2. “Guardianships are very helpful. Without my
guardianship, my life would be a disaster. I
would get in trouble, and I would be around
the wrong people. Because of my
guardianship I have the supports I need to be
safe, learn new things, and live in my own
home, in my community."

say and participation. Revisions
took effect August 28, 2018.

8. The Lawsuit Filed By Representative
Rudy Viet On Behalf Of Family
Members Of Carl Debrodie
[Carl DeBrodie] really was abused there in
many ways . . . [T]here were multiple layers of
people and bureaucracy responsible for
DeBrodie's care. They include . . . his guardian
the public administrator. . . It's hard to believe
there were so many safeguards that were just
ignored," [Rudy] Veit said.

9. Representative David Evans on The
Value Of Legal Guardians
“Words have meaning. Legal meaning. And
they can sometimes have ordinary meaning.
The best legal guardian public administrator, I
might define as a caring, compassionate,
professional in their job and in their duties.
And not a parent or spouse of the ward or the
person they are caring for.”
House Judiciary Committee Chairman, David
Evans, February 24, 2021, (In re: Committee
Hearing on (2021) HB 978)
10. Professionalism, Experience & Education
Not Required In County Government
“Because there is no required experience or
education for a [Public Administrator] when

11. Missouri State Audits On Public Administrators
Consistently Show Serious Issues
From 2016 to 2020, seven state audits

incomplete or non-existent required
records or policies, and theft of
personal property, respective to the
audits conducted.
12. Double Standards In Guardianship
Laws To Favor Public Administrators

by sections 475.120 and 475.343 are discretionary.
The county shall defend and indemnify the public
administrator against any alleged breach of duty,
provided that any such alleged breach of duty arose
out of an act or omission occurring within the scope
of duty or employment.
