The strategy development process involves three phases - building consensus on the issue, focusing efforts on decision makers, and achieving planned changes. Worksheets are provided to guide planning for objectives, challenges and opportunities, messaging, and developing a work plan with timelines and responsibilities. Progress will be tracked using indicators of outputs and short-term outcomes.
