Purpose
This report describes the project and outcomes of the project to upgrade the DECD
Workforce Development directorate to the Windows 7 standard operating
environment (SOE).

1.0      Executive Summary
In 2012 all corporate offices within the Department for Education and Child
Development (DECD) will be upgraded to a new standard operating environment
(SOE) with Windows 7 and Microsoft Office 2010. The Workforce Development
directorate was selected as a pilot group for the installation and testing of the
upgrade to Windows 7 SOE.
Niccola Baker from ICT Assets and Dain Sanyë from Workforce Development
collaboratively project managed this upgrade project. 56 Workforce Development
staff were engaged as affected participants with feedback from participants
describing the project management as excellent, efficient and smooth.
There was a significant increase in confidence of 30% for Workforce Development
staff with the Windows 7 operating system and with Microsoft Office 2010 from pre-
to post-project implementation. The confidence index for Windows 7 increased from
2.77 up to 3.57 out of 5 over the period of eight weeks. The confidence index for
Microsoft Office 2010 increased from 2.72 up to 3.55 out of 5 over the same period.
The majority of participants (66.67%) reported some or a significant improvement in
the efficiency and/or productivity of their work from the upgrade to Windows 7 SOE.
Workforce Development was provided with 20 brand new desktop computers
installed with the new Windows 7 SOE at the commencement of the project to
replace existing computers identified for salvage. These new computers were
allocated to staff running high-load software; with their existing computers re-
allocated to upgrade other Workforce Development staff with older computers. 40
staff therefore received new or upgraded desktop computers. Two high performance
laptops were also purchased for staff involved in external training delivery.
The majority of participants (69.23%) reported their computer’s turning on (from off)
boot up speed to be noticeably faster or very quickly following the upgrade.
Four brand new computers were purchased by Workforce Development and
equipped with web-cameras to run Centra virtual classroom sessions.
28 Workforce Development staff had their monitor configuration upgraded in this
project with an average efficiency increase of 95%. The majority of participants (90%)
reported some or a significant improvement in the efficiency and/or productivity of
their work from the upgrade to dual monitors. The confidence index of Workforce
Development staff using dual monitors is currently at 3.89 out of 5.
The efficiency and productivity gains achieved by this upgrade for all Workforce
Development staff significantly offset the small capital costs for the Directorate
ensuring a substantial return on investment from this project.

2.0       Introduction
Windows 7 is the current operating system released by Microsoft Corporation, with
Microsoft Office 2010 the current office suite.
The Department has been using a Windows XP standard operating system (SOE)
with the Microsoft Office 2003 suite since 2005.
In 2012 all corporate offices in the Department are being upgraded to Windows 7
with the MS Office 2010 suite by the Department’s ICT Assets unit.
The Workforce Development directorate within the Office of Human Resources and
Workforce Development (HRWD) was selected as a pilot group to install and test the
Windows 7 SOE.
ICT Assets provided four (4) help files to assist staff transition to the Microsoft Office
2010 suite:
         MS Word
         MS Excel
         MS Outlook
         MS PowerPoint

2.1       Implementation
This project was implemented over eight weeks from February–April 2012.
On 14 February 2012, Niccola Baker from DECD ICT Assets invited the Workforce
Development directorate to participate as a pilot group in the Department’s upgrade
to Windows 7 and Microsoft Office 2010.
On 20 February 2012, Dain Sanye from Workforce Development met with Roy King,
Niccola Baker and Mathew Henderson from ICT Assets to discuss the objectives of
the pilot and responsibilities of Workforce Development and ICT Assets through this
project.
The objectives of the project included:
         identifying any bugs
         testing hardware and software
         suggesting improvements
         highlighting training needs
         gauging staff reaction to the change
The deliverables of the project included:
         salvaging and replacing all current Dell desktop computers and computers
          with asset numbers lower than 7000 with new Hewlett Packard desktop
          computers
         transferring standard and non-standard purchased software from original to
          replacement desktop computers
         investigating and if appropriate, replacing primary and secondary device
          laptop computers
         installing the Windows 7 SOE on all desktop computers and laptops that are
          not replaced

Additional deliverables in-scope for Workforce Development included:
        ensuring consistency in computer type and quality within distinct teams
        comprehensive software audit and update of the Directorate’s IMS asset
         register
        identification of software able to be recovered and re-allocated to new users
        collation and submission of new software requests
        upgrade of newly provided desktop computers with newly purchased video
         cards to enable dual monitor installation
        recovery of video cards from replaced desktop computers and re-installation
         in desktop computers not replaced


A Checkbox survey through < www.decssurveys.sa.edu.au > titled Upgrade to
Windows 7 and MS Office 2010 was created by Workforce Development to capture
information on the objectives and for project planning the implementation.
A copy of this survey has been provided to DECD ICT Assets.
Feedback gathered from the survey before project commencement was used to
determine:
        Pre-installation confidence with the new SOE
        Current and requested hardware configuration including dual monitors
        Standard and non-standard software audit including requested software
The survey remained active throughout the project enabling pilot participants to
record additional information including:
        Post-installation confidence with the new SOE
        Issue log for the new SOE
        Recommendations for future Departmental roll-out including learning aids
Upon completion of the project the survey was re-advertised to all participants to
gather additional feedback on:
        Relative improvement in efficiency from the new SOE and hardware
         configuration
        Relative improvement in boot-up speed with the new SOE
The survey and an analysis of responses are detailed in Appendix A in this report.
Responses from the survey have been evaluated and summarised in this report
chapter 3.0 Outcomes.

3.0      Outcomes
Feedback from participants described the project management as excellent, efficient
and smooth.
The majority of participants (66.67%) reported some or a significant improvement in
the efficiency and/or productivity of their work from the upgrade to Windows 7 SOE.




There was a significant increase in confidence of 30% with the Windows 7 operating
system and an overall increase in confidence with Microsoft Office 2010 between the
commencement and conclusion of this project.
The confidence index of Workforce Development staff with Windows 7 increased
from 2.77 up to 3.57 out of 5; and the confidence index for Microsoft Office 2010
increased from 2.72 up to 3.55 out of 5 over the same period.




