Gl b l warming and climate change are Global i d li t h expected to have a cataclysmic effect across the globe. The worst effects of climate change can be avoided if greenhouse gases incorporating carbon dioxide (CO2) in the atmosphere are stabilised instead of being allowed to increase.

The UK has been set a target of 12.5% reduction of emissions as an average between 2008-2012 The UK is currently on Target to meet the commitments of the KP

ASHRAE CONFERENCE, QUEBEC CITY SUNDAY 25th JUNE 2006 Seminar 17 – Three International Climate Change Programs of Relevance to ASHRAE Members The predictions indicated and by the UK’s Government own admission the UK is currently NOT on target to admission, achieve the domestic goal The prediction of CO2 emissions by 2010 is currently 141.3MtC The UK’s domestic goal is 130.8MtC by 2010 This equates to a shortfall of 10.5MtC and an overall CO2 reduction of 14%

The register will be an important step forward in achieving better carbon performance for new and existing buildings. The aim is to work with Government to enable the scheme to be approved so that th t members can self-certify compliance with the Building R b lf tif li ith th B ildi Regulations, l ti using their professional expertise to improve compliance whilst relieving burdens on constructors and building control bodies alike.

Individuals on the register will be a primary source of assistance to those construction companies wishing to submit planning and building regulations proposals for approval Entrants to the register will have to undertake an examination. To remain on the register, consultants will be required to undertake continuing professional development and to make annual 'carbon saving returns' to carbon returns demonstrate how much carbon they have saved through their work as low carbon consultants.

P h t Perhaps USA St tStates should consider setting CO2 reduction targets to meet the requirements of the KP. • Poor design increases CO2 emission which contributes to climate change activities. Maybe ASHRAE design engineers have a personal responsibility to reduce carbon emission and aim for GOLD LEED status at every opportunity!!!!

ASHRAE CONFERENCE, QUEBEC CITY SUNDAY 25th JUNE 2006 Seminar 17 – Three International Climate Change Programs of Relevance to ASHRAE Members Conclusion The Building Regulations Part ‘L’ was introduced on the 6th April 2006 L providing a mechanism for UK compliance with the EPBD and subsequent International, EU and National CO2 emission reduction targets. Energy conservation from Buildings will only increase in the coming y years. The life expectancy of these documents is only 2 y p y y years. It is anticipated further revision will be released circa 2008 Compliance will assist the global attempt to curtail CO2 emission and climate change!
