- 1. EMERGENCY MANAGER CERT COORDINATOR ACTIVITIES
I am responsible for recruiting and maintaining volunteers. I research and develop plans
to utilize CERT volunteers for flood fight and damage assessment missions. I developed
the first detailed plans and training program in the nation for these 2 missions, all of
which has taken me 5 years. I have developed multiple detailed plans, Emergency
Action Plans, Standard Operating Procedures and a training program for both missions
adhering to ICS and NIMS compliance.
CERT program administration involves: recruiting, maintaining and managing
volunteers; applying for and managing grant money; developing and maintaining
policies; and managing the volunteer training calendar. I am currently managing a
database of over 1,600 volunteers. Many volunteers are trained in CERT Basic
Training, other National CERT training, amateur radio, damage assessment and
Operation Flood Fight Training. Subject Matter Experts are identified to enhance and
bring credibility to the FC CERT program.
I have also managed projects, managed programs, updated plans and have written
Memorandums of Understanding.
I have very recently been able to get Franklin County StormReady through the National
Weather Service. Part of becoming StormReady certified was to ensure our weather
SOP's were in order and sufficient for NWS. The weather SOP's updated were the
Severe Thunderstorm Warning SOP, the Tornado Watch SOP's In Office and Out of
Office, and the Tornado Warning SOP's In Office and Out of Office.
For the last 4 years as CERT Coordinator, I coordinated the NWS Weather Spotter
Trainings. I was responsible for coordinating with the NWS a date and time for the
training; coordinating with The Ohio State University Emergency Manager on a campus
location and all of the tables, chairs, technical equipment, etc. necessary for facilitation
of the training; coordinating with other volunteer organizations and agencies to set up
information booths; recruiting and responding to registrants interested in the training;
recruiting and training volunteers to help the day of the NWS training with registration,
crowd management, radio communications support, and information booth coordination.