40 Workforce Development staff received new or upgraded desktop computers.
Two high performance laptops were purchased for two staff involved in external
training delivery.
The majority of participants (69.23%) reported their computer’s turning on (from off)
boot up speed to be noticeably faster or very quickly following the upgrade to
Windows 7 SOE. This represents a significant increase in productivity achieved from
this project as staff are waiting significantly less time for their computer to turn on
each day or reboot when required.

28 staff had their monitor configuration upgraded with an average efficiency increase
of 95%. The majority of participants (90%) reported some or a significant
improvement in the efficiency and/or productivity of their work from the upgrade to
dual monitors. The confidence index of Workforce Development staff using dual
monitors is currently at 3.89 out of 5.
Dual monitors increase the efficiency of a staff member by 100% by doubling the
amount of visible desktop and doubling the number of application windows the staff
member can concurrently view and edit. Dual monitors also reduce OHS&W risk by
significantly decreasing the number of mouse-clicks a user performs per day to
achieve the same result, and by increasing the user’s mobility in their workstation.
Dual monitors also reduce costs through reducing the need to print documents with
content being referred to in newly created or edited documents.




The confidence index of Workforce Development staff with dual monitors is currently
at 3.89 out of 5.




Five staff members were provided with a new keyboard and 4 staff members with a
new mouse.
23 web-cameras were installed on desktop computers for OPDS trainers, Quality
Leadership consultants, and Projects and Innovations team members for training
delivery through Centra.

A.0      Survey: Upgrade to Windows 7 and MS Office 2010
The following survey questions were created in the Department’s online survey tool,
Checkbox, at < http://decssurveys.sa.edu.au/online/w7.aspx > and made available to
all participants from 23 February–30 April 2012.

A.1      Introductory pre-project email to engage participants
Over the next few weeks all Workforce Development computers will be upgraded to
Windows 7 and Microsoft Office 2010. Windows XP and Office 2003 will be
uninstalled from all computers.
The upgrade to Windows 7 and Office 2010 will happen on HP computers around
midnight overnight on a day in the future to be advised. The upgrade will be
controlled by DECD servers that, after you have left for the day, will automatically
turn your computer on, remove Windows XP and Office 2003, upload and install
Windows 7 and Office 2010, and then turn your computer off. When you start your
computer the following morning you will only see the Windows 7 operating system
and only be able to open Microsoft Office 2010.
Some new computers will be provided for team members running high-load software
(eg Adobe Creative Suite, Photoshop, Illustrator, etc). Hewlett Packard (HP) desktop
computers will be redistributed across the floor. Older Dell desktop computers will be
taken away by DECD ICT.


All Workforce Development staff are requested to complete the survey below
immediately.

fortnight to ensure we can record and report on Workforce Development’s change in
experience and change in confidence level over the change to Windows 7 and Office
2010 period.

        any difficulties or complications you have had or feel could occur that may be
         reduced by the creation of specific written training instructions or audio-video

You may also report any of the above immediately to me in person or by email
dain.sanye3@sa.gov.au.


The survey also asks you to record all additional software programs you have
installed on your computer to ensure these can be effectively tested on Windows 7
and reloaded onto your computer after the upgrade.

In order to ensure as smooth as possible transfer to the new Windows 7 operating
system and Microsoft Office 2010 suite, six additional computers have been set
up around the floor which you are all highly encouraged to use, test and
become familiar with, from now until your own computer is upgraded by DECD ICT
to Windows 7 and MS Office 2010.
Please logon to one of these computers with your normal login and perform
some ordinary workday tasks in the new operating system and office suite
over the next week.
Please report back all your thoughts about the new operating system and office suite
through the survey above. You can reopen and complete the survey as many times
as needed.

This question was only accessible until 8 March when the first round of participants received
the new SOE. Responses to this question were used to identify potential project champions
who could effectively assist with accurate issue logging and support training in the new SOE
for less confident participants.
Windows Vista is the precursor to Windows 7 and has many similarities in its design and
function. Microsoft Office 2007 is the precursor to the Microsoft Office 2010 suite and also has
many similarities in its design and function. Participants who are familiar with the precursors
were considered familiar with the new SOE for the identification of project champions.
41 responses were received to this question with the following distributions.

26 new video cards to configure dual monitors were purchased by Workforce
Development within this project enabling the upgrade of 26 additional staff
workstations to dual monitors. Workforce Development aims to have all staff using
dual monitor configured computers in 2012.
Dual monitors increase the efficiency of a staff member by 100% by doubling the amount of
visible desktop and doubling the number of application windows the staff member can
concurrently view and edit. Dual monitors also reduce OHS&W risk by significantly
decreasing the number of mouse-clicks a user performs per day to achieve the same result,
and by increasing the user’s mobility in their workstation. Dual monitors also reduce costs
through reducing the need to print documents with content being referred to in newly created
or edited documents.

The majority of participants (90%) reported some or a significant improvement in the
efficiency and/or productivity of their work from the upgrade to dual monitors.
Follow-up questions were asked in the survey requesting participants to identify their
original and upgraded monitor sizes.
Efficiency increase from larger and dual monitors is calculated as the maximum
proportional increase in visible resolution that enables the user to concurrently view
more content on-screen.
Note that upgrading to dual 19” widescreen monitors is not recommended as it results in a net
reduction in total resolution (19” widescreen @ 1366x768 versus 19” pal @ 1280x1024), and
this loss is exacerbated by the height of the ribbon menu in Office 2010.

These results show a significant increase in confidence of 30% with the Windows 7 operating
system and an overall increase in confidence with Microsoft Office 2010.
The confidence index of Workforce Development staff with Windows 7 increased from 2.77
up to 3.57 out of 5 over a period of six weeks. The confidence index for Microsoft Office 2010
increased from 2.72 up to 3.55 out of 5 over the same period.

