Associate Director
After spending over 20 years at the Kentucky Transportation Center (KTC), Doug Kreis has established himself
as a leader in transportation research at the state and national levels. Having worked in private industry and the
public sector, he excels at developing transportation engineering solutions that address the unique needs of
diverse stakeholders. Since 2014, Dr. Kreis has served as the Center’s Associate Director, overseeing key research
programs areas such as Traffic and Safety, Intelligent Transportation Systems, Special Project and Initiatives,
Technology Transfer, and Economics and Finance. Dr. Kreis’s principal activities include project oversight,
coordinating research activities, client outreach, and working with government agencies and private firms to
develop new funding streams for the Center. Since becoming Associate Director, Dr. Kreis has undertaken
an ambitious effort to expand the Center’s project development work and strengthen ties with the Kentucky
Transportation Cabinet, which is KTC’s principal client.
Dr. Kreis has developed an impressive research portfolio, serving as principal investigator on numerous projects
funded by agencies such as the Department of Homeland Security, Transportation Security Administration, and
the Kentucky Transportation Cabinet. Since 2007 he has been responsible for the day-to-day management of
Fedtrak, a software and risk management system that monitors the movement of Tier 1 Highway Security Sensitive
Materials.To date, this initiative has brought over $13 million to KTC. He was also instrumental in securing funding
for the Multimodal Infrastructure and Transportation Consortium, a Tier 1 University Transportation Center. As
part of this effort, Dr. Kreis led several projects related to the U.S. inland waterway system. Throughout his career,
Dr. Kreis has demonstrated his expertise in areas such as intelligent transportation systems, commercial vehicle
operations, sustainable transportation infrastructure, and environmental analysis.

2. A lifelong resident of Kentucky, Dr. Kreis grew up amid the state’s rugged coalfields. He earned three degrees from the
University of Kentucky — an undergraduate degree in mining engineering, an MBA, and MA in Education and his PhD in
Civil Engineering. His dissertation focused on improving the safety of hazardous materials transportation on U.S. road-
ways. Dr. Kreis also holds an MPS in Supply Chain Management from Pennsylvania State University. Along with his de-
grees, Dr. Kreis is a licensed Professional Engineer in the state of Kentucky and is certified as a Geographical Informations
Systems Professional (GISP) and Project Management Professional (PMP). Dr. Kreis brings the following accomplishments
to KTC:
- Demonstrated expertise in transportation engineering, environmental analysis, hazardous materials
transportation, logistics, and supply chain management.
- Over the past 20 years, has served as principal investigator or co-principal investigator on over 50 research
projects funded at the state and federal level.
- Brought over $15 million in external funding into KTC.
- Received a Department of Homeland Security’s Science and Technology Project of the Year Award for
Fedtrak in 2011 at its University Network Summit.
- Strengthened the relationship between KTC and the Kentucky Transportation Cabinet to forge more
productive collaborations.
