Goods and Services Opportunities for
Small, Minority, and Women
Owned Business Enterprises
City and County of Denver
Covered goods and services
This program only applies to specific categories of goods
and services. The covered goods and services catego-
ries are subdivided into 469 North American Industry
Classification (NAICS) codes.
Covered Goods
º Electronic parts & equipment
º Office equipment
º Machinery, equipment, & supplies
º Electrical & industrial equipment including
parts & supplies
º Communication equipment
Covered Services
º Building management & maintenance services,
including janitorial services
º Parking services
º Security services
º Maintenance & repair services, including landscaping
º Communication equipment related services
º General business services: staffing, interpretation,
graphic design, printing & photocopying, courier
delivery services, & transportation.
Solicitation Programs
All the solicitations for covered goods and services will
fall under one of the following procedures.
Defined Procurement Pool
º Solicitation estimated cost under $50,000,
º If 3 or more DSBO certified Small Business Enterprises
(SBE), who are not brokers, packagers, or manufactur-
er’s representatives, are available within a NAICS
Code, the solicitation will be sent to all available
DSBO certified enterprises eligible to participate,
º If less than 3 DSBO SBE certified vendors are available,
all available certified and non-certified firms will be
invited to participate, and
º All bidders are required to certify that they will self
perform 75% of the value of the resulting award.
Solicitation Programs, continued
Bid Preference
º Solicitations estimated between $50,000-$250,000,
º Award made to the lowest qualified bidder meeting
requirements,
º Solicitations are open to ALL bidders, and
º DSBO certified SBE’s who certify that they will self perform
75% of the value of the resulting purchase order or
contract will receive a 10% bid preference for evaluation
purposes. The purchase order or contract will be written
for the actual quoted amount for the awarded vendor.
Goals
º Bids and Requests for Proposals (RFPs) over $1,000,000
may qualify for establishment of a goal for DSBO certified
Minority Owned Business Enterprises (MBE) and DSBO
certified Women Owned Business Enterprises (WBE)
participation in the anticipated work,
º A goals committee comprised of representatives of MBE
and/or WBE, majority firms, and citizens, working with the
DSBO Director, are to review the procurement and also
the availability of certified MBE and WBE to perform the
work or provide the required goods,
º A goal may be established based on the review, and
º All bidders are required to comply with goal if one is
established.
Independent Partnerships
º Bids, RFPs and other solicitations not included in
previous programs will include a clause in the
solicitation encouraging but not requiring, participation
by DSBO certified SBE, MBE, and WBE in the supply
chain activities, prime/subcontractor arrangements
including partnerships, and joint ventures on city
contracts and purchase orders.
º Bidders are not to be rewarded or penalized for their
participation in the independent partnership program.