The transition has been better than originally thought. I have learnt through exploration and
this has been reasonably easy. Email and accessing personal folders earlier a problem but
this has been rectified. NB I have really appreciated having the two monitors. They support
my work especially when using one monitor to develop new resources and the other monitor
when viewing other resources. They are also useful when responding and comparing student
assessments and assessment task documents/resources. The monitors are very clear and
easy to view. I am not having the headaches from straining my eyes as this is what I
experienced with the previous monitor. Thank you.
It has been extremely helpful in my work; I think with a little tutelage I could learn more things
which would increase my productivity further.
With tutelage I think I could utilise the dual monitors further.
Initially the change has slowed things down, due to the marked difference between 97-2003
and 2010. There is still some frustration in locating things, and the F1 key is getting a good
workout. However, some of the instructions gained through the Help function are not that
clear either. Trial and error and sharing with others has often been the best way to go. Some
workshops in the features of the new software would be really helpful, ie lunchtime sessions
for those interested. I have purchased the software for home use, and also Office 10 for
Dummies (with DVD) which is helping me.
I have experienced some delay in locating the functions which has reduced my efficiency. I
am confident that this will be resolved with more experience and use.

It is proving to be a bit of a learning curve at the moment and it often slows me down while I

Still struggling to navigate my way around Microsoft 10, however I believe I am getting better.
I seem to spend a lot of time trying to find things that I automatically knew with the previous

We have made a "big leap" from Windows XP and Microsoft Office 2003 and I feel there
should be more support to get us up to speed. I spend a lot of time looking for "things" that
were easily located. Now they hide behind tabs. The short cuts I used previously to find the
drives and my desktop no longer work. I have had a message on my screen to say I can't
save updates to an existing file. My Outlook does not always load with all my personal folders
(intermittent). The new environment means I am less confident to trouble shoot. One or two
information sessions would have helped - even if they simply highlight the changes we can
expect and where to find "things".
Some people may need orientation to use re significant changes - but incidental requests for
support to answer queries are useful.

...As I'm new to the organisation (luckily came after upgrade) I am not sure if my input will be
of much use (sorry). I'm familiar with both Windows 7 and Office 2010, I believe after the initial
transition that staff will notice a significant improvement in the time taken to achieve tasks.
I have found using Google to find out more about the features has worked well for me. Like
anything new it takes time to pick it up. It has not been as hard as I initially thought which is
good. Dain is always willing to assist if needed.

I have experienced some slowing of completion of tasks while learning the location of
particular functions particularly in Microsoft office applications.
I use Microsoft Access for a huge portion of my work - and since the upgrade to Access 2010
the response time and performance of Access has been much much slower than my previous
older version - despite also upgrading my computer. Even the slightest bit of a database work
(tweaking forms etc) takes long times to load and update - it always seems to be loading. Has
caused many system hangs and crashes.
It has taken very little time to adapt to the new screens and upgrade. I have occasionally used
the help links but most often have problems solved independently or just asked someone
nearby.
I'm used to using Microsoft Office 10 so the upgrade has allowed me to continue using the
same, more efficient program. This has ultimately helped me maintain the same efficiency in
my work as I don't have to 'unlearn' 10.
The upgrade to Microsoft 2010 has allowed me to continue working efficiently as I'm used of
working with this version and so didn't have to 'unlearn' it for a 7 downgrade.
The capabilities of the upgraded system are significantly improved but quite different to use. I
am learning more each day about how to quickly find what I need and do what I need to.
Overall - excellent improvement in work capability. Access to more applications is great for
work output. Access to iTunes is long-awaited and much appreciated!
The transition had a few hiccups and I had to wait approximately 2 weeks for the installation
of some of the non-standard software that I had on my previous computer. This impacted
some of the work I had to do. It has taken a bit of time to navigate parts of the Microsoft Office
2010 programs and find where some of the functions are located. I still do not feel I am at a
point to use some parts of the programs as quickly as I could previously. Having said that, I
do think in the long term the upgrade will be worthwhile. My computer is much quicker to
respond as well.
I probably needed to do an online basics type course to get me up to speed. I managed to
find most things that I need but it has slowed me down.
An online help exercise would have been good - I have been slowed down learning the new
one.
I use both Windows 7 and Microsoft Office 2010 at home on a daily basis.
I tend to be more confident these days with fault finding my way around systems as opposed
to knowing outright how they operate.
I have used Windows 7 while training offsite at Hamilton Secondary College. I have very
limited knowledge of this program. I have had no experience at all with Microsoft Office 2010.
I have Vista (laptop) and Windows 7 (PC) at home.
I have adapted to upgrades easily before and don't anticipate major problems on this
occasion.
I have had Windows 7 and Office 2010 for over a year now at home.
Would have been useful to have some online help - it has taken a while to acclimatise.

Most programs work okay on the computer, though some open slowly due to the age of the
computer which is an early 8000 series model (DECD ICT Asset number). There could be
issues with programs such as Adobe Premier simply because the machine doesn't have the
processing power to handle that type of video editing. If it is possible to get those programs
an upgrade to my computer or upgrade to a newer machine would be appreciated.
Can Adobe please be updated to the latest version? It is not unusual to get messages
advising that the current version is outdated and programs may not run or display as
expected.

Action was taken to resolve the issued identified in both of these responses.

