Project Etterbeek is a residence and day center for mentally disabled adults with severe dependency needs that opened in Etterbeek, Brussels in 2013. It was developed through a public-private partnership between Constellations and the College of Ministers of the Brussels region, which provided €2 million of the total €3.5 million cost. The residence opened in March 2013 and can house 20 residents, while the day center opened in December 2012 and serves an additional 20 people with daily activities. The project aims to reduce the number of mentally disabled adults in need of housing and support in Brussels.

Introduction - Constellations
Since its start in 2001, Constellations has worked in the Brussels region to
support young adults with mental disabilities. In 2008, we celebrated our
first major success with the opening of a home for ten persons on the
Chaussée de la Hulpe in Watermael-Boitsfort.
However, to deal with the most urgent cases, accommodation for twenty
times that number is needed. So we have worked for four years to build a
second bilingual (Flemish/French) center in Etterbeek- the heart of Brussels.
Construction on Project Etterbeek started in June 2011 and is now finished.
Project Etterbeek – key dates / financial summary
This project has been developed in partnership with the College of Ministers of the Brussels
region (Cocom) which granted its agreement subsidizing various stages of the project for a
total of 2.000.000€ out of the 3.500.000€ project total cost.
Construction work started in June 2011 after demolition of the old
building
• The day center opened December 3, with 20 persons
getting access to daily occupation. Since the end of
January, we are 100% operational. We are particularly
pleased with the set-up of the building and the bright colors
that make the inside very lively.
• And the Residence Center opened on March 1, on the
scheduled date. After we moved their personal furniture on
Friday 1,residents moved in on March 4 for the first two floors
and the two other floors opened a week later
• Constellations has to raise 1.500.000€-1.145.000€ for
construction and 355.000€ for equipment as its total contribution
to Project Etterbeek. Since December one, all the running costs
have been borne by the Cocom, a cost of 1.700.000€ annually.
Thus far, we have raised 1.530.000€. After spending 1.200.000€,
we have 280.000€ in cash and firm agreements for 50.000€ for a
total 1.530.000€. In the last few weeks, we have had to face the
last minute unavoidable supplementary costs for the construction totaling 50.000€.We will find
the missing 20.000€.
Thus far, the Cocom has spent 1.500.000€ as its share of the demolition/construction costs.
This project is closed and this is the final report. But Constellations will not stop
there.as soon as our finances will allow it, we plan supporting another project and
the selection process is well advanced.

3. Our annual theatrical evening has taken place on, March 19, 2013 and benefitted for the fifth
time in a row from the high support of Her Majesty Queen Paola.
Project Etterbeek – the Essentials
Project Etterbeek will provide a Residence and second family atmosphere for twenty highly-
dependent mentally disabled1 young adults who do not have a roof at this moment. A Day
Center has been built to support an additional twenty people.
Key Features of Project Etterbeek:
• It is a Public-private partnership.
• For French and/or Dutch speakers.
• It is and will continue to be professionally managed.
• Reduces by twenty-per cent the number of mentally disabled in need in the Brussels
region.
Project Etterbeek – the Site
Located in a quiet area between rue General Fivé and rue des
Champs in Etterbeek, the site is near shops, public transport and
a sports facility complete with swimming pool. Thus, our residents
have the opportunity to integrate into society.
The site is to be divided into three spaces:
1. The Residence,
2. The Day Center, and
3. A private garden.
Key Features of the Residence:
• The Residence is located on Avenue des Champs and will include
four flats and administrative offices on the ground floor.
• 3 or 4 housing units for +/- 5 people ;
• Family style accommodation with a shared management
approach and participation in community life ;
• Individual bedrooms or double, according to what the person wishes.
Key Features of the Day Center:
• The Day center has been built in the interior and will host day
activities.
• For residents and non-residents.
• Will host individual living projects and organize outside activities,
tailored to individuals.

4. Project Etterbeek – the Operations Team
- The person appointed General Manager of the institutions has been on board since
September. This person has in her background the leadership of a similar large institution.
Her contribution is a big asset.
- We had reinforced our team with a construction expert who managed for us the relation
with the construction companies and particularly the cost issues.
Project Etterbeek – the Financials
In February 2009, the College of Ministers of the Cocom entered into an agreement with
Constellations. Under the terms of the agreement, the College provides 2.000.000€ in funding
for the various stages of construction. Since December one, the College has assumed funding
for the operating costs, estimated at 1.700.000€ annually.
In total, Constellations will have contributed 1.550.000€ to Project Etterbeek. Thus far we have
raised 1.530.000€. In the last few weeks we have had to face the last minute unavoidable
supplementary costs for the construction totalling 50.000€.We will find the missing 20.000€.
