Served as Project Manager for U.S. Military efforts for reconstruction in the city of Tal'Afar in Northern Iraq in 2006. Worked closely with US Civil Affairs Team, Iraqi Engineers, and Iraqi Government Officials to develop plans and project proposals for a variety of government and civic efforts. Sadly, while some projects were completed, many were destroyed when ISIS took control of the city in 2014.

Tal Afar District Court House
The Tal Afar District Court House serves the people of the District
of Tal Afar. 4 Magistrate Judges and 1 District Attorney Judge work
in the court house. The Tal Afar Court does not conduct any trials
in Tal Afar. They simply determine if there is enough evidence to
hold someone for trial and be shipped to Mosul.

Historical, and Tourist Information to future visitors.
• Also used for official “State Functions” such as receptions
with Governor and VIPs
• This project was submitted as a Provincial Reconstruction
Development Project and is estimated to cost: $300,000 to
construct Tal Afar Museum was occupied by the IA in
2005 and used a staging area for
operations. Currently is the IA HHC
Headquarters. Building is not salvageable.
Once IA move out of the Museum, it will be
returned to the Director of Antiquities.
Small Business Center developed a new
design for the Museum which will costs
approximately $600-$700K and will be
submitted to the Provincial Reconstruction
and Development Council. Museum will
collect artifacts from the District of Tal Afar
which date back to the biblical times of the
Ninewah Kings.

Castle Wall Renovation: The Purpose of this project was to restore the historical and cultural significance of the
Castle similar to the “Prague Castle” in Czech Republic which is the seat of government. Project was intended
to restore importance of the compound which dates back to the Assyrian Empire. Wall Renovation project was
estimated to cost $3.6 Million of the planned $15 million Urban Renewal Project.

The Media Center was proposed for the Tal Afar area to encourage
free Iraqi press to establish themselves and report the news in the
area. The building designated for the Media Center was originally
renovated for the United Nations Mission to Iraq which was
supposed to set up an office. When the UN did not arrive, the
building was designated to be converted to a Satellite News
Station. In addition, the Media Center would allow for future
expansion to include Radio and Printed Media. The benefit of the
Media Center were immediately evident when it allowed the local
government to announce events and inform the public. In
addition, it allowed the government to announce information
regarding attacks conducted by the AIF such as VBIEDs in
markets which helped to counter the AIF propaganda.