Process of transferring over essential programs was not good at all - I ended up losing three
days of productivity due to my Adobe Creative Suite not transferring. This should have
already been transferred to my new computer before I got it - don't know if it was not
communicated properly that I needed them or if it was another issue, but it needs to be
addressed with any future changes as it was an unacceptable waste of time and very
disruptive to my work (and others' as my work was for other teams and they were also
delayed by me not completing jobs).
N/A I'm not running either windows 7 or Microsoft Office 2010 at this time but would be very
interested in upgrading as soon as possible.
Outlook not being able to locate personal files. I have contacted ICT on four separate
occasions to rectify this, each time ICT has fixed the problem however it has re occurred later.
This is a comment about the computer in Centra room 69. On Thursday 5th April the mouse
did not function and I needed to log off and on again to rectify the problem. On the two
occasions whilst using Centra in both rooms 69 and 30 when I launched websafari half the
students were not able to see the screen clearly, the image projected looked like it was in
landscape and unreadable. The second time this occurred I asked the students what web
platform they were using eg Firefox or Internet Explorer, to see if there was a consistent
pattern to the problem but this did not seem to be the case. I have logged this with Customer

I have been locked out of Outlook sometimes.
Exec 2000 didn't copy across properly and the shortcut appeared to be incompatible.
I seem to have a few problems with Outlook. I have had to phone TKMS a few times as I
haven't been able to access Outlook. Sometimes it's when I start up in the morning and other
times it will happen half way through the day.
Had problems getting audio on Centra.
Outlook has 'frozen' on 1 occasion - needed to close off. Have not been able to access
personal email folder (blocked) as required when first opening Outlook. IMS has been slow on
occasion.
I am experiencing ongoing issues with Outlook which frequently 'freezes' and needs to be re-
started.
Minor issue - I lost the short cuts to ecourier in Outlook.
Had Windows 7 re-installed by CSC recently as documents were unexpectedly closing.
Emails don’t want to move to the personal folder. Have to exit from Outlook and come back
in.
Initial change over not having access to network drives. Once Login script was installed on
the desktop by customer support, they returned.
Search Exec 2000 is currently freezing in that it continues to keep looking.

Four critical issues were identified that are highly recommended to be resolved by DECD ICT
Assets before the full Departmental roll-out:
• Many participants were affected by a delay in having their additional standard and non-
standard software programs transferred to their new computer.
• Microsoft Outlook loses its connection to personal folders stored on the network B: on a
repeating basis for many staff members.
A potential resolution has been implemented by Workforce Development to detach and
reattach the B: personal folders through the full server name as
decsgla02pstbackup$username*.pst.
• Exec 2000, a Departmental file tracking application created in an early version of Microsoft
Access requires new shortcuts on the network file drive to successfully access the
application.
• Computers upgraded to dual monitors with the NVIDIA NVS300 video card lose their audio
capability which must be restored by resetting a BIOS setting on the affected computer.

trial starting 03-04-12, pending resolution by ICT (job # 990685).
Needed to have Centra client updated.
My B: drive keeps dropping (approx twice per day) out making my pst files inaccessible in
Outlook.
Since running Windows 7 I haven't been able to use Firefox to set up Centra. It appears I now
must use Explorer. Mozilla Firefox is my default browser because it allows much greater
access to Moodle.
Some of my pages come up as 177% and there is no obvious link to getting them to reformat.

Sooner rather than later would be preferred. Most students are currently using Windows 7
and Office 2010 at home and those of us with home computers tend to be more up-to-date as
well.
My computer is very slow and with an upgrade of the operating system I am worried it will be
even slower.
It would have been good to have had a manual eg: Windows 7 for Dummies? or something
that we could go to when we needed. Some things can be hard to find but then I guess that's
how it is with anything new.
Hints and tips guide would be useful - I have found Google excellent. For example - to recall
an email you generally need to do this immediately so for the first time I found it useful having
the instructions from Google on hand.

Workforce Development can use Camtasia and Lecturnity software to create videos

I have been using to ? search tool and this is very useful.
It's just really hard to find things in Microsoft Office programs sometimes, but I'm sure it will
get easier!
Just understanding how Microsoft Office 2010 works has had an impact on trying to modify
documents, written or video files would have been so useful at the swop over.
Not had to use.
Word and Excel.
A checksheet for frequently used options eg out of office assistant, footer with file name and
path.

B.0      Additional issues and recommendations
The following issues and recommendations were forwarded directly to the project
manager throughout the project and not necessarily recorded in the survey.

Issues
        New 19” widescreen monitors have significantly less total resolution
         (1366x768) than old 19” monitors (1280x1024)
              o   This issue is exacerbated by increased height of the ribbon menu in
                  Office 2010 leaving little vertical space on screen for users
        Entering data into editable PDF forms are no longer editable using the default
         installation of Adobe Reader X (eg non-standard software form)
Internet Explorer
        Ability to add/change homepage/s for start-up has been removed




        Clear majority of staff prefer Mozilla Firefox and many complaints/requests
         raised for this
              o   Have had to install Firefox manually on all new and upgraded
                  computers
                           In Firefox you can choose your own homepage
              o   Internet Explorer does not enable searching direct from Address bar
                  which is very annoying as it keeps saying site not found (eg search
                  Evaluation policy = http://evaluation%20policy/ site not found)
        Default search box on RHS of address bar is Bing, no other providers appear
              o   Clear majority of staff prefer Google as default
              o   Takes a few steps to change this to Google (times all users), have to
                  install add-on, not obvious for the average user, does allow to install
                  add-on without needing IT assistance
        Cannot import old Favourites
              o   Favourites > Add to Favourites (RH arrow drop down list > Import and
                  Export Favourites
              o   Error message: The Import/Export Wizard has been disabled by your
                  system administrator
        Centra needs Java plug-in installed/updated by individual users (is auto-
         prompted and can be done without IT assistance)

Outlook
        Lost all shortcuts stored in Outlook (most affected was ecourier)
        B: regularly drops out on some machines making PST folders inaccessible
         until Outlook is closed and restarted (significant annoyance)
              o   testing Adding PST for users this is affecting through:
                           remove (unlink) their current B: pst (under Files > Account
                            Settings > Data Files)
                           reattach their PST by using the full server-share path starting
                            with:
                           decsgla02pstbackup$ username  pst file name
        On some replacement machines, the B: PST file did not automatically
         reconnect to Outlook and had to be added manually
        Where the user’s profile was not copied, the signature block needed to be
         recreated and Outlook 2010 does not have easy HTML signatures
        Where the user’s profile was not copied, auto-complete for email addresses in
         the To: field of draft emails is completely reset
Some (MS Word?) pages default open at 177% magnification
Two trainers require access to EDSAS (through Access 97). It has been
recommended that a secondary machine is retained with the XP image to enable
this.

