institutions involved in WASH activities
relevant to UNICEF's support under various
projects at the LGA level, particularly
WASH Department/WASH Unit, LGEA and
Health Management Teams, and ensure the
effective implementation of activities for the
attainment of project targets including the
attainment of LGA-wide Open Defecation
Free (ODF) status, where applicable.
• Coordinate with the LGA and communities
for field visits/review missions by UNICEF
staff and donor representatives.
• Participate in regular meetings with key
stakeholders at the LGA level, especially
involving WASH Department/WASH Unit
and WASHCOMs to ensure a common
understanding of the UNICEF support along
with its requirements towards securing their
full commitment to the project including
cost sharing, as relevant amongst others.
This would include following-up on timely
availability of resources for WASH
operational expenses in the participating
LGAs as well as for capital investment and
for community mobilisation needed for
attaining specific project targets.
• Support identification of capacity building

needs at the LGA/Community level for
effective WASH services with focus on
consolidation of project approaches and
expansion of community led total sanitation
(CLTS). Facilitate Training of Trainers on
CLTS to improve capacities for
implementing CLTS at both the LGA and
Community levels. Assist in efforts to build a
resource pool of trained personnel in CLTS,
hygiene promotion, appropriate technology
support, VLOM, monitoring and evaluation,
etc.
• In collaboration with the State level
Consultant, where applicable - support the
LGA WASH Department/Unit to
develop/review the LGA level WASH
sectoral plans and budgets and assist in the
formulation of strategies, plans and budgets
to achieve ODF/Total Sanitation and the
subsequent deployment of resources (funds
and people) in the participating LGAs. This
will include linking with Community level
WASH plans. Advocate for inclusion of
budget lines for Total Sanitation during
annual budget preparations at the LGA level.
• Support Federation of Natural Leaders and
Community Consultants to propagate
Community-Led Total Sanitation (CLTS) and
accelerate sanitation uptake and eliminate
Open defecation in the entire LGA. Provide
needed technical assistance to the WASH
Department/Unit and WASHCOMs towards
implementing their ODF plan and progress
towards achieving Total Sanitation. Provide
regular supportive supervision and
monitoring of the activities of the LGA
WASH Departments/Units, NGOs and
Natural Leaders/Community Consultants
against agreed CLTS plans and targets.
Conduct needed field visits to monitor
progress and quality of implementation and
support verification of LGA acclaimed ODF
Communities/Wards.
• Provide needed technical assistance to the
WASH Departments/Units, WASHCOMs in
the implementation, monitoring and

supervision of agreed project targets. This
will include needed support towards
preparation of Bills of Quantities, Technical
designs and specifications. Support the LGA
WASH Departments/Units to supervise and
monitor the activities of contracted NGOs
and Private Service Providers against agreed
plans, targets, and technical design,
specifications and standards. Conduct
needed field visits to monitor progress and
quality of implementation of water and
sanitation facilities constructed by direct
labour (partners) and contract. Support
physical verification (by independent state
verification team or third party) of
completed facilities to ensure that quality of
construction is conformed to agreed designs
and specifications before certification and
payment to the contractors.
• Play an active role in the dissemination of
survey results and study findings under the
specific project among various stakeholders
in the participating LGAs towards increasing
their understanding of sectoral issues and
emerging approaches and thereby facilitate
scaling up of successful approaches to non-
project LGAs. Facilitate linkages with
relevant LGA level officials for needed
conduct of surveys and studies by NGOs,
Institutions, and Private Service Providers.
• Assist participating LGAs' WASH
Departments/Units to articulate needed
support from State RWSSA on community
mobilisation, establishment and training of
WASHCOMs, water quality monitoring and
participatory planning. Support community
mobilisation efforts within LGA/communities
including their active involvement in
awareness raising campaigns such as Global
Hand washing Day, National Toilet Day, etc.
• Support participating LGAs in maintaining a
regular flow of information among
stakeholders at all levels towards
information sharing and mutual learning.

