking water project. On completion of this project, the problem of drinking water in urban and rural areas will be solved. Chief Minister Ashok Gehlot has approved the proposal to form 500 new mobile units on the lines of 108 ambulances for strengthening and modernisation of the police department.As per the proposal, these mobile units will be connected to Abhay Command Centre and there will be 1 head constable and 2 constables for each unit. CM Gehlot has sanctioned Rs.21.54 crore for vari- ous tourism development works in Sirohi, Sikar and Bharatpur districts. To study your cho- sen subject further, or to skip that stage and start working directly . See un- like some other streams such as Engineering, the Sciences, Law, Account- ancy and Medicine; the Arts are a universe where self-expression is paramount. And that begs the argument – do I need to study Writing, Film Making, Music and the like, at a graduate or postgraduate level? Is it REALLY necessary? Mycontentionisthathadtheystudied the subject formally , their time on- set would be spent more productively , ob- servingtheseveralnuancesof thefilm- making process, rather than learn- ing the basics of Lighting, Sound, Editing etc on set. 2 EASY WORK: There is one thing that you should be ex- tremelywellawareof.Anydegree, even from a top-notch college or university will not guarantee you a job in the Arts. So, if that is your primary reason for studying further, you ought not to waste money , time and effort! 3 CONTACTS: The networking and contacts you will build when you actually get out there and work will make or break your career. That is not to say you must compromise as an artist. It only means that you should be smart, be good to people, be a bit PR savvy and always maintain great relations with your employers, past and present. Never leave a job, no matter how painful, on a sour note. You never know! 4 AGE: The one big advantage of working instead of studying further of course is age. If you de- cide for example NOT to do your 2-year MFA in Film Making, and invest that time instead on set – some might say that you have a 2-year head-start over your contem- poraries. Then again, there is no hard and fast rule, nor is there any right or wrong. The arts present their unique des- tiny for each individual. As a men- tor, I can advise you that if you feel you have the time, opportunity and energy, do both. The combination of robust education and great work ex- perience is, without a doubt, the ideal scenario. Two paths lead to the Arts. Why not take both? STUDY WORK 1 Technical Foundation: Doing a Diploma, bachelor's Degree or a Masters in any of the Arts streams will give you a firm grounding in your chosen sphere. It will endow you with the tools using which you will be able to hone your craft and refine it. 2 Exposure: Studying with other students who are passionate about your field of study will provide immense exposure to different view- points – a vital aspect of the arts. It makes the experience of learning richer, and makes one’s own percep- tions and opinions, more diverse, bet- ter informed, and more sensitive. 3 Network: Depending on what college you study at, there will be an opportunity to network. This will come in handy, especially after your program. If it is an Artist you choose to become, or it is in Aca- demia that you opt to pursue your career. Attending a good school will open doors. 4 Self-Discovery: Perhaps the most important facet of a good higher education in the Arts is the process of self-discovery. It is only when you undertake a concentrated program will you delve deeper into yourself and come to many realiza- tions about your- self as an artist. You will likely find your voice, which is a great plus before you embark into the world. PATH PATH