        To enable AeroPeek (greyed out on some computers) you need to change
         the Desktop > Personalize > Theme to the first Aero theme before setting up
         your personal desktop image/s
Internet Explorer
        How to change default search provider to Google and delete Bing
Outlook
        How to find the Out-of-Office Assistant? Under FILE in the menu
              o   This is in the Migrating to Outlook 2010 document provided
        Categories feature is great improvement, can customise these and link to
         much improved To Do list type task management
              o   Tutorial recommended for effective use of this, useful for allocating
                  calendar events (eg setting up team’s schedule of how much work
                  spent on services to other teams-by colour)
        Much easier to switch signatures when you are in a draft email than it used to
         be
        Overheard that it is possible to use HTML in Out-of-Office messages
         (unable/unsuccessful to confirm with testing)

Word
        How to add the filename with path into the footer of MS Word? INSERT menu
         > QUICK PARTS > FIELD > highlight FileName > tick checkbox Add path to
         filename > OK
        Doesn’t seem to need to install any other Adobe toolbars in Word, has
         functionality to Save As and choose PDF from file type list (didn’t work
         perfectly on all machines)
Start menu/task bar
        Show Desktop button is now on the far right of the START task bar
        If you have the START taskbar set to ‘Always combine, hide labels’, when
         you click on the taskbar shortcut icon it brings up a list of open files of that
         type, then you have to select which file you want to go to
              o   Especially noticed in Outlook which groups Outlook AND all open
                  emails, drafts
        You can choose the order of icons that you pin to the task bar and it saves
         the order
              o   Can also pin frequently used/recently opened files to application icon
                  in task bar, makes it much easier to open Timesheet for example
        Recommend to all staff to pin all Office programs and other favourite
         programs to the task bar and/or start menu; this way they appear when you
         first hover on the start menu and don’t have to click through three All
         Programs menus to find Office
        Recommend to have Links and R: network team directory added to task bar
         toolbars for all team members
Our networked Photocopier/printer requires a 4-digit password to print directly to it,
this needed to be re-setup in the Printer Properties for all users

Created by Dain Sanyë, Senior Consultant Evaluation and Continuous Improvement Version 2012.04.30 1.0 Executive Summary In 2012 all corporate offices within the Department for Education and Child Development (DECD) will be upgraded to a new standard operating environment (SOE) with Windows 7 and Microsoft Office 2010. The Workforce Development directorate was selected as a pilot group for the installation and testing of the upgrade to Windows 7 SOE. Niccola Baker from ICT Assets and Dain Sanyë from Workforce Development collaboratively project managed this upgrade project. 56 Workforce Development staff were engaged as affected participants with feedback from participants describing the project management as excellent, efficient and smooth. There was a significant increase in confidence of 30% for Workforce Development staff with the Windows 7 operating system and with Microsoft Office 2010 from pre- to post-project implementation. The confidence index for Windows 7 increased from 2.77 up to 3.57 out of 5 over the period of eight weeks. The confidence index for Microsoft Office 2010 increased from 2.72 up to 3.55 out of 5 over the same period. The majority of participants (66.67%) reported some or a significant improvement in the efficiency and/or productivity of their work from the upgrade to Windows 7 SOE. Workforce Development was provided with 20 brand new desktop computers installed with the new Windows 7 SOE at the commencement of the project to replace existing computers identified for salvage. These new computers were allocated to staff running high-load software; with their existing computers re- allocated to upgrade other Workforce Development staff with older computers. 40 staff therefore received new or upgraded desktop computers. Two high performance laptops were also purchased for staff involved in external training delivery. The majority of participants (69.23%) reported their computer’s turning on (from off) boot up speed to be noticeably faster or very quickly following the upgrade. Four brand new computers were purchased by Workforce Development and equipped with web-cameras to run Centra virtual classroom sessions. 28 Workforce Development staff had their monitor configuration upgraded in this project with an average efficiency increase of 95%. The majority of participants (90%) reported some or a significant improvement in the efficiency and/or productivity of their work from the upgrade to dual monitors. The confidence index of Workforce Development staff using dual monitors is currently at 3.89 out of 5. The efficiency and productivity gains achieved by this upgrade for all Workforce Development staff significantly offset the small capital costs for the Directorate ensuring a substantial return on investment from this project. Created by Dain Sanyë, Senior Consultant Evaluation and Continuous Improvement Version 2012.04.30 2.0 Introduction Windows 7 is the current operating system released by Microsoft Corporation, with Microsoft Office 2010 the current office suite. The Department has been using a Windows XP standard operating system (SOE) with the Microsoft Office 2003 suite since 2005. In 2012 all corporate offices in the Department are being upgraded to Windows 7 with the MS Office 2010 suite by the Department’s ICT Assets unit. The Workforce Development directorate within the Office of Human Resources and Workforce Development (HRWD) was selected as a pilot group to install and test the Windows 7 SOE. ICT Assets provided four (4) help files to assist staff transition to the Microsoft Office 2010 suite:  MS Word  MS Excel  MS Outlook  MS PowerPoint 2.1 Implementation This project was implemented over eight weeks from February–April 2012. On 14 February 2012, Niccola Baker from DECD ICT Assets invited the Workforce Development directorate to participate as a pilot group in the Department’s upgrade to Windows 7 and Microsoft Office 2010. On 20 February 2012, Dain Sanye from Workforce Development met with Roy King, Niccola Baker and Mathew Henderson from ICT Assets to discuss the objectives of the pilot and responsibilities of Workforce Development and ICT Assets through this project. The objectives of the project included:  identifying any bugs  testing hardware and software  suggesting improvements  highlighting training needs  gauging staff reaction to the change The deliverables of the project included:  salvaging and replacing all current Dell desktop computers and computers with asset numbers lower than 7000 with new Hewlett Packard desktop computers  transferring standard and non-standard purchased software from original to replacement desktop computers  investigating and if appropriate, replacing primary and secondary device laptop computers  installing the Windows 7 SOE on all desktop computers and laptops that are not replaced Page W7–6 of 32 Upgrade to Windows 7 SOE—Project Evaluation R:HRWorkforce DevelopmentProjects and InnovationsEvaluationContinuousImprovementreplacePCw7surveyUpgrade to Windows 7 SOE.doc