The objective of this consultancy is for the
consultant to support Bauchi, Yobe and Jigawa
States to operationalise their State Monitoring
and Evaluation (M&E) framework in line with the
national M&E framework. Through national and
State level stakeholder consultations, it has been
identified that a State-wide, sector-wide approach
is required for sustainable results. Therefore
from inception the buy in of the State and LGA
governments both politically and financially is
critical to this process. The progress in these
States will be documented and shared as
replicable models that can be taken to scale in
the rest of the States. Central to the approach
will be the promotion of evidence-based
programming and results oriented service
delivery.
The consultant shall undertake the following key
tasks:
1. Conduct a review of all relevant State
documents, including the process of
sensitization in the State by the STU
supported M&E consultant.

2. Review with the State their vision for a
State M&E system, the action plan to
achieve the vision and their progress
with the plan.
3. Support the State in documentation of
M&E initiatives for use as evidence in
advocacy meetings/events to EXCO and
for sharing and learning in national level
learning events. These national meetings
will hold every two months to be hosted
by FMWR to develop an Operational
Manual for the operationalisation of the
National M&E Framework, which
includes the following:-
a. Stakeholders identification and
consultations
b. Required institutions and structures
at State, LGA and community
levels
c. Training content on data collection,
collation, entry and management
(appropriate tools, software,
indicators for each level and their
connectivity)
d. Database building and management,
e. Facilitation of the development of a
reporting system with information
sharing and feedback mechanisms

f. Use of Learning Alliances as a
catalyst for data collection, use and
knowledge development
g. Effective and sustained use of
information for, planning,
monitoring and evaluation at

National levels for implementation
interventions.

domestication efforts;

finalization of M&E framework at state
level including an action plan for its

ZONAL M&E CONSULTANCY (BAUCHI, JIGAWA AND
YOBE) ACHIEVEMENTS:
1. Advocacy
• Advocated to top government functionaries for increased funding of the Water, Sanitation
and Hygiene (WASH) Sector in the three States of Bauchi, Jigawa and Yobe which resulted
to the creation of a sub-head for M&E in the State budget for Jigawa State and M&E
Department in the Ministry of Water Resources and Rural Development in Bauchi State.
• Advocated to top Government functionaries for inclusion of 10% allocation for M&E in total
budget in the three States of Bauchi, Jigawa and Yobe resulting in allocation of funds to M&E
in Bauchi and Jigawa States.
• Advocated to Government to fund the Operationalization/Institutionalization of the M&E
framework in the three States of Bauchi, Jigawa and Yobe.

• Advocated to Government to fund a WASH sector investment plan which will take stock of
existing facilities and also identify where these facilities are lacking (gaps) to inform evidence
based planning and strengthen the WASH database in the three States of Bauchi, Jigawa and
Yobe.
• Advocated to Government to constitute and fund a WASH M&E Technical Working Group
(TWG) to oversee the activities of WASH implementation in the three States of Bauchi,
Jigawa and Yobe.
2. Framework Establishment :
• Successfully facilitated the process for the establishment of WASH M&E Framework for
Jigawa and Bauchi States.
• Successfully set up a WASH Inter-Ministerial Working Group for the three States of Bauchi,
Jigawa and Yobe States to oversee WASH implementation in these States.
• Worked in partnership with the DFID SPARC project, the Jigawa State Ministry for Budget
and Planning to integrate the WASH M&E Framework with the State's M&E Framework and
the Jigawa State Comprehensive Development Plan for all sectors (CDP).
• In conjunction with the National WASH M&E Consultant and 3 other Zonal consultants
established the National WASH M&E Framework Implementation guidelines.
3. Capacity Building:
• Successfully trained key stakeholders in the WASH Sector in Jigawa and Bauchi on basic
M&E concepts as they relate to the M&E System establishment.
• Trained enumerators in Bauchi on WASH M&E Tools for data collection.
• Trained WASH staff of Ganjuwa and other enumerators on tools for LGA-wide data
collection including GPS coordinates collection.
• Conducted LGA-wide Data collection exercise for WASH facilities in Ganjuwa and Warji
LGAs of Bauchi State.
• Built a data base for WASH facilities in Ganjuwa and Warji LGAs of Bauchi State.
• Produced maps of WASH facilities for Ganjuwa LGA using the Arc GIS software which was
used to advocate for a State-wide data collection exercise for WASH facilities in Bauchi
State.
• Training of WASH Stakeholders in all the eleven states of UNICEF D Field on result-based
monitoring.
• Training of Management and other key staff of Bauchi RUWASSA on result-based
management.
• Trained LGA WASH Department Officers on Community-Based Monitoring for WASH.

recommended remedial solutions for gaps identified.

