2. A Case for Changing the Minimum Security Requirements (MSC)
1. Its been almost 17 years since the inception of CTPAT and the MSC without
an update (November of 2001).
2. Trade growth has increased 88% since 2002.
3. The threats to the US and its partners has increased and evolved.
4. The SAFE Port Act of 2006 mandates that the MSC be reviewed annually to
update requirements as necessary in partnership with the Trade community.
5. There are clear short comings in the current MSC
• Cybersecurity is a quickly increasing threat
• Security Vision and Responsibility
• Agricultural security not addressed
3. The Proposed MSC Workbooks are Accessible in the Public
Library on the CTPAT Website:

4. The New Minimum Security Requirements Are Not Finalized!
1. The MSC workbooks were released on July 25th, 2018.
2. The comment period will close on or about October 23rd, 2018
3. CBP is actively looking for constructive feedback from the Trade. CBP fully
intends to make adjustments to the current MSC workbook,
based on feedback.