Created by Dain Sanyë, Senior Consultant Evaluation and Continuous Improvement Version 2012.04.30 Additional deliverables in-scope for Workforce Development included:  ensuring consistency in computer type and quality within distinct teams  comprehensive software audit and update of the Directorate’s IMS asset register  identification of software able to be recovered and re-allocated to new users  collation and submission of new software requests  upgrade of newly provided desktop computers with newly purchased video cards to enable dual monitor installation  recovery of video cards from replaced desktop computers and re-installation in desktop computers not replaced A Checkbox survey through < www.decssurveys.sa.edu.au > titled Upgrade to Windows 7 and MS Office 2010 was created by Workforce Development to capture information on the objectives and for project planning the implementation. A copy of this survey has been provided to DECD ICT Assets. Feedback gathered from the survey before project commencement was used to determine:  Pre-installation confidence with the new SOE  Current and requested hardware configuration including dual monitors  Standard and non-standard software audit including requested software The survey remained active throughout the project enabling pilot participants to record additional information including:  Post-installation confidence with the new SOE  Issue log for the new SOE  Recommendations for future Departmental roll-out including learning aids Upon completion of the project the survey was re-advertised to all participants to gather additional feedback on:  Relative improvement in efficiency from the new SOE and hardware configuration  Relative improvement in boot-up speed with the new SOE The survey and an analysis of responses are detailed in Appendix A in this report. Responses from the survey have been evaluated and summarised in this report chapter 3.0 Outcomes. There was a significant increase in confidence of 30% with the Windows 7 operating system and an overall increase in confidence with Microsoft Office 2010 between the commencement and conclusion of this project. The confidence index of Workforce Development staff with Windows 7 increased from 2.77 up to 3.57 out of 5; and the confidence index for Microsoft Office 2010 increased from 2.72 up to 3.55 out of 5 over the same period. 40 Workforce Development staff received new or upgraded desktop computers. The majority of participants (90%) reported some or a significant improvement in the efficiency and/or productivity of their work from the upgrade to dual monitors. The confidence index of Workforce Development staff using dual monitors is currently at 3.89 out of 5. Dual monitors increase the efficiency of a staff member by 100% by doubling the amount of visible desktop and doubling the number of application windows the staff member can concurrently view and edit. Dual monitors also reduce OHS&W risk by significantly decreasing the number of mouse-clicks a user performs per day to achieve the same result, and by increasing the user’s mobility in their workstation. Dual monitors also reduce costs through reducing the need to print documents with content being referred to in newly created or edited documents. The confidence index of Workforce Development staff with dual monitors is currently at 3.89 out of 5. Five staff members were provided with a new keyboard and 4 staff members with a new mouse. 23 web-cameras were installed on desktop computers for OPDS trainers, Quality Leadership consultants, and Projects and Innovations team members for training delivery through Centra. A.1 Introductory pre-project email to engage participants Over the next few weeks all Workforce Development computers will be upgraded to Windows 7 and Microsoft Office 2010. Windows XP and Office 2003 will be uninstalled from all computers. The upgrade to Windows 7 and Office 2010 will happen on HP computers around midnight overnight on a day in the future to be advised. The upgrade will be controlled by DECD servers that, after you have left for the day, will automatically turn your computer on, remove Windows XP and Office 2003, upload and install Windows 7 and Office 2010, and then turn your computer off. When you start your computer the following morning you will only see the Windows 7 operating system and only be able to open Microsoft Office 2010. Some new computers will be provided for team members running high-load software (eg Adobe Creative Suite, Photoshop, Illustrator, etc). Hewlett Packard (HP) desktop computers will be redistributed across the floor. Older Dell desktop computers will be taken away by DECD ICT. The survey also asks you to record all additional software programs you have installed on your computer to ensure these can be effectively tested on Windows 7 and reloaded onto your computer after the upgrade. Responses to this question were used to identify potential project champions who could effectively assist with accurate issue logging and support training in the new SOE for less confident participants. Windows Vista is the precursor to Windows 7 and has many similarities in its design and function. Microsoft Office 2007 is the precursor to the Microsoft Office 2010 suite and also has many similarities in its design and function. Participants who are familiar with the precursors were considered familiar with the new SOE for the identification of project champions. 41 responses were received to this question with the following distributions. Four of these web-cameras were installed on the four newly purchased Centra virtual classroom desktop computers located on Level 1 West, Education building. The other web-cameras were allocated to OPDS trainers, Quality Leadership consultants, and Projects and Innovations team members for training delivery through Centra. This question was also used to enable participants to response to or automatically skip question 10. 26 new video cards to configure dual monitors were purchased by Workforce Development within this project enabling the upgrade of 26 additional staff workstations to dual monitors. Workforce Development aims to have all staff using dual monitor configured computers in 2012. Dual monitors increase the efficiency of a staff member by 100% by doubling the amount of visible desktop and doubling the number of application windows the staff member can concurrently view and edit. Dual monitors also reduce OHS&W risk by significantly decreasing the number of mouse-clicks a user performs per day to achieve the same result, and by increasing the user’s mobility in their workstation. Dual monitors also reduce costs through reducing the need to print documents with content being referred to in newly created or edited documents. Page 3 10. Follow-up questions were asked in the survey requesting participants to identify their original and upgraded monitor sizes. Efficiency increase from larger and dual monitors is calculated as the maximum proportional increase in visible resolution that enables the user to concurrently view more content on-screen. Note that upgrading to dual 19” widescreen monitors is not recommended as it results in a net reduction in total resolution (19” widescreen @ 1366x768 versus 19” pal @ 1280x1024), and this loss is exacerbated by the height of the ribbon menu in Office 2010. These results show a significant increase in confidence of 30% with the Windows 7 operating system and an overall increase in confidence with Microsoft Office 2010. The confidence index of Workforce Development staff with Windows 7 increased from 2.77 up to 3.57 out of 5 over a period of six weeks. The confidence index for