Summary: The farmers will receive the bio-fertilizers for no charge to grow their
crops, and they will pay back the government when they sell their produce. The
government will be able to use the money it would normally use for fertilizer
subsidies for infrastructure development instead. The interest rate is 0% with no
price change for 5 years. The farmers' costs will drop at least 45% in bio-chemical
farming, much more in 100% organic farming.
