2. INSTITUTIONAL CHANGES SINCE LAST STEERING COMMITTEE
MEETING (1)
THE CONCEPT ON WATER SECTOR REFORMING WAS PREPARED AND GOING
THROUGH DISCUSSION WITH MAIN STAKEHOLDERS
CONCEPT PROPOSES ESTABLISHMENT OF
• The National Water Council as the main advising body for water sector subordinated
to the Cabinet of the Ministers of Ukraine and joining efforts of main Central and
Regional executive bodies in the field of IWRM;
• Basin Water Resources Management Departments (BWRMDs) and Basin Councils
(BCs) for every river basin district, as defined in Article 13 of Water Code;
CONCEPT FORESEES THE GRADUAL INCREASING OF RESPONSIBILITY OF RIVER
BASIN MANAGEMENT BODIES UP TO THE ACHIEVEMENT BY BCS OF WHOLE
RESPONSIBILITY IN BASIN POLICY MAKING.

ON THAT TIME ARE IN PROGRESS
ESTABLISHMENT OF THE PUBLIC SERVICE ON ENVIRONMENTAL PROTECTION
INSTEAD OF THE STATE ENVIRONMENTAL INSPECTION;
THE DRAFT DECREE OF THE CABINET OF THE MINISTERS OF UKRAINE “ON
ADOPTION OF THE ORDER OF CONDUCTION OF THE STATE WATER
MONITORING” IS ON THE CONSIDERATION OF THE CABINET OF THE MINISTERS
OF UKRAINE;
• Main laboratories which will carry out water monitoring in the Dnieper basin were
defined with EUWI+ assistance, the approaches for their enhacement were developed
METHODOLOGIES ARE PREPARED WITH APENA ASSISTANCE AND
CURRENTLY IS ON THE MENR’S DEPARTMENTS CONSIDERATION:
• On surface and ground water bodies definition
• On nitrate vulnerable zone definition.
THE CODE OF THE BEST AGRICULTURAL PRACTICE WAS DEVELOPED AND
PROPOSED FOR CONSIDERATION OF THE MINISTRY OF AGRARIAN POLICY AND
FOOD

5. OWNERSHIP OF PROGRESS AND DELIVERABLES UNDER
EUWI+; PROJECT REGISTRATION STATUS
All mentioned documents got
the ownership by the MENR and
the State Agency of Water
Resources through their
consideration and adoption on the
level of specialized Work Groupe
on water quality and water
resources management and further
formal proper adoption on the
required level;
Involvement into the
document drafting of all
interested stakeholders and
public ensures the public
ownership on the mentioned
legal acts
MENR’s request for
registration is on
the consideration
of the Ministry of
Economy and
Trade of Ukraine

6. SATISFACTION OR CONCERNS WITH PROGRESS
SATISFACTION (RELATIVE)
Establishment of River Basin Management Bodies (BWRMDs and BCs)
Methodological support and preparations in RBMP development;
Concerns
State Water monitoring which should start it functioning not later
then at early 2019;
Poor interagency cooperation between the MENR and the Ministry
of Agrarian Policy and Food in the fields of Nitrate directive
implementation