Microsoft Office 2010 increased from 2.72 up to 3.55 out of 5 over the same period. The transition has been better than originally thought. I have learnt through exploration and this has been reasonably easy. Email and accessing personal folders earlier a problem but this has been rectified. NB I have really appreciated having the two monitors. They support my work especially when using one monitor to develop new resources and the other monitor when viewing other resources. They are also useful when responding and comparing student assessments and assessment task documents/resources. The monitors are very clear and easy to view. I am not having the headaches from straining my eyes as this is what I experienced with the previous monitor. Thank you. It has been extremely helpful in my work; I think with a little tutelage I could learn more things which would increase my productivity further. With tutelage I think I could utilise the dual monitors further. Initially the change has slowed things down, due to the marked difference between 97-2003 and 2010. There is still some frustration in locating things, and the F1 key is getting a good workout. However, some of the instructions gained through the Help function are not that clear either. Trial and error and sharing with others has often been the best way to go. Some workshops in the features of the new software would be really helpful, ie lunchtime sessions for those interested. I have purchased the software for home use, and also Office 10 for Dummies (with DVD) which is helping me. I have experienced some delay in locating the functions which has reduced my efficiency. I am confident that this will be resolved with more experience and use. I initially experienced problems locating functions which has reduced my efficiency. It is proving to be a bit of a learning curve at the moment and it often slows me down while I try to find things in Microsoft Office, but it will probably improve my productivity in the long run. I like the look of the whole thing and it's many applications. I love the new applications and the way the whole thing looks. Still struggling to navigate my way around Microsoft 10, however I believe I am getting better. I seem to spend a lot of time trying to find things that I automatically knew with the previous system, however I am sure that I will begin to navigate my way around. We have made a "big leap" from Windows XP and Microsoft Office 2003 and I feel there should be more support to get us up to speed. I spend a lot of time looking for "things" that were easily located. Now they hide behind tabs. The short cuts I used previously to find the drives and my desktop no longer work. I have had a message on my screen to say I can't save updates to an existing file. My Outlook does not always load with all my personal folders (intermittent). The new environment means I am less confident to trouble shoot. One or two information sessions would have helped - even if they simply highlight the changes we can expect and where to find "things". Some people may need orientation to use re significant changes - but incidental requests for support to answer queries are useful. Noticed the orientation guide on the email request to complete the survey - very useful to have, thanks. ...As I'm new to the organisation (luckily came after upgrade) I am not sure if my input will be of much use (sorry). I'm familiar with both Windows 7 and Office 2010, I believe after the initial transition that staff will notice a significant improvement in the time taken to achieve tasks. I have found using Google to find out more about the features has worked well for me. Like anything new it takes time to pick it up. It has not been as hard as I initially thought which is good. Created by Dain Sanyë, Senior Consultant Evaluation and Continuous Improvement Version 2012.04.30 I have experienced some slowing of completion of tasks while learning the location of particular functions particularly in Microsoft office applications. I use Microsoft Access for a huge portion of my work - and since the upgrade to Access 2010 the response time and performance of Access has been much much slower than my previous older version - despite also upgrading my computer. Even the slightest bit of a database work (tweaking forms etc) takes long times to load and update - it always seems to be loading. Has caused many system hangs and crashes. It has taken very little time to adapt to the new screens and upgrade. I have occasionally used the help links but most often have problems solved independently or just asked someone nearby. I'm used to using Microsoft Office 10 so the upgrade has allowed me to continue using the same, more efficient program. This has ultimately helped me maintain the same efficiency in my work as I don't have to 'unlearn' 10. The upgrade to Microsoft 2010 has allowed me to continue working efficiently as I'm used of working with this version and so didn't have to 'unlearn' it for a 7 downgrade. The capabilities of the upgraded system are significantly improved but quite different to use. I am learning more each day about how to quickly find what I need and do what I need to. Overall - excellent improvement in work capability. Access to more applications is great for work output. Access to iTunes is long-awaited and much appreciated! The transition had a few hiccups and I had to wait approximately 2 weeks for the installation of some of the non-standard software that I had on my previous computer. This impacted some of the work I had to do. It has taken a bit of time to navigate parts of the Microsoft Office 2010 programs and find where some of the functions are located. I still do not feel I am at a point to use some parts of the programs as quickly as I could previously. Having said that, I do think in the long term the upgrade will be worthwhile. My computer is much quicker to respond as well. I probably needed to do an online basics type course to get me up to speed. I managed to find most things that I need but it has slowed me down. An online help exercise would have been good - I have been slowed down learning the new one. I use both Windows 7 and Microsoft Office 2010 at home on a daily basis. I tend to be more confident these days with fault finding my way around systems as opposed to knowing outright how they operate. I have used Windows 7 while training offsite at Hamilton Secondary College. I have very limited knowledge of this program. I have had no experience at all with Microsoft Office 2010. I have Vista (laptop) and Windows 7 (PC) at home. I have adapted to upgrades easily before and don't anticipate major problems on this occasion. I have had Windows 7 and Office 2010 for over a year now at home. Would have been useful to have some online help - it has taken a while to acclimatise. Most programs work okay on the computer, though some open slowly due to the age of the computer which is an early 8000 series model (DECD ICT Asset number). There could be issues with programs such as Adobe Premier simply because the machine doesn't have the processing power to handle that type of video editing. If it is possible to get those programs an upgrade to my computer or upgrade to a newer machine would be appreciated. Can Adobe please be updated to the latest version? It is not unusual to get messages advising that the current version is outdated and programs may not run or display as expected. Action was taken to resolve the issued identified in both of these responses. 19. Please describe as fully as possible any errors, issues or bugs you have found with your computer running Windows 7 and Microsoft Office 2010. 