• In collaboration with the FMWR, UNICEF, WSSSRP II, WSSSRP III, and the World Bank
selected and harmonised indicators for the water supply in Small towns and Urban sectors
in Nigeria.

WASH Consultant Supporting Gwiwa Local Government SHAWN Project Implementation in Jigawa State June 2014 to Septembe r 2014 • Liaise with and between all bodies and institutions involved in WASH activities relevant to UNICEF's support under various projects at the LGA level, particularly WASH Department/WASH Unit, LGEA and Health Management Teams, and ensure the effective implementation of activities for the attainment of project targets including the attainment of LGA-wide Open Defecation Free (ODF) status, where applicable. • Coordinate with the LGA and communities for field visits/review missions by UNICEF staff and donor representatives. • Participate in regular meetings with key stakeholders at the LGA level, especially involving WASH Department/WASH Unit and WASHCOMs to ensure a common understanding of the UNICEF support along with its requirements towards securing their full commitment to the project including cost sharing, as relevant amongst others. This would include following-up on timely availability of resources for WASH operational expenses in the participating LGAs as well as for capital investment and for community mobilisation needed for attaining specific project targets. • Support identification of capacity building 10 | P a g e

Facilitate Training of Trainers on CLTS to improve capacities for implementing CLTS at both the LGA and Community levels. Assist in efforts to build a resource pool of trained personnel in CLTS, hygiene promotion, appropriate technology support, VLOM, monitoring and evaluation, etc. • In collaboration with the State level Consultant, where applicable - support the LGA WASH Department/Unit to develop/review the LGA level WASH sectoral plans and budgets and assist in the formulation of strategies, plans and budgets to achieve ODF/Total Sanitation and the subsequent deployment of resources (funds and people) in the participating LGAs. This will include linking with Community level WASH plans. Advocate for inclusion of budget lines for Total Sanitation during annual budget preparations at the LGA level. • Support Federation of Natural Leaders and Community Consultants to propagate Community-Led Total Sanitation (CLTS) and accelerate sanitation uptake and eliminate Open defecation in the entire LGA. Provide needed technical assistance to the WASH Department/Unit and WASHCOMs towards implementing their ODF plan and progress towards achieving Total Sanitation. Provide regular supportive supervision and monitoring of the activities of the LGA WASH Departments/Units, NGOs and Natural Leaders/Community Consultants against agreed CLTS plans and targets. Conduct needed field visits to monitor progress and quality of implementation and support verification of LGA acclaimed ODF Communities/Wards. • Provide needed technical assistance to the WASH Departments/Units, WASHCOMs in the implementation, monitoring and 11 | P a g e

This will include needed support towards preparation of Bills of Quantities, Technical designs and specifications. Support the LGA WASH Departments/Units to supervise and monitor the activities of contracted NGOs and Private Service Providers against agreed plans, targets, and technical design, specifications and standards. Conduct needed field visits to monitor progress and quality of implementation of water and sanitation facilities constructed by direct labour (partners) and contract. Support physical verification (by independent state verification team or third party) of completed facilities to ensure that quality of construction is conformed to agreed designs and specifications before certification and payment to the contractors. • Play an active role in the dissemination of survey results and study findings under the specific project among various stakeholders in the participating LGAs towards increasing their understanding of sectoral issues and emerging approaches and thereby facilitate scaling up of successful approaches to non- project LGAs. Facilitate linkages with relevant LGA level officials for needed conduct of surveys and studies by NGOs, Institutions, and Private Service Providers. • Assist participating LGAs' WASH Departments/Units to articulate needed support from State RWSSA on community mobilisation, establishment and training of WASHCOMs, water quality monitoring and participatory planning. Support community mobilisation efforts within LGA/communities including their active involvement in awareness raising campaigns such as Global Hand washing Day, National Toilet Day, etc. • Support participating LGAs in maintaining a regular flow of information among stakeholders at all levels towards information sharing and mutual learning. Assist participating LGAs in the implementation of monitoring systems or 12 | P a g e