12 participants responded to this question. Process of transferring over essential programs was not good at all - I ended up losing three days of productivity due to my Adobe Creative Suite not transferring. This should have already been transferred to my new computer before I got it - don't know if it was not communicated properly that I needed them or if it was another issue, but it needs to be addressed with any future changes as it was an unacceptable waste of time and very disruptive to my work (and others' as my work was for other teams and they were also delayed by me not completing jobs). N/A I'm not running either windows 7 or Microsoft Office 2010 at this time but would be very interested in upgrading as soon as possible. Outlook not being able to locate personal files. I have contacted ICT on four separate occasions to rectify this, each time ICT has fixed the problem however it has re occurred later. This is a comment about the computer in Centra room 69. On Thursday 5th April the mouse did not function and I needed to log off and on again to rectify the problem. On the two occasions whilst using Centra in both rooms 69 and 30 when I launched websafari half the students were not able to see the screen clearly, the image projected looked like it was in landscape and unreadable. The second time this occurred I asked the students what web platform they were using eg Firefox or Internet Explorer, to see if there was a consistent pattern to the problem but this did not seem to be the case. Exec 2000 didn't copy across properly and the shortcut appeared to be incompatible. I seem to have a few problems with Outlook. I have had to phone TKMS a few times as I haven't been able to access Outlook. Sometimes it's when I start up in the morning and other times it will happen half way through the day. Had problems getting audio on Centra. Outlook has 'frozen' on 1 occasion - needed to close off. Have not been able to access personal email folder (blocked) as required when first opening Outlook. IMS has been slow on occasion. I am experiencing ongoing issues with Outlook which frequently 'freezes' and needs to be re- started. Minor issue - I lost the short cuts to ecourier in Outlook. Had Windows 7 re-installed by CSC recently as documents were unexpectedly closing. Emails don’t want to move to the personal folder. Have to exit from Outlook and come back in. Initial change over not having access to network drives. Once Login script was installed on the desktop by customer support, they returned. Search Exec 2000 is currently freezing in that it continues to keep looking. Four critical issues were identified that are highly recommended to be resolved by DECD ICT Assets before the full Departmental roll-out: • Many participants were affected by a delay in having their additional standard and non- standard software programs transferred to their new computer. • Microsoft Outlook loses its connection to personal folders stored on the network B: on a repeating basis for many staff members. A potential resolution has been implemented by Workforce Development to detach and reattach the B: personal folders through the full server name as decsgla02pstbackup$username*.pst. • Exec 2000, a Departmental file tracking application created in an early version of Microsoft Access requires new shortcuts on the network file drive to successfully access the application. • Computers upgraded to dual monitors with the NVIDIA NVS300 video card lose their audio capability which must be restored by resetting a BIOS setting on the affected computer. 20. Please detail any specific issues you have found with your computer programs or software running on Windows 7. Adobe Suite - no serial numbers available for installation process. Have Adobe 30-day free trial starting 03-04-12, pending resolution by ICT (job # 990685). Needed to have Centra client updated. My B: drive keeps dropping (approx twice per day) out making my pst files inaccessible in Outlook. Since running Windows 7 I haven't been able to use Firefox to set up Centra. It appears I now must use Explorer. Mozilla Firefox is my default browser because it allows much greater access to Moodle. Some of my pages come up as 177% and there is no obvious link to getting them to reformat. any suggestions. Most students are currently using Windows 7 and Office 2010 at home and those of us with home computers tend to be more up-to-date as well. My computer is very slow and with an upgrade of the operating system I am worried it will be even slower. It would have been good to have had a manual eg: Windows 7 for Dummies? or something that we could go to when we needed. Some things can be hard to find but then I guess that's how it is with anything new. Hints and tips guide would be useful - I have found Google excellent. For example - to recall an email you generally need to do this immediately so for the first time I found it useful having the instructions from Google on hand. Some initial software training. 22. Please describe any significantly difficult issues you encountered adapting to Windows 7 and Microsoft Office 2010, that may have been reduced by having access to written or video help files as a learning aid. Workforce Development can use Camtasia and Lecturnity software to create videos that record the computer screen and voice-over as an experienced user actively uses computer programs. 8 participants responded to this question. N/A There are excellent tutorials and videos online and within the software. Where can I access Camtasia now? I have been using to ? search tool and this is very useful. It's just really hard to find things in Microsoft Office programs sometimes, but I'm sure it will get easier! Just understanding how Microsoft Office 2010 works has had an impact on trying to modify documents, written or video files would have been so useful at the swop over. Not had to use. Word and Excel. A checksheet for frequently used options eg out of office assistant, footer with file name and path. It has been recommended that a secondary machine is retained with the XP image to enable this. INSERT menu > QUICK PARTS > FIELD > highlight FileName > tick checkbox Add path to filename > OK  Doesn’t seem to need to install any other Adobe toolbars in Word, has functionality to Save As and choose PDF from file type list (didn’t work perfectly on all machines) Start menu/task bar  Show Desktop button is now on the far right of the START task bar  If you have the START taskbar set to ‘Always combine, hide labels’, when you click on the taskbar shortcut icon it brings up a list of open files of that type, then you have to select which file you want to go to o Especially noticed in Outlook which groups Outlook AND all open emails, drafts  You can choose the order of icons that you pin to the task bar and it saves the order o Can also pin frequently used/recently opened files to application icon in task bar, makes it much easier to open Timesheet for example  Recommend to all staff to pin all Office programs and other favourite programs to the task bar and/or start menu; this way they appear when you first hover on the start menu and don’t have to click through three All Programs menus to find Office  Recommend to have Links and R: network team directory added to task bar toolbars for all team members Our networked Photocopier/printer requires a 4-digit password to print directly to it, this needed to be re-setup in the Printer Properties for all users Page W7–31 of 32 Upgrade to Windows 7 SOE—Project Evaluation R:HRWorkforce DevelopmentProjects and InnovationsEvaluationContinuousImprovementreplacePCw7surveyUpgrade to Windows 7 SOE.doc